USE PERMIT NO. 70-48 - Continued
Applicant: Patricia Ruth Marquez
To permit the construction of a
carport in the R1 Single Family Residence District as permitted
by Section 9106,of the Huntington Beach Ordinance Code.
The subject property is located on
the west side of Kelvin Lane, approximately 120 feet south
of Ellsworth Drive.
The Chairman read the request and
opened the hearing to the audience.
Mrs. Marquez, applicant, addressed
the Board and submitted elevations as had been requested by
the Board.
The plans were reviewed.
There being no further comment,
the hearing was closed.
Board discussion followed.
A MOTION -WAS MADE BY PALIN AND
SECONDED BY MCFARLAND TO APPROVE USE PERMIT NO. 70-48 SUBJECT
TO THE FOLLOWING CONDITION:
1. The applicant shall comply with Section 9106 of the
Huntington Beach Ordinance Code.

USE PERMIT NO. 70-47 - Continued
Applicant: Standard Oil Company of California
To permit the drilling and operating
for the discovery or production of oil, gas, hydrocarbons
and/or kindered substances in their natural state, including
the installation and use of equipment, structures, tools and
other facilities incidental, necessary, and accessory to the
drilling, production, repressuring and processing of sub-
stances produced by such wells for shipment to pipeline.
The subject property is located
approximately 465 feet south of the intersection of Holly
Street and Clay Avenue on the east side of Main Street in the
R1-Ol Single Family Residence District combined with oil
production.

and opened the hearing to the audience.
Baxter Brown, representing
the applicant, addressed the Board and answered various
questions.
Suggested conditions of
approval were discussed. I
The Acting Secretary
advised that this item had been continued to allow time for
the applicant to contact the property owner regarding a
division of land on subject property.
Mr. Brown advised that
he did not knbw-at,this time, whether the Huntington
Beach Companythe property owner,,would agree to a condi-
tion which would -require dedication and improvement of
the streets.
Discussion was held.
There being no further
comment, the hearing was closed.

A MOTION WAS MADE BY
PALIN AND SECONDED BY MCFARLAND TO APPROVE USE PERMIT NO.
70-47 SUBJECT TO THE FOLLOWING CONDITIONS:
1. The plot plan received October 23, 1970, shall be the
approved layout.
2. Mansion Avenue, Main Street, and Clay Avenue shall be
dedicated to City standards.
3. Mansion Avenue, Main Street, and Clay Avenue shall be
improved to City standards as per Section 9730.16 of,
the Huntington Beach Ordinance Code.
4. The water, sewer, and fire hydrants system shall be
approved by the Department of Public Works and
Fire Department.
5. A masonry wall shall be constructed around the operation
site.
6. All applicable City Ordinances shall be complied with.

approximately 1150 feet northeast of Pacific Coast Highway
and 1800 feet northwest of Golden West Street.

Mr. Brown, representing the
applicant, answered various questions.
Suggested conditions of approval
were reviewed. It was noted that the northeast boundary of
the oil site is at the ultimate right-of-way of Palm Avenue..
Discussion was held pertaining to dedication of Palm Avenue.
It was the concensus that the Public Works Department and the
City Attorney should make a determination regarding dedication
and that the Board would notify the applicant of the determination.

A MOTION WAS MADE BY PALIN AND
SECONDED BY MCFARLAND TO APPROVE USE PERMIT NO. 70-56 UPON
THE FOLLOWING'CONDITIONS:
1. The plot plan received November 12, 1970, shall be the
approved layout.
2. Palm Avenue and Golden West Street shall be dedicated to
City standards.
3. Palm Avenue and Golden West Street shall be dedicated and
fully improved to City standards at the time each parcel
is developed. Improvements shall include street trees,
street signs, street lights, fire hydrants, sewer and
water main extensions.
4. The water, sewer, and fire hydrant system shall be approved
by the Department of Public Works and Fire Department.
5. A masonry wall shall be constructed around the oil operation
site. The height of said wall shall be such that the
top will be six (6) feet above the highest ground surface
within twenty (20) feet of the common property line.
6. All applicable City Ordinances shall be complied with.

CONDITIONAL EXCEPTION NO. 70-57
Applicant: R.M. Galloway & Associates, Inc.
To permit the construction
of two single family dwellings on lots 1 and 2 of Tract 6755
having a minimum dimension of 20 feet for the required open
space in lieu of the required 25 feet minimum dimension.
The subject property is
located on Scotstoun Drive near Atlanta Avenue and Bushard
Street in the R1 Single Family Residence District.
The Chairman read the
request and opened the hearing to the audience.
Mr. John Mandre, repre-
senting the applicant, addressed the Board and explained
the request.

MCFARLAND AND SECONDED BY PALIN TO APPROVE CONDITIONAL
EXCEPTION NO. 70-57 FOR THE FOLLOWING REASONS:
1. This would allow the applicant to continue an existing
design of an adjoining tract.
2. There are only two lots on this knuckle -and 1200 square
feet of open space is provided.

Applicant: Mr. James Cormier
To permit the division of
a legal parcel of land into two separate parcels.
The subject property is
located on the west side of Beach Boulevard, about 900
feet south of Ellis Avenue.
The Chairman read the
request.
The Acting Secretary
advised that the agent for the applicant had notified him
that Mr. Cormier could not be present for the hearing.
Discussion was held. It
was the concensus of the Board that a revised map was needed.

A MOTION WAS MADE BY PALIN AND
SECONDED BY SPENCER TO CONTINUE DIVISION OF LAND NO. 70-30
TO THE DECEMBER 2, 1970, MEETING TO ALLOW THE APPLICANT TIME
TO SUBMIT A REVISED MAP INCORPORATING ADDITIONAL PROPERTY
INTO THE PLOT PLAN.

DIVISION OF LAND NO. 70-31
Applicant: Raab and Boyer Engineering Company
To permit the division of a legal
parcel of land into two separate parcels.
The subject property is located on
the west side of Beach Boulevard, between Speer and Slater
Avenue.
The Chairman read the request.
Suggested conditions of approval
were discussed. The Acting Secretary advised the Board that
the Applicant was informed of the conditions on said D.V.
Discussion was held.
A MOTION WAS MADE BY PALIN AND
SECONDED BY SPENCER TO APPROVE DIVISION OF LAND NO. 70-31
UPON THE FOLLOWING CONDITIONS:
1. The plot plan received November 19, 1970, shall be the
approved layout.
2. Hanau Lane, Slater and Speer Avenues, and Beach Boulevard
shall be dedicated and fully improved to City standards at
the time each parcel is developed. Improvements shall
include street trees, street signs, street lights, fire
hydrants, sewer and water main extensions.
3. Water supply shall be through the City of Huntington Beach's
water system at the time each parcel is developed.
4. Sewage disposal shall be through the City of Huntington
Beach's sewage system at the time each parcel is developed.
5. The property shall participate in the local drainage assess-
ment district at the time each parcel is developed.
6. All utilities shall be installed underground at the time
each parcel is developed.
7. All applicable City Ordinances shall be complied with.
8. A .Parcel Map shall be filed with the City and recorded
prior to framing inspection of any structures on any parcel.
9. The Division of Land shall not be effective until an agree-
ment is signed and recorded agreeing to the conditions
listed above.

Atlanta Avenue.
The Chairman read the request.
Mike Jager, representing
the applicant, presented a revised plan to the Board and dis-
cussed the design layout, landscaping, paving, curb and
gutters, etc.
Discussion was held.
A MOTION WAS MADE BY PALIN
AND SECONDED BY MCFARLAND TO APPROVE ADMINISTRATIVE REVIEW
NO. 70-62 SUBJECT TO THE FOLLOWING CONDITIONS:
1. The applicant shall comply with Section 9730.25.4 of the
Huntington Beach Ordinance Code.,
2. The applicant shall restrict access to the temporary
parking to the local street and not off Brookhurst Avenue.

The subject property is
located on the north side of. Edinger Avenue, approximately
1500 feet west of Beach Boulevard.
The applicant was not present.
The Acting Secretary advised
that a similar request had been made by the applicant for the
past two years.

SECONDED BY MCFARLAND TO APPROVE ADMINISTRATIVE REVIEW NO.
70-63 UPON THE FOLLOWING CONDITION:
1. The applicant shall comply with Section 9730.25.2 of the
Huntington Beach Ordinance Code.

MISCELLANEOUS:
Use Permit No. 70-45 - Referred to the Board by the Planning
Applicant: Gulf Oil Corp. Commission for plot plan review
to establish conditions of
approval as deemed necessary.
The hearing was opened to the
audience.
The Board reviewed the plot plans
with the applicant and discussion was held on conditions for
said application.

the hearing was closed.

SECONDED BY PALIN TO APPROVE USE PERMIT NO. 70-45 UPON THE
FOLLOWING CONDITIONS:
1. The plot plan received November 25, 1970, shall be the
approved layout.
2. There shall be two 15 gallon trees planted on the rear
property lines as shown on the approved plot plan.
3. Parking shall comply with Article 979 of the Huntington
Beach Ordinance Code.
4. Signs Shall comply with Article 976 of the Huntington
Bear'-, Ordinance Code.
