NOVEMBER 12. 1970 BOARD MEMBERS: McFarland, Spencer, Palin ACCEPTANCE OF MINUTES: On motion by Palin and second by McFarland, the minutes for September 16 and 23, 19701, were accepted as transcribed. CONDITIONAL EXCEPTION NO. 70-49a - Continued Applicant: Lloyd A. Mannes To permit the construction of a permanent structure within 18 ft. of the front property line in lieu of the required 25 ft. sight angle encroachment. In Conjunction With USE PERMIT NO. 70-39 - Continued Applicant: Lloyd A. Mannes To permit the construction of an auto- mobile diagnostic center in the C4 Highway Commercial District. The subject property is located on the northeast corner of Blaylock and Beach Blvd. The hearing was opened to the audience. Mr. Dick Sass, representing the applicant, addressed the Board and answered various questions. The Acting Secretary advised that the suggested conditions of approval had been amended. Said condi- tions were reviewed with Mr. Sass. hearing was closed. There being no further comment, the Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE USE PERMIT NO. 70-39 UPON THE FOLLOWING CONDITIONS: 1. The plot plan received November 4, 1970, shall be the approved layout. 2. Beach Blvd. and Blaylock Avenue shall be dedicated and fully improved to City and/or State standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 4 3. Water supply shall be through the City of Huntington Beach's water system. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. The property shall participate in the local drainage assess- ment district. 7. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 8. All utilities shall be installed underground. 9. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 10. Off-street parking facilities shall conform to Article 979. 11. Parking compounds shall be screened with a combination of fencing and landscaping. Said plan shall be approved by the Planning Department. 12. There shall be no fence, structure or landscaping constructed or maintained over 3 1/2 ft. high within a 10 ft. by 10 ft. triangular area at the intersection of driveways and streets or within a 25 ft. by 25 ft. triangular area at the inter- section of streets. 13. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 14. All applicable City Ordinances shall be complied with. 15. A MOTION WAS MADE BY PALIN AND SECONDED BY IMCFARLAND TO APPROVE CONDITIONAL EXCEPTION NO. 70-49a FOR THE FOLLOWING REASONS: 1. There is an extreme hardship due to the property being only 46 ft. in depth. 2. The use will be compatible with the existing car wash and will be an asset to the City. CONDITIONAL EXCEPTION NO 70-54 Applicant: West Bay Construction Company To permit carports to be constructed at zero setback on the north and south property lines of a 400 unit apartment complex in lieu of the required 5 ft. setback. A representative of the applicant was ` present to answer any questions. The Acting Secretary advised that the Planning Commission must take action on the pending Use Permit before action can be taken on the Conditional Exception. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO CONTINUE CONDITIONAL EXCEPTION NO. 70-54 TO THE DECEMBER 2, 1970, MEETING TO ALLOW THE PLANNING COMMISSION TIME TO ACT ON USE PERMIT NO. 70-40. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 70-55 Applicant: Standard Oil Company of California To permit construction of a ground sign at the intersection of Bolsa Chica Street and Edinger Avenue in lieu of the requirement that such signs be set back 100 f t. from the intersection; also to allow the sign to be 4' 11 1/2" X 9' 8" in size in lieu of the maximum permitted size of 3' 6" X 6' 0". In Conjunction With USE PERMIT NO. 70-49 Applicant: Standard Oil Company of California To permit the partial reconstruction and remodeling of an existing service station. The subject property is located at the intersection of Bolsa Chica Street and Edinger Avenue. The Chairman read the request and opened the hearing to the audience. Mr. Gerald Buck, representing the applicant, addressed the Board and answered various questions. The plot plans were reviewed. Mr. Buck explained that the design of the service station is meant to give the feeling of spaciousness. The project engineer addressed the Board. Discussion was held pertaining to traffic circulation, landscaping, reciprocal easements and the proposed identification sign. There being no further comment, the hearing was closed. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE USE PERMIT NO. 70-49 UPON THE FOLLOWING CONDITION: 1. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 70-55 UPON THE FOLLOWING CONDITION: 1. The requested ground sign shall be located so that the face of the sign will be at a 45' angle between Edinger Avenue and Bolsa Chica Street and shall setback 14 ft. from said inter- section. FOR THE FOLLOWING REASONS: 1. The applicant has endeavored to improve the aesthetics of the service station by remodeling and combining all miscellaneous outdoor advertising signs onto one central sign. 2. This request is in line with the City's requirement that miscellaneous signs be consolidated onto one sign structure located in a landscaped planter. USE PERMIT NO. 70-48 Applicant: Patricia Ruth Marquez To permit the construction of a carport in the R1 Single Family Residence District as permitted by Section 9106 of the Huntington Beach Ordinance Code. The subject property is located on the west side of Kelvin Lane, approximately 120 ft. south of Ellsworth Drive. The Chairman read the request and opened the hearing to the audience. The Acting Secretary advised that five letters had been received from nearby property owners all opposing the proposed construction. The applicant was present and advised that all materials used would be compatible with the existing structure. Discussion was held pertaining to storage areas, the required amount of enclosure of carports, and the design of the proposed structure. There being no further comment, the hearing was closed. Board discussion was held. USE PERMIT NO. 70-50 Applicant: Anthony Marinelli To permit the operation of a retail sales boat and marine equipment store in the C4 Highway Commercial District. In Conjunction With ADMINISTRATIVE REVIEW NO. 70-55 - Continued Applicant: Anthony Marinelli To allow a boat and marine equipment store in the C4 - Highway Commercial District. The subject property is located on the north side of Pacific Coast Highway, approximately 1,320 feet northwest of Anderson Street. The Chairman read the request and opened the hearing to the audience. Mr. Marinelli, applicant, addressed the Board and answered various questions. The suggested conditions of approval were reviewed with the applicant. hearing was closed. There being no further comment, the Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE USE PERMIT NO. 70-50 UPON THE FOLLOWING CONDITIONS: 1. The subject property is located on the west side of Beach Blvd., approximately 900 ft. south of Ellis Avenue. The Chairman read the request and opened the hearing to the audience. The Acting Secretary advised that the Planning Commission had requested that this application be referred to them for action. The suggested conditions of approval were reviewed. Discussion was held pertaining to landscaping, location of the structure on the property, and a common driveway easement on property to the north. IN THE COUNCIL CHAMBERS. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 70-60 Applicant: Melvin I. Harper To permit a temporary Christmas tree lot in the R4 Miltiple Family Residence District. The subject property is located on the west side of Brookhurst Street, approximately 1,410 ft. south of Garfield Avenue. Mr. Knapp, representing the applicant, addressed the Board and stated that this request is the same as their request last year. Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 70-60 UPON THE FOLLOWING CONDITION: 1. PLOT PLAN AMENDMENT NO. 70-6 Applicant: St. Wilfrid's Episcopal Church To permit the construction of a storage room for nursery school supplies and the enclosure of the patio area for use as church school room. The subject property is located on the west side of Chapel Lane, approximately 660 ft. south of Ellis Avenue in the R3 Limited Multiple Family Residence District. The Chairman read the request and opened the hearing to the audience. Reverend James C. Caley and Stanley Coombs, representing the applicant, addressed the Board and answered various questions. The suggested conditions of approval were reviewed. There being no further comment, the hearing was closed. Chapel Lane shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. The subject property is located on the west side of 15th Street, 100 ft. south of Pecan Avenue, in the R3 Limited Multiple Family Residence District. Suggested conditions of approval were discussed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE THE PLOT PLAN AS REVIEWED FOR CONDITIONAL EXCEPTION NO. 70-20 WITH THE FOLLOWING CONDITIONS: 1. 15th Street and the alley shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The subject property is located at 10232 Cutty Sark Drive, south side of Cutty Sark Drive, approximately 250 ft. east of Matsonia Lane in the RI Single Family Residence District. Discussion was held. Mrs. Sherwood was present to answer questions. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE THE LAYOUT AS SHOWN UPON THE FOLLOWING CONDITIONS: 1. The wall shall be constructed 18" from the front property line. 2. The wall shall be constructed of decorative masonry material to be approved by the Building Department. CONDITIONAL EXCEPTION NO. 70-50 - Applicant: John Turner Review of the blast fence for precise location, size and building materials as required by donditions of approval by Planning Commission action of 10/20/70. The subject property is located on the north side of Warner Avenue, east of Bolsa Chica Street. The Board declined to act because insufficient information on materials and location of the blast fence was available at that time as the applicant had not submitted revised plans to conform with the conditions of approval as set forth by the Planning Commission on October 20, 1970.
