Monday, November 23, 1970
Mayor Shipley called. the regular adjourned meeting of the City Council
of the City of Huntington Beach to order at 6:00 P.M.
The Pledge of Allegiance was given by all present.
ROLL CALL
Councilmen Present: McCracken, Bartlett, Gibbs, Coen, Matney, Shipley,
Green (arrived 7:00 P.M.)
Councilmen Absent: None
ORDINANCE NO. 1618 - REFUSE COLLECTION - ADOPTED
The Clerk gave Ordinance No. 1618 a second reading by title - "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH
ORDINANCE CODE BY REPEALING ARTICLE 325 THEREOF."
Some discussion was held by the Council regarding the intent of this
ordinance.
On motion by Matney, further reading of Ordinance No. 1618 was waived.,
and, the ordinance was passed and adopted by the following roll call vote:
AYES: Councilmen: McCracken, Bartlett, Gibbs, Coen, Matney, Shipley
NOES: Councilmen: None
ABSENT: Councilmen: Green
REQUEST - AUTHORIZATION TO ISSUE SUBPOENAS - GRANTED
The Clerk presented a memorandum from the City Attorney requesting that
Council authorize and. direct the City Clerk to issue subpoenas in the
name of the City in connection with pending personnel matters.
On motion by Matney, Council authorized. and. directed the City Clerk to
issue subpoenas in the name of the City in connection with pending
personnel matters, and. further directed him to attest to same. Motion
carried.
NOTICES OF INSUFFICIENCY OF CLAIM - DIRECTION TO EXECUTE
The Clerk presented a memorandum from the City Attorney requesting
Council direction to issue Notices of Insufficiency of Claim to the
Standard. Oil Company of California, the Huntington Pacific Corporation,
the Huntington Beach Compan and. the Fluor -Huntington on Claim Nos.
70-45, 70-46, 70-47 and. 70-4.
On motion by Matney, Council authorized. the issuance of Notices of
Insufficiency of Claim to the Standard. Oil Company of California, the
Huntington Pacific Corporation, the Huntington Beach Company, and Fluor -
Huntington on Claim Nos. 70-45, 70-46, 70-47 and 70-48, and, authorized.
execution by the Mayor with attest by the City Clerk. Motion carried.
REQUEST OF CITY ATTORNEY FOR DIRECTION - SUBDIVISION SIGNS
The City Attorney addressed Council and requested a clarification of
their action taken at the November 16 meeting in directing that he take
no action for 90 days on prosecution of sign violations by Outdoor
Advertising companies. Mr. Bonfa informed. Council that he was not sure
of their intent in the application of this action where subdivisional
direction signs were concerned..
On motion by Coen, Council directed the City Attorney, City Administrator
and Staff to proceed. in abatement of violations of the Huntington Beach
Ordinance Code where it applies to temporary directional signs. Motion
carried,

RESOLUTION NO. 3244 -- ADOPTED
The Clerk read Resolution No. 3244 by title - "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF HUNTINGTON BEACH SUSPENDING THE ISSUANCE OF
BUILDING AND OTHER PERMITS FOR USES IN THE t TOP OF THE PIER' DEVELOP-
MENT PLAN AREA INCONSISTENT WITH USES DESIGNATED IN MASTER PLAN AMEND-
MENTS 70-1 AND 70-2."
On motion by Matney, Council waived further reading of Resolution
No. 3244 and passed. and. adopted same by the following unanimous roll
call vote:
AYES: Councilmen: McCracken, Bartlett, Gibbs, Matney, Coen, Shipley
NOES: Councilmen: None
ABSENT: Councilmen: Green
LIBRARY AND DESIGN REVIEW BOARD DINNERS - PAYMENT APPROVED
On motion by Shipley, Council directed the City Administrator to author-
ize payment for the dinners of the members of the Library Board and the
Design Review Board. present, as well as those of the City Council, City
Officials and Planning Commission. Motion carried.
Mayor Shipley called a recess of the Council meeting at 6:45 P.M. for
dinner and. an informal session with the Planning Commission, Library
Board and Design Review Board..
Following dinner, members of the Planning Commission, Library Board. and.
Design Review Board made presentations to Council of reports in connec-
tion with the future routing of Talbert Avenue between Gothard and.
Edwards Streets, through.the proposed Central City Park.
The regular adjourned meeting of the Council was reconvened at 8:45 P.M.
by the Mayor.
On motion by Green, Council directed the City Administrator to have a
report prepared regarding possible effects in the City's Master Plan
if Talbert Avenue were to be terminated at Gothard Street on the east
side of the park, and at Edwards Street on the west side; and further
directed the Administrator to obtain technical advice, if necessary,
in the preparation of such report. Motion carried.
ADJOURNMENT
On motion by Green, the regular adjourned meeting of the City Council
of the City of Huntington Beach adjourned. Motion carried.
