Mr. Avery stated that he would like the

rebuild entirely to accomodate his needs.

SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION 70-64 SUBJECT TO THE FOLLOWING
CONDITION:
1. Conditional Exception is approved for two years only and shall be
reviewed b the Board of Zoning Adjustments every six months for
reasons: 1� There is an existing grading problem on the property.
2) To require a storage structure on the rear parcel would compound
such grading problem.

To permit the construction of carports within
a 15 unit apartment development in lieu of the required enclosed garages in
the R2 Two Family Residence District.
The subject property is located on the east
side of Jefferson Lane, approximately 200 feet south of Slater Avenue.

have been similar type requests approved in the past and statistics show
that there is less vandalism and theft with carports constructed at zero setback.

MCFARLAND '_i APPROVE PLOT PLAN AMENDMENT NO. 71-1 SUBJECT TO THE FOLLOWING
CONDITIONS:
1. The plot plan received January 5, 1971, shall be the approved layout.
2. Jefferson Street shall be dedicated and fully improved to City standards
at the time said parcel is developed. Improvements shall include street
trees, street signs, street lights, fire hydrants, sewer and water main
extensions.
3. Water supply shall be through the City of Huntington Beach's water system.
4. Sewage disposal shall be through the City of Huntington Beachb sewage systel:.
5. The water, sewer, and fire hydrant system shall be approved by the
Department of Public Works and Fire Department.
6. All buildings on lots abutting a City easement shall be set back five (5)
feet from the edge of such easement.
7. The flood control channel shall be dedicated and fenced to Flood Control
District standards and City standards.

8. The property shall participate in the local drainage assessment district.
9. Soil reports as required by the Building Department and the Department
of Public Works shall be submitted to the City prior to issuance of
building permits.
10. All utilities shall be installed underground.
11. Off-street parking facilities shall conform to Article 979.
12. No structures, other than those shown on the approved plot plan, shall be
constructed within the project.
13. All applicable City Ordinances shall be complied with.
FOR THE FOLLOWING REASON:
1. The plan has been improved substantially as it now has more open space
which relates better to the development rather than on the plot plan for
Use Permit 70-60.

THE FOLLOWING CONDITION:
1. The wall of the carports constructed at "0" setback shall be of
maintenance free masonry material.
FOR THE FOLLOWING REASONS:
1. The apartment standards allows this type of construction where said
carports face into the development and upon a private drive.
2. The City has encouraged this type of construction because statistics have
indicated less vandalism, theft, etc., and a 5 foot setback creates a
trash area.

addressed the Board and explained the request.
Discussion was held pertaining to open
space. Mr. Jager explained that their sales have shown that one story
construction on corner lots is quite popular.

BY SPENCER TO APPROVE CONDITIONAL EXCEPTION NO. 71-2 FOR THE REASONS:
1. The lot has 1400 square feet of open space which is 200 square feet more
than required by ordinance for subject property.
2. The request is on a corner lot with a single story dwelling.
3. The request is only for a reduction of 3 feet in the required
25 feet dimension.

DIVISION OF LAND NO. 71-2
Applicant: West Ba, Financial Corporation
To permit the division of a legal parcel
of land into two separate parcels.
The subject property is located on the west
side of Beach, on the south side of Terry Drive, if extended westerly from
Beach Boulevard.
The Chairman read the request.
The applicant was not present, however,
the Board felt there was sufficient information to act.
Discussion was held, and conditions of
approval wP- reviewed.
A MOTION WAS MADE BY MCFARLAND AND SECONDED
BY SPENCER TO APPROVE DIVISION OF LAND NO. 71-2 SUBJECT TO THE FOLLOWING CONDITIONS:
1. The plot plan received January 8, 1971, shall be the approved layout.
2. The south half of Terry Drive on Parcel No. 2, the west half of the 60
foot wide public street between Parcel Nos. 1 and 2 and the south half of
a 60 foot wide east -west street along the south side of Parcel 2 shall be
dedicated and fully improved to City standards at the time Parcel 1 is
developed. Beach Boulevard, the east half of the 60 foot wide public
street between Parcel Nos. 1 and 2 and the north half of a 60 foot wide
east -west street along the south side of Parcel 2 shall be dedicated and
fully improved to City standards at the time Parcel 2 is developed.

Applicant: Wm. Lyon Development Company, Incorporated
To permit front entry garages to setback

in lieu of the required 15 foot setback.
The subject property is located on the
southeast corner of Edwards Street and Talbert Avenue.
Lynn Goodman, representing the applicant,
addressed the Board and answered various questions.
The Acting Secretary requested a one week
continuance to allow time for the City's plans to be reviewed on roof materials
for the park structures so that the developer may use materials which would
be compatible.
Discussion was held pertaining to setbacks,
open space, materials to be used on the outside of buildings, etc.
Mr. Goodman stated they would agree to
a one week continuance.

The Acting Secretary advised that he had
been in contact with the applicant and that applications had been filed
before the Planning Commission for a variance. Also, Mr. Nelson requested
a continuance until such time as the Planning Commission can take action on
said applications.
