HomeMy WebLinkAbout1970-09-22MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chambers, Civic Center Huntington Beach, California TUESDAY, SEPTEMBER 22, 1970 - STUDY SESSION COMMISSIONERS PRESENT: Slates, Miller, Bazil, Porter, Kerins, Duke COMMISSIONERS ABSENT: Tom DISCUSSION: Undergrounding Telephone Trunk Lines Charles Fletcher, General Telephone Co. Bill Hartge, City Engineer, made a presentation regarding underground and overhead utilities installation on Adams Ave. Charles Fletcher, General Telephone Co., addressed the Commission and informed them that it would cost approximately $54,000 to underground the telephone trunk lines on Adams Ave. between Bushard and Brookhurst Streets. Mr. Fletcher stated that they have no plans to remove or underground the cable at this time. Commissioner Porter questioned the placement, voltage, gables, etc., and asked Mr.Fletcher why the telephone cable was not consolidated with the electrical lines on the north side of Adams Ave. Mr.Fletcher explained that the proper location for the trunk lines was not with the 66 KV because of the cross -tank caused by that voltage. The Acting Secretary stated that this item was before the Commission for information only. REVIEW - USE PERMIT NO. 69-9 Applicant: Associated Southern Investment Co. To permit a 97 unit mobilehome park on approximately 10 acres and customary accessory buildings in the R5 Office -Professional District. The subject property is located on the east side of Ward St., - north of Yorktown Ave. The Acting Secretary informed the Commission that the applicant has complied with condi- tions set forth by the Planning Commission at their September 15th meeting. Mr. Harlow stated that the appli- cant has paid the fees and that building permits have been issued for construction. No action was taken on this item as the Acting Secretary informed the Commission this was for information on the progress of said development. DISCUSSION: Method of permitting outside display of new tires. Jim Palin, Associate Planner, presented proposals as submitted by several oil companies. Mr. Palin stated that a number -of service stations were displaying these fully enclosed steel tire structures. A video tape was shown of 3 existing service stations having enclosed steel display structures for tires. The Commission questioned whether this method of display should be defined as outside storage. It was the consensus of the Commission that the proposed structures should not be con- sidered outside or display of tires as permitted by Sec- tion 9432 of the Huntington Beach Ordinance Code. Planning Commission Study Session September 22, 1970 Page 2 Mr. Parry, operator of Texaco Service Station at the northwest corner of Beach Blvd. and Warner Ave., informed the Commission that he will bring renderings of these proposed structures for the Commission to review at the September 29, 1970, study session meeting. REVIEW - CONDITIONAL EXCEPTION NO. 70-7 Applicant: C. Michael, Inc. To permit the construc- tion of a mobilehome park on approximately 15.35 acres of land in the R2 District. The subject property is located between Slater Ave. and Speer Ave., 282 ft. west of Beach Blvd. The Acting Secretary in- formed the Commission that a condition of approval of Con- ditional Exception No. 70-7 required Planning Commission final approval of the plot plan. Jim Palin, Associate Planner, reviewed the.plot plan and suggested conditions of approval. Mr. Palin stated that the Conditional Excep- tion No. 70-7 was approved by the Planning Commission on April 28, 1970, with a condition that Conditional Excep- tion No. 70-7 would not be effective until the adoption of MH - Mobilehome District and that said district was adopted by the City Council on September 8, 1970. Mr.Palin added that the MH Zone on subject property had a first read- ing by the City Council on September 21; 1970. He further informed the Commission that the plot plan received September 11, 1970, complies with all provisions of the MH District. The Commission held a discussion. A MOTION WAS MADE BY BAZIL AND SECONDED BY DUKE TO APPROVE THE PLOT PLAN FOR CONDITIONAL EXCEPTION NO. 70-7 UPON THE FOLLOWING CONDITIONS: 1. The plot plan received September 11, 1970, shall be the approved layout. 2. Slater Ave., Speer Ave. and the public street on the west side of the property shall be dedicated and fully improved to City standards at the time said parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. Easements for utilities or walkways shall be provided to Department of Public Works standards. 7. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 8. The property shall participate in the local drainage assessment district. 9. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 10. All utilities shall be installed underground. 11. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to speci- fications provided by the Fire Department. -2- 9/22/70-PCSS Minutes: H.B. Planning Commission Study Session September 22, 1970 Page 3 12. Off-street parking facilities shall conform to Article 979. 13. Screening of the mobilehome park shall be as required by Article 924 (Mobilehome District). A plan depicting the type of screen and a general landscaping scheme shall be submitted to the Board of Zoning Adjustments for approval. 14. There shall be no fence, structure or landscaping constructed or maintained over 32 ft. high within a 10 ft. by 10 ft. triangular area at the inter- section of driveways and streets or within a 25 ft. by 25 ft. triangular area at the intersection of streets. 15. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 16. The structural street section of all private drives shall be approved by the Department of Public Works. 17. All applicable City Ordinances shall be complied with. DISCUSSION: Apartment Development Standards Town Lot Area The Acting Secretary made a pre- sentation regarding proposed apartment development stan- dards in the town lot area. Mr. Harlow spoke on financing the proposed parking courts, height limits, side yard set- backs, angle of light obstruction and sky exposure plane. He further stated that the staff proposes that access from the alleys be restricted to driveways only. Mr. Harlow stated the staff was proposing the following setbacks;" 10 ft. front yards; 10 ft. rear yards and 10% of lot width on side yards. The Commission viewed slides of various apartment complexes located in the Long Beach area. It was the consensus of the Commission that the staff prepare development standards for the town lot area to be discussed at a later date. INFORMATION: Jere Murphy informed the Commission that the City A ministrator requested that the Chairman appoint one Commissioner to the Santa Ana River Study Committee.
