Code Amendment Regarding Staff Review of Applications. Vice -Chairman Porter opened the meeting at 1:30 P.M. The Acting Secretary informed the Commission that this code amendment was prompted by the City Council. The following amendment was submitted by the City Attorney to the Planning Commission for review and read as follows: "The Planning Director or his repre- sentative shall refuse to accept for filing any applica- tion required to be filed with the Planning Department, which said application does not contain information re- quired to be provided, is improperly filled out, or on its face, does not meet the requirements of this code." CHAIRMAN SLATES: Chairman Slates arrived at 1:35 P.M. and assumed his duties. Discussion was held. Chairman Slates stated that our present ordinance code does not mention anything about the staff rejecting applications. Mr. Slates felt that this should be up to the Commission and City Council to determine whether or not an applica- tion is properly submitted. COMMISSIONER BAZIL: Commissioner Bazil arrived at 1:45 P.M. and assumed His duties. It was the consensus of the Com- mission to adopt the following amendment as revised: "The Planning Director or his representative shall refuse to accept for filing any application required to be filed with the Planning Department, which said application does not contain information required to be provided or is im- properly filled out." A MOTION WAS MADE BY KERINS AND SECONDED BY DUKE JO INSTRUCT THE STAFF TO PREPARE A CODE AMENDMENT AND SEND SAID AMENDMENT TO THE ATTORNEY'S OFFICE FOR REVIEW. ROLL CALL VOTE: AYES: Bazil, Slates, Miller, Porter, Kerins, Higgins, Duke NOES: None' ABSENT: None THE MOTION CARRIED. DISCUSSION: CARE OF NON -RELATED PERSONS: Robert -Joe Vasquez,,-7Tssistant Planner, made a presentation on pro- posed code amendment pertaining to care of non -related persons. Mr. Vasquez informed the Commission that a corrected eighth draft has been prepared for the Commission's review. Charles Ivy, Foster placement agent, addressed the Commission and stated that he was very pleased with the code amendment as submitted. Minutes: H.B. DESIGN REVIEW CRITERIA FOR CIVIC DISTRICT: The Acting Secre- tary reviewed the design review criteria with the Commission. Robert -Joe Vasquez explained the contents of guidelines. The Commission felt that private property should be excluded from the Civic District Suffix. Commissioner Bazil-stated that he feels that the Commission needed a theme to work with. Com- missioner Duke stated that the Commission should -do the best by applicants or architects whereby they would fully understand what type of buildings the Design Review Board expects. COMMISSIONER PORTER: Commissioner Porter was excused from urt er participation at 3:30 P.M. Commissioner Higgins sug- gested that this item should be -reviewed further for clari- fication if items 2 through 5 - Design Criteria. A MOTION WAS MADE BY BAZIL AND SECONDED BY :DUKE TO INSTRUCT MR. VASQUEZ, SECRETARY TO THE DESIGN REVIEW BOARD, TO_WRITE-A LETTER TO THE DESIGN REVIEW BOARD TO ANSWER A LIST OF QUESTIONS IN LETTER SENT ON OCTOBER 22nd AND SUBMIT BACK TO THE COMMISSION FOR THEIR REVIEW. ROLL CALL VOTE: AYES: Bazil, Slates, Duke, Kerins, Higgins, Miller NOES: None ABSENT: Porter THE MOTION CARRIED. DISCUSSION: Guidelines for Working Relationship Between Planning Commission and Citizen Committee. The Acting Secretary informed the Commission that in order to provide a systematic approach toward work activities of the Commission and the staff, the following policies were submitted for their review: 1. Ad Hoc Citizen Committees are encouraged to participate jointly with the Commission in special studies dealing with planning matters. 2. All requests for information from Ad Hoc Citizen Com- mittees will be directed through the Planning Commission. 3. Priority of Planning Department work assignments will be reviewed by and approved by the Planning Commission. 4. Ad Hoc Committee recommendations dealing with planning matters will be made to the Planning Commission. 5. The Planning Commission will study Ad Hoc Committee recommendations and submit both committee and Commis- sion recommendations on to the City Council for final decision. The Commission reviewed the policies. The Chairman appointed Com- missioner Kerins and Commissioner Duke to work with staff to prepare a new draft to be reviewed by the Commission at a later date. SCHOOL SITE APPROVAL H.B. ELEMENTARY SCHOOL - SITE #11 The Acting Secretary read a letter submitted by the Huntington Beach Elementary School District requesting approval of Site #11, located on the south side of Indianapolis Ave., approximately 600 ft. west of Bushard St. -2- 11/10/70-PCSS Minutes: H.B. A MOTION WAS MADE BY :DUKE AND SECONDED BY KERINS TO APPROVE SCHOOL SITE #11 AND INSTRUCT THE SECRETARY TO WRITE A LETTER TO THE HUNTINGTON BEACH SCHOOL DISTRICT INFORMING THEM OF SAME.
