HomeMy WebLinkAbout1970-12-09MINUTES HUNTINGTON BEACH BOARD OF ZONING AD,]USTMENTS Administration Annex 523 Main Street Huntington Beach, California WEDNESDAY, DECEMBER 9, 1970 BOARD MEMBERS: McFarland, Spencer, Palin CONDITIONAL EXCEPTION NO.'70-53 - Referred by the Planning Applicant: Curry/Wheelhouse Commission for plot plan review to establish con- ditions of approval as deemed necessary. The Chairman read the request. Mr. Wheelhouse, applicant, addressed the Board and answered various questions. The following requirements of the Huntington Beach Ordinance Code were discussed with the applicant: 1. Bolsa Chica Street shall be dedicated and fully improved to City standards. 2. Bolsa Chica Street shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. The r_operty shall participate in the local drainage assessment district. 7. All utilities shall be installed underground. 8. Off-street parking facilities shall conform to Article 979. The plot plans were reviewed and the parking and landscaping layout was discussed. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE CONDITIONAL EXCEPTION NO. 70-53 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The plot plan received December 9, 1970, shall be the approved layout. 2. Bolsa Chica Street shall be dedicated and fully improved to City standards across the entire frontage of the nursery. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. DIVISION OF LAND NO. 70-28 - Continued Applicant: Chrysler Realty Corporation To permit the division of a legal parcel of land into two separate parcels. The subject property is located on the west side of Beach Boulevard, southerly from Heil Avenue to Chrysler Drive. The Chairman read the request. Edward J. Terhall, represent- ing the applicant, addressed the Board and answered various questions. Discussion was held. It was the consensus of the Board that this item should be con- tinued until the Planning Commission has taken action on Tentative Tract Map No. 7334. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO CONTINUE DIVISION OF LAND NO. 70-28 TO THE DECEMBER 16, 1970, MEETING FOR THE FOLLOWING REASON: 1. To allow time for the Planning Commission to review Tentative Tract Map No. 7334 on subject property. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. USE PERMIT NO. 70-40 Applicant: West Bay Construction Company Referred by the Planning Commission for r-ot plan review to establish conditions of approval as deemed necessary. In Coniunction With CONDITIONAL EXCEPTION NO. 70-54 - Continued Applicant: West Bay Construction Company To permit carports to be constructed at zero setback on the north and south property lines of a 400 unit apartment complex in lieu of the required 5 ft. setback. The subject property is located on the south side of Terry Drive, approximately 530 ft. west of Beach Blvd. in the R3 Limited Multiple Family Residence District. The Acting Secretary advised that the applicant has been consulted and concurs that this item should be continued until the Planning Commission can clarify their intent for a pedestrian foot bridge. -2- 12/9/71 - BZA Minutes: li. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. DIVISION OF LAND NO. 70-33 Applicant: William Keith Son To permit the division of a legal parcel of land into two separate parcels. The subject property is located on Old Pirate Lane, approximately 280 ft. west of Graham Street. The Chairman read the request. The applicant was not present. Discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE DIVISION OF LAND NO 70-33 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The plot plan received December 3, 1970, shall be the approved layout. 2. Water supply shall be through the City of Huntington Beach's water system at the time the parcel is developed. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. The _roperty shall participate in the local drainage assessment disLr4-t at the time each parcel is developed. 6. All utilities shall be installed underground at the time each parcel is developed. 7. All applicable City Ordinances shall be complied with. 8. A Parcel Map shall be filed with the City and record -ad prior to framing inspection of any structures on any parcel. 9. The Division of Land shall not be effective until an agree- ment is signed and recorded agreeing to the conditions listed above. The subject property is located on the west side of Magnolia Street, 250 ft. north of Hamilton Avenue. Discussion was held. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. MISCELLANEOUS: ADMINISTRATIVE REVIEW NO. 70-65 Applicant: David L. O'Bryan To permit a Christmas Tree sales lot in the RA Residential -Agricultural District. The subject property is located on the east side of Broohhurst Street, approximately 1080 ft. south of Garfield Avenue. Mr. O'Bryan addressed the Board and answered various questions. He stated that there is sufficient on -site parking provided. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 70-65 SUBJECT TO THE FOLLOWING CONDITION: 1.
