HomeMy WebLinkAbout1970-09-29MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chambers, Civic Center Huntington Beach, California TUESDAY, SEPTEMBER 29, 1970 - STUDY SESSION COMMISSIONERS PRESENT: Bazil, Slates, Porter, Miller, Duke, Kerins COMMISSIONERS ABSENT: Tom DISCUSSION: Jim Palin, Associate Planner, reviewed proposed new methods for new tires storage. Mr. Palin showed a video, tape of various service station sites having tire storage structures and rental equipment. Aerial photos of a number of service stations in the City having miscellaneous rentals were submitted to the Planning Commission for their review. Discussion followed pertaining to trailers and trucks rentals as a part of the service sta- tion operation. Commissioner Bazil stated that all new rentals operations conducted on service station sites should comply with the new service station standards. Commissioner Porter concurred with Mr. Bazil's statement. Mr. Parry, an operator of two Texaco Service Stations in Huntington Beach, addressed the Commission and introduced Mr. St-. John, representative of Vice Corporation, New York, the builder of the proposed tire storage structures. Mr. St. John submitted various renderings of structures for tire storage. Mr. St. John stated that these types of structures are only built on the east coast and none as yet are available on the west coast. The Commission held a discussion. A MOTION WAS MADE BY BAZIL AND SECONDED BY PORTER TO RECOMMEND THAT SERVICE STATIONS EXIST- ING AS OF THE 25TH DAY OF SEPTEMBER, 1970, HAVING MISCELLANEOUS RENTALS BE PERMITTED SUBJECT TO SUBMITTAL OF A PLOT PLAN TO THE BOARD OF ZONING ADJUSTMENTS FOR APPROVAL ACTION PROVIDED SUCH PLAN HAS ADEQUATE CIRCULATION, PARKING AND LANDSCAPING. ALSO, ALL NEW SERVICE STATIONS SHALL COMPLY WITH EXISTING SERVICE STATION STANDARDS ADOPTED JULY 21, 1970. Further discussion was held. Commissioner Bazil amended his motion with Commissioner Porter's second to read as follows: "NOTIFY ALL EXISTING SERVICE STATION OPERATORS THAT EACH ONE WILL HAVE 30 DAYS FROM THE EFFECTIVE DATE OF THE ORDINANCE IN WHICH TO FILE ADMINISTRATIVE REVIEW APPLICATION TO THE BOARD OF ZONING ADJUSTMENTS TO REQUEST PERMISSION TO CONDUCT TRUCK AND TRAILER RENTALS. ALSO, ALL NEW SERVICE STATIONS SHALL COMPLY WITH THE SERVICE STATION STANDARDS ADOPTED JULY 21, 1970. ROLL CALL VOTE: AYES: Bazil, Slates, Porter, Miller, Duke, Kerins NOES: None ABSENT: Tom THE MOTION CARRIED. A MOTION WAS MADE BY DUKE AND SECONDED BY KERINS TO ALLOW THE BOARD OF ZONING ADJUSTMENTS TO REVIEW TIRE STORAGE STRUCTURES FOR APPEARANCE TO INSURE THAT SAID STRUCTURES ARE COMPATIBLE WITH THE SERVICE STATION Minutes: H.B. Planning Commission Study Session September 29, 1970 Page 2 MAIN BUILDING WITH A PROVISION THAT A MAXIMUM OF ONE TIRE STORAGE STRUCTURE BE PERMITTED HAVING A MAXIMUM OF 24 FEET AND MAXIMUM HEIGHT OF 8 FEET PER SITE. COMMISSIONER DUKE AMENDED HIS MOTION TO 'INCLUDE THE REQUIREMENT THAT ALL SIGNS IN CONJUNCTION WITH THE TIRE STORAGE SHALL BE RE- VIEWED BY THE BOARD OF ZONING ADJUSTMENTS. COMMISSIONER BAZIL AGREED TO THE AMENDED MOTION. ROLL CALL VOTE: AYES: Bazil, Slates, Porter, Miller, Duke, Kerins NOES: None ABSENT: Tom THE MOTION CARRIED. DISCUSSION: PARKING FACILITIES IN APARTMENT PROJECTS Capt. Burkenfield Capt. Burkenfield, Police Department, addressed the Commission and stated that he was vitally concerned with all multiple develop- ments in the City, because vandalism has increased to 100% in areas having carports over those that have garages. He suggested that the Police and Fire Departments review any future apartment applications regarding open carports. Chairman Slates -re- quested that a representative from the Police Department be present at all Planning Commission and Board of Zon- ing Adjustments meetings on a consistent basis. Captain Burkenfield informed the Commission that the Police De- partment is interested in all types of development within the City. DISCUSSION: -STREET ALIGNMENT North of Warner Ave.'and west of Beach Blvd. - Bill Hartge Bill Hartge, City Engineer, made a presentation on 6 alternates for a pro- posed street alignment on property located 600 ft. north of Warner Ave. and 580 ft. west of Beach Blvd. Mr. Hartge explained that 3 access points are desirable - one to Warner Ave. via a bridge across the flood control channel and two, to Beach Blvd. Mr. Hartge informed the Commission on cost for right-of-way acquisition, construction and bridge cost. Mr. Fiddler, represent- ing PRC Development, stated that his company is proposing to construct 400 units within this area. The Commission held a discussion. It was the consensus that the proposed apartment complex should be referred to the Commission for review and final decision. The staff was further instructed to check with the school district to determine their needs for pedestrian access for school children from the proposed development. DISCUSSION: Request to rezone property located 660 ft. west of Newland St. and 660 ft. north of Hamilton Ave. Chairman Slates dis- cussed this item and informed the Commission that the pro- perty owner feels the land is subject of inverse condemnation and as such, requesting that the City initiate rezoning the property to R3. Planning Commission - Study Session Page 3 September 29, 1970 It was the consensus of the Commission to initiate a Resolution of Intent to rezone subject property from R-A to R3. The Commission further indicated that by no means are they committing themselves to approval of said zone change to an R3. COMMISSIONERS COMMENTS: Commissioner Porter requested that the Building Department check on the condition of an exist- ing fence within Von's Shopping Center at the northeast corner of Adams Ave. and Brookhurst St. Mr. Porter requested that this fence be kept in good repair. - Commissioner Duke requested informa- tion on -the status of shopping center at the northwest corner of Goldenwest and Warner. Mr. Duke wa§ infortned`that--numerous requirements are still to be complied with. Commissioner Porter asked what provisions, if any, will be made to protect the Senior Citizens' Tower at Adams and 17th St. from an earthquake if request is approved. He stated that the church people should be aware of possible fault line. Mr. Porter re- quested that copies of the report on civic center site be sent to all Commissioners for their review. K. A.
