Mayor Pro Tempore Ma.tney called the regular adjourned meeting of the
City Council of the City of Huntington Beach to order in the absence
of the Mayor, at 7:30 P.M.
The Pledge of Allegiance was given by all present in the Administrative
Annex.
ROLL CALL
Councilmen Present: Bartlett, Green, Matney Coen
Shipley (arrived at 7: 3� P.M.) Gibbs (arrived 7: 40
P.M.)
Councilmen Absent: McCracken
AIRPORT NIGHT FLYING DISCUSSION
Councilman Coen discussed a memorandum from City Attorney Don P. Bonfa
relating to the Meadowlark Airport Conditional Exception, and stated
that he felt that Council might consider the preparation of an ordinance
regulating night flying at the airport.
The City Administrator reported on a discussion he had. with Mr. John
Turner, Owner/Operator of the Meadowlark Airport, and stated that he
had been informed by Mr. Turner that the red obstruction lights for
marking the runway had been received and. would probably be installed
by the end of February. He informed Council that installation of
these lights would satisfy all conditions imposed by Council for use
of the airport for takeoffs and landings two hours after sundown, or
ten P.M., whichever was later.
Considerable discussion was held by Council on the matter, and on
motion by Coen, Council directed. the City Attorney to prepare an ordi-
nance incorporating the intent of controlling night flying at the air-
port within the limits of the Cityst police powers. Motion carried
SUPPORT FOR SEAL BEACH - THREE MILE LIMIT
Councilman Coen requested that the Council support the City of Seal
Beach in their efforts to establish a three mile limit within their
city limits over which they would have control of zoning.
On motion by Coen, Council directed the City Attorney to prepare a
Resolution indicating the support of the Huntington Beach City Council
in their efforts to establish zoning in the three mile ocean area within
their city limits. Motion carried.
NEGOTIATIONS ON TRASH AND GARBAGE CONTRACT
The City Administrator informed Council that he hLd been honing pre-
liminary negotiations with the Company that has t'.ie contract for the
pickup of trash and garbage in the city in connec',ion with t'aeir re-
quest for an increase in rates. Mr. Miller suggested that it might
be well for Council to appoint a committee of Councilmen to meet with
the trash disposal company in further negotiation:.
Mayor Shipley appointed Councilmen Coen and. Bartlett as a committee to
meet with the Administrator and representatives o.-.' Rainbow Iisposal
Company in their negotiations for adjustment of contract.

Mayor Shipley called a recess of the Council at 8:10 P.M. ar:'d stated
that interviews would be held with the applicant) on hand SE -.eking the
position on the Recreation and Parks Commission to fill the unexpired
term of Mr. Robert Cooper which will expire June 30, 1973.

RECONVENE MEETING
The regular adjourned meeting of the City Council of the City of
Huntington Beach was reconvened by the Mayor at 10: 00 P.M.
APPOINTMENT TO RECREATION & 'ARKS COMMISSION - MRS. PATRICIA TRUESDELL
On motion by Councilwoman Gibbs, Council appointed Mrs. Patricia
Joanne Truesdell to the City Recreation and Parks Commission to fill
the unexpired term of Mr. Robert Cooper which will expire June 30,
1973. Motion carried.
ADJOURNMENT
On motion by Green, the regular ad.journed. meeting of the City Council
of the City of Huntington Beach adjourned at 10:10 P.M. Motion carried.
