Mannes To permit a driveway to encroach 7-1/2 ft. into the required 25 ft. landscape area. In conjunction with USE PERMIT NO. 70-39 Applicant: Lloyd A. Mannes To permit the following: 1) the construction of an automotive diagnostic center, 2) the construction of a drive-thru restaurant. The subject property is located on the northeast corner of Blaylock and Beach Blvd. As the applicant had not arrived, these items were tabled until later in the meeting. ADMINISTRATIVE REVIEW NO. 70-44 - Continued Applicant: Sea Breeze 66 To permit the outside storage and/or display of tires within storage structures at three locations. The subject property is located on the northeast corner of Brookhurst Street and Adams Avenue. Mr. Tooley, representing the applicant, addressed the Board and answered various questions. The Acting Secretary reviewed the Planning Commission's action at their Study Session on September 29, 1970, regarding the tire storage structures. The applicant stated he wished to reduce the request from the three locations as shown on the plot plan to one location. He stated that the storage structure would be red and white as is the existing station, 10 ft. in length, and 3 ft. in depth. Board discussion was held. A MOTION WAS MADE BY MC FARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 70-44 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The applicant shall install one tire storage rack not to exceed 10 ft. in length, 3 ft. in depth, and the material and color shall be compatible with the existing station at a location as delineated on the approved plot plan. Park To permit the outside storage and/or display of merchandise within the 50 ft. front yard setback. The subject property is located on the north side of Warner Avenue, 300 ft. west of Beach Blvd. The applicant was not present. Board discussion was held. It was the consensus of the Board that action could be made on this application even though the applicant was not present. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE ADMINISTRATIVE REVIEW NO. 70-48 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The applicant shall provide a minimum of 3 ft. of landscaping along the front property line in front of the display area. 2. The applicant shall comply with Section 9432 of the Huntington Beach Ordinance Code. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. The subject property is located on the east side of Beach Blvd., approximately 1,060 ft. north of Slater Avenue. Don Harris, applicant, addressed the Board and answered questions. Board Discussion was held. A MOTION WAS MADE BY P.ALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 70-49 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The subject property is located on the northeast corner of Blaylock and Beach Blvd. The hearing was opened to the audience. Mr. Mannes, applicant, addressed the board and answered various questions. The Board reviewed the plot plan and discussed the parking layout, curb cuts, traffic circulation and landscaping. Mr. Wetzel, AutoLab Diagnostic Center representative submitted renderings of the proposed automotive diagnostic center. It was the consensus of the Board that a better traffic circulation is needed and that the applicant should meet with the city traffic engineer to discuss same. There being no further comment, the hearing was closed. A MOTION WAS MADE BY SPENCER AND SECONDED BY MCFARLAND TO CONTINUE CONDITIONAL EXCEPTION NO. 70-49 AND USE PERMIT NO. 70-39 TO THE OCTOBER 14, 1970 MEETING. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. MISCELLANEOUS: USE PERMIT NO. 68-23 - Review Applicant: Nelson Auto Service Discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO SET USE PERMIT NO. 68-23 PER SECTION 9534.1 (e) FOR PUBLIC HEARING FOR THE FOLLOWING REASON: 1. The applicant has failed to comply with the conditions of approval for Use Permit No. 68-23. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED.
