CONDITIONAL EXCEPTION NO. 71-6
Applicant: Condesco, Incorporated
To permit the construction of carports at
zero sideyard setback in lieu of the required 5 foot setback in the
R3 Limited Multiple Family Residence District.
The subject property is located on the east
side of Cameron Street, approximately 505 feet north of Newman Avenue.

To permit the construction of a 25 unit
apartment development in the R3 Limited Multiple Familyr-Residence District.
The subject property is located on the east
side of Cameron Street, 505 feet north of Newman Avenue.
The Chairman read the request and opened the
hearing to the audience.
Frank Preissler, representing the applicant,
addressed the Board and answered various questions.
Suggested conditions of approval and apartment
standards were reviewed. The Acting Secretary advised that the plot plan does
not conform to the Apartment Standards as adopted by the Planning Commission.
Discussion was held pertaining to open space for useable recreational area,-',
landscaping and green areas. It was noted that the plot plan does not denote
the number of bedrooms within the development. Mr. Preissler advised that
there are 23 two -bedroom and 2 one -bedroom units.
It was the consensus that a revised plot plan
is needed.
There being no further comment, the hearing
was closed.
A MOTION WAS MADE BY PALIN AND SECONDED BY .
SPENCER TO CONTINUE CONDITIONAL EXCEPTION 71-6 AND USE PERMIT 71-5 TO THE
FEBRUARY 24, 1971, MEETING TO ALLOW THE APPLICANT TIME TO SUBMIT A REVISED
PLAT PLAN.

Applicant: Dr. Roger Franceschi
To permit a parking lot screening
wall to be set back 1 foot from the property line in lieu of the required
3 foot setback.
The subject property is located on
the southwest corner of Warner Avenue and Ash Street in the R5 Office -
Professional District.
The Chairman read the request and
opened the hearing to the audience.
Dr. Franceschi, applicant,
addressed the Board and answered various questions.
Suggested conditions of approval
were reviewed. Discussion was held pertaining to fire hydrants, street
lights, sight angle encroachment, landscaping, height of walls and/or fences,
and parking.

A MOTION WAS MADE BY PALIN AND
SECONDED BY SPENCER TO APPROVE CONDITIONAL EXCEPTION NO. 71-7 SUBJECT TO
THE FOLLOWING CONDITIONS:
1. The plot plan received February 1, 1971, shall be the approved
layout, as amended.
2. Warner Avenue and Ash Street shall be dedicated and fully improved to
City standards at the time said parcel is developed. Improvements
s::all include street trees, street signs, street lights, fire hydrants,
sewer and water main extensions.
3. Water supply shall be through the City of Huntington Beach's water
system.
4. Sewage disposal shall be through the City of Huntington Beach's
sewage system.
5. The water, sewer, and fire hydrant system shall be approved by the
Department of PL,lic Works and Fire Department.
6. The property shall participate in the local drainage assessment district.
7. Soil reports as required by the Building Department and the Department
of Public Works shall be submitted to the City prior to issuance of
building permits.
8. All utilities shall be installed underground.
9. Fire alarm system conduit and appurtenances shall be installed by the
developer at locations and to specifications provided by the Fire
Department.
10. No structures, other than those shown on the approved plot plan, shall
be constructed within the project.
11. A plan for screening wall and landscaping shall be submitted to the
Board of Zoning Adjustments for approval.
FOR THE FOLLOWING REASONS:

1. There exists a hardship on the property as it is only 392 feet in depth.
2. The City will allow additional landscaping to be planted in the
parkway area.
3. The proposed use will be an asset to the City.

USE PERMIT NO. 71-6
Applicant: Central Baptist Church of Huntington Beach
To permit the construction of a two-story
educational and assembly hall having six classrooms and one meeting hall as
an addition to an existing church facility in the R3 Limited Multiple Family
Residence District.
The subject property is located on the
north side of Warner Avenue, east of Nichols Street.
The Chairman read the request and opened
the hearing to the audience.
Mr. Thomas Ray, representing the applicant,
addressed the Board and answered various questions.
The Acting Secretary advised that there
were two previous applications on the subject property which had conditions
imposed and that these conditions would still be applicable.
Discussion was held pertaining to the
block wall, city easement, and master plan of the development.
Suggested conditions of approval were reviewed.
There being no further comment, the
hearing was closed.
A MOTION WAS MADE BY PALIN AND SECONDED BY
SPENCER TO APPROVE USE PERMIT NO. 71-6 SUBJECT TO THE FOLLOWING CONDITIONS:
1. The plc' plan received February 4, 1971, shall be the approved layout,
as amended.
2. Warner Avenue and Nichols Street shall be dedicated and fully improved to
City standards at the time said parcel is developed. Improvements shall
include street trees, street signs, street lights, fire hydrants, sewer
and water main extensions.
3. Off-street parking facilities shall conform to Article 979.
4. All applicable conditions of Use Variance No. 847 and Plot Plan Amendment
No. 69-7 shall be complied with.
5. The building shall set back 20 feet from the east property line.
6. The temporary building on the east property line shall be removed within
three (3) months of the issuance of a Certificate of Occupancy on the
new structure.

DIVISION OF LAND NO. 71-6
Applicant: Cadobi Associates
To permit the division of a legal
parcel of land into three separate parcels.
The subject property is located on
the west side of Brookhurst Street, approximately 600 feet south of Garfield
Avenue.
In Conjunction With
ADMINISTRATIVE REVIEW NO. 71-4
Applicant: Berthold Starr and Marie Anna Starr
To permit a garden shop for the
purpose of retail sales of pots, garden supplies and accessories in the
C2 Community Business District.
The subject property is located
on the west side of Brookhurst Street approximately 600 feet south of
Garfield Avenue.
The Chairman read the request.
Dave Kirschner, representing
Cadobi Associates, Dr. Starr and Architect Jack Grey, were present to answer
various questions.
Mr. Grey submitted photographs of
a kiosk structure similar to one proposed for the garden shop. The Board
advised the applicant, that a Conditional Exception would be necessary for
the Board to act on the kiosk structure. Section 9432.4 of the Huntington
Beach Ordinance Code which requires a 6' masonry wall on all sides and rear
of plant nursery were discussed.
Discussion was held pertaining to
parking, driveways, setbacks, etc. It was felt that the City Traffic Engineer
should be consulted as to the number and placement of curb cuts.
Board discussion followed.

Mr. Hendershot, applicant, addressed the
Board and answered various questions.
Discussion was held.
A MOTION WAS MADE BY MCFARLAND AND SECONDED
BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 71-5 SUBJECT TO THE
FOLLOWING CONDITION:
1. There shall be a time limit of two (2) weekends from the date of
issuance of the Certificate of Occupancy.

COUNTY USE VARIANCE 6547
To permit the construction of a two story
duplex (1) on a lot of less than the required area (2) with parking spaces
of less than the required size and (3) encroaching into the front and rear
setbacks in the R4 "Suburban Residential" District.
The subject property is located on the
northerly side of Bayview Drive, approximately 400 feet westerly of Canal
Way, in the Sunset Beach area.
The Board reviewed subject use variance
and recommended approval upon the following condition:
1. Criteria outlined in the Sunset'Beach-Surfside Study Technical Report,
Phase I, March 18, 1967, shall be complied with.
