Mannes To permit a driveway to encroach 7 1/2 ft. into the required 25 ft. landscape area. In Conjunction With USE PERMIT NO. 70-39 - Continued Applicant: Lloyd A. Mannes To permit the following: 1) the construction of an automotive diagnostic center, 2) the construction of a drive-thru restaurant. Mannes To allow 4 tandem parking spaces to be used as a portion of the required parking for an office and dental building in the C4 - Highway Commercial District. In Conjunction With ADMINISTRATIVE REVIEW NO. 70-50 - Continued Applicant: Lloyd A. Mannes To permit the construction of an office and dental building in the C4 - Highway Commercial District. The subject property is located on the west side of "A" Street approximately 170 ft. south of Warner Avenue. There being no further comment, the hearing was closed. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO DENY CONDITIONAL EXCEPTION NO. 70-50 FOR THE FOLLOWING REASON: 1. The applicant has revised the plot plan sufficiently that a conditional exception is not needed. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 70-50 UPON THE FOLLOWING CONDITIONS: 1. The plot plan received November 4, 1970, shall be the approved layout. 2. "A" Street shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. S. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. The property shall participate in the local drainage assess- ment district. 7. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 8. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 10. ADMINISTRATIVE REVIEW NO. 70-51 - Continued Applicant: Huntington Imports A Calif. Corp. To permit the outside storage and/or display of merchandise within the 50 ft. front yard setback. The subject property is located on the west side of Beach Blvd., approximately 300 ft. south of Main Street and Ellis Ave. The applicant was not present. The Acting Secretary advised that this item had been continued to allow time for the applicant to submit a revised plot plan and that said revised plot plan has not been received. Discussion was held whether the Board could act on the present plot plan. It was a consensus of the Board that the existing plot plan had sufficient information for action. The subject property is located on the southwest corner of Edinger Avenue and Sher Lane in the C2 Community Business District. The Chairman read the request and opened the hearing to the audience. The subject property is located on the west side of Commerce Street, 160 ft. south of McFadden Ave. The Chairman read the request. A MOTION WAS MADE BY SPENCER AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 70-53 UPON THE FOLLOWING CONDITIONS: 1. The plot plan received October 26, 1970, shall be the approved layout. 2. Commerce Street shall be dedicated and fully improved to City standards at the time each parcel is developed. Improve- ments shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions, as per conditions of approval of Tentative Map No. 6948. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The subject property is located south of Talbert Ave., east of Gothard Street. The Chairman read the request. George McCracken, general contractor, represented the applicant and addressed the Board. The suggested conditions of approval were reviewed. Discussion was held pertaining to driveway location, curb grade differential, screening of 1mr-kir,g, turriirig radius, and the use of shrubbery in place of mrrsoiiry wall for screening purposes. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE ADMINISTRATIVE REVIEW NO. 70-57 UPON THE FOLLOWING CONDITIONS AND PLOT PLAN AS SUBMITTED: 1. The plot plan received October 30, 1970, shall be the approved layout. 2. Talbert Avenue shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvement: shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. To permit the construction of garages, walls, and fences within 7 1/2 ft. of the front property line in lieu of the required 15 ft. front yard setback. The subject property is located on the north side of Palm Avenue between Quiet Surf Circle and Ocean Bluff Circle. The Chairman read the request. Mr. Art Hoffpauir,representing the applicant, addressed the Board. The Acting Secretary advised that the plot plan conforms with all required open space and setbacks. Discussion was held. A MOTION WAS MADE -BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 70-58 UPON THE FOLLOWING CONDITION: 1. The applicant shall comply with all applicable ordinances. To permit a wholesale lumber yard in the M1 Light Industrial District. Mr. James M. Thompson, representing the applicant, addressed the Board and answered various questions. Suggested conditions of approval were reviewed and amended. Chief Spickard and Deputy Fire Marshall Duncan of the Huntington Beach Fire Department were present and discussion was held pertaining to the Fire Department requirements. Discussion was held pertaining to types of materials to be used for construction, soil conditions, noise factors, hours of operation, screening and fencing, parking , layout, and undergrounding of utilities. The applicant advised that there would be one bandsaw which would be used for resaw purposes, buildings would be constructed of wood and that the bandsaw would only operate during daylight hours. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE ADMINISTRATIVE REVIEW NO. 70-59 UPON THE FOLLOWING CONDITIONS: 1. The plot plan received October 29, 1970, shall be the approved layout. 2. Gothard Street shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. The flood control channel shall be fenced to Flood Control District standards and City standards. 7. The property shall participate in the local drainage assess- ment district. 8. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 9. All utilities shall be installed underground. 10. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 11. Driveway width and location shall be approved by the Traffic Engineer. 15. A watchman shall be provided during other than opera- ting periods. 16. Outside storage shall be in grids not larger than 50 X 150 ft. These grids shall be designated by boundary posts or painted stripes. 17. All storage buildings and all auxiliary buildings housing hazardous operations shall be protected with an automatic fire sprinkler system. 18. Vehicle fueling area shall be 50 feet from the nearest lumber pile, shed, or warehouse. 19. An approved fire reporting system shall be provided. 20. A plot plan showing required fire protection systems shall be approved by the Fire Marshal prior to the issuance of building permits. 21. A plan for the 20 ft. landscape strip along Gothard Street shall be reviewed by the Board of Zoning Adjust- ments prior to framing inspection of any structure upon the parcel. 22. The operation of the equipment in the mill shall not be between 6 P.M. and 7 A.M. in accordance with Article 554 of the Huntington Beach Ordinance Code.
