Higgins, the Minutes of the Huntington Beach Planning Commission of November 17, 1970, were accepted as trans- cribed .and mailed by the Secretary. ZONE CASE NO. 70-20 (Continued) Change of Zone from M1 Light Industrial District to MH - Mobilehome District. Located on the south side of Slater Avenue, approximately 660 _ft. east of Gothard Street. In'Conjunction With CONDITIONAL EXCEPTION NO. 70-52 (Continued) Applicant: Mr. and Mrs. David Meredith To permit the construction of a 137 space mobilehome park on a 20 acre -parcel of land in the M1 Light Industrial District. It is located on the south side of Slater Avenue, approximately 660 ft. east of Gothard Street. The Acting Secretary stated that a study of this general area was requested by the Commission to deter- mine alternative land uses to the ;present industrial zoning. Mr. Harlow informed the Commission that the study was not completed but will be presented at the -March 9, Study Session. Mr.'Harlow stated that he has discussed this with the agent on this application and that the applicant agrees to a con- tinuance to the March 9, 1971, .Study Session. The Acting Secretary informed the Commission that the City Council'' reviewed the zoning of the 22 acres of vacant property, located at the southwest corner of Atlanta Avenue and Newland Street, at their -March 1, 1971.meeting and requested that the Commission review a portion for R1 zoning. Mr. Harlow stated that the staff feeling is the request will change the street alignment for subject property and suggested that the Commission continue action to allow time to discuss a precise plan of street alignment for the area at the March 23rd Study Session. Don Severa, architect for the project, stated that he did not object to the continuance. COMMISSIONER PORTER: Commissioner Porter arrived at 7:15 p.m. and assumed his ies. TENTATIVE TRACT MAP NO. 6651 (Extension of time) - Subdivider - Derby Land Company Request is 140 lots on 29.7 acres.` It is located on the %nuth- east corner of Indianapolis Avenue and Bushard Street. The Commission reviewed the staff report and suggested conditions of approval. Commission discussion followed. It is located on the west side of Edwards Street approxi- mately 100 ft. south of the centerline of Slater Avenue. The hearing was opened the the audience, there being no comment the hearing was closed. Commission discussion followed. A MOTION WAS MADE BY SLATES AND SECONDED BY DUKE TO RECOMMEND APPROVAL OF ZONE CASE NO. 71-2 TO THE CITY COUNCIL FOR THE FOLLOWING REASON: 1. A condition of approval of the tentative map required the applicant to submit a zone change rezoning the property R1 Single Family Residence District. ROLL CALL VOTE: AYES: Slates, Higgins, Miller, Duke, Kerins, Porter, Bazil NOES: None ABSENT: None THE MOTION CARRIED. ZONE CASE NO. 71-3 Applicant: Charles Greer Change of zone from R3-0 Limited Multiple Family Residence District combined with oil pro- duction to C4 Highway Commercial District with a 50 ft. set- back from the ultimate right-of-way line. Ii is located on the west side of Huntington Street, approximately 30 ft. south of Adams Avenue. The hearing was opened to the audience. Bill Bray, abutting property owner south of subject property, spoke in favor of the request. There being no other comment, the hearing was closed. Commission discussion followed. A MOTION WAS MADE BY BAZIL AND SECONDED BY MILLER TO RECOMMEND APPROVAL OF ZONE CASE NO. 71-3 TO THE CITY COUNCIL FOR THE FOLLOWING REASON: 1. The proposed zone change is consistent with zoning plans for the area. PLANNING COMMISSION PAGE 4 TUESDAY, MARCH 2, 1971 A FURTHER MOTION WAS MADE BY SLATES AND SECONDED BY BAZIL TO INSTRUCT THE STAFF TO INITIATE A RESOLUTION OF INTENT TO REZONE THE BALANCE OF THE BLOCK FROM R3-0 TO C4 FOR THE FOLLOWING REASON: 1. The total Block can develop commercially with common drive- ways from Adams Avenue, Alabama Street, and Huntington Street which would restrict access from Portland Avenue. CONDITIONAL EXCEPTION NO. 71-7 Applicant: Melvin Shelstad - - J To permit an existing directional sign to be changed to billboard sign in the R1 Single Family Residence District. It is located on the west side of Edwards Street and approximately 210 ft. north of-Bolsa Avenue, legally described as Lot_#24, Tract,#4870. The hearing was opened to the audience. There being no comment -the hearing was closed. Commission -discussion followed. -The-Acting Secretary informed the Commission that this is one of many subdivision directional signs that were to have been removed last August after a one year grace period granted,to owners of non -conforming subdivision directional signs. Also, that this application has been requested because billboards are not permitted within the City. A MOTION WAS MADE BY SLATES AND SECONDED BY PORTER TO DENY CONDITIONAL EXCEPTION NO. 71-7 FOR THE FOLLOWING REASONS:- - - 1. This sign is not compatible with surrounding area and is located too close to an existing residence.-- 2. The sign is non -conforming and should__have been removed August, 1970 after the one-year grace period granted non conforming sub- division directional signs by Article 976. CONDITIONAL EXCEPTION NO. 71-8 Applicant: Leonard Lindborg To permit a 22 unit apartment complex on a parcel of land having 11,750 sq. ft. of area in lieu of the maximum 12 units permitted by ordinance. This conditional exception will result in an increase in density from one unit for each 950 sq. ft. of lot area to one unit for each 534 sq. ft. of lot area. It is located on the soutpwest corner of 15th Street and Pecan Avenue in the R3 Limited Multiple Family Residence District. -4- 3/2/ 71 PC MINUTES: H. B. PLANNING COMMISSION PAGE 5 TUESDAY, MARCH 2, 1971 Mr. Berg, Uddeholm Steel Corporation, submitted a letter opposing the proposed apartment complex. The hearing was opened to the audience. --The--applicant addressed the_Commis- sion and explained the proposed apartment complex. There being no other comment the hearing was closed. Commission discussion followed. Commissioner Higgins stated that when the Commission took their first field trip to the location under construction, the builder did not provide sufficient information. Mr. Higgins stated that he would like to see the complex after more progress has been made before any decision is reached by the Commission. Also, that he was opposed to tandum parking. The Acting Secretary stated that this plan has been evaluated to determine whether it conforms to the minimum Land Use Intensity ratings as granted by the Commission for this area of the City. Mr. Harlow pointed out that the applicant has provided 4,000 sq. ft. of liva- bility space where 4,668 sq. ft. is required and that 935 sq. ft. of recreational space has been provided where 1,135 sq. ft. is required. The Commission was polled on whether this application should be acted upon or continued for further evaluation. Commissioner Higgins stated that he would like to review the 22 unit apartment complex after completion. ComRissioner Miller concurred with Commissioner Higgins. Commissioner Bazil concurred with Commissioner Higgins' comments regarding tandum parking. A MOTION WAS MADE BY DUKE AND SECONDED BY KERINS TO CONTINUE CONDITIONAL EXCEPTION NO. 71-8 TO APRIL 6, 1971 FOR THE FOLLOWING REASON: 1. The Commission's findings on the last field trip to the complex under construction did not show sufficiently the impact of this type of development. ROLL CALL VOTE: AYES: Duke, Kerins, Higgins, Porter NOES: Slates, Bazil, Miller ABSENT: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 71-9 Applicant: David E. Miller To permit construction of an office building, museum -auditorium and 20 apartment units in the C4 Highway Commercial District. Said request is to facili- tate construction of the international headquarters for the Wycliffe Bible Center. The Commission questioned the number of parking spaces after the freeway is completed. Mr. Miller stated that there will be sufficient off-street parking for the proposed complex. He further informed the Commission that the complex will accommodate SU to-100 employees. Walt' Pritchard, Chairman of the Board of --Evangelical Free --Church discussed=the-plan: There being no further com- ment the hearing was -closed. Y Commission discussion followed. A MOTION WAS MADE -BY SLATES AND SECONDED BY'MILLER TO APPROVE CONDITIONAL EXCEPTION NO. 71-9 UPON THE FOLLOWING CONDITIONS: 1. The plan received -February 16, 1971, shall be the=approved layout. 2. The plan shall -be -referred to -the Board of Zoning Adjustments to establish such conditions of approval'as deemed necessary. 3. Housing shall be limited -to missionaries -visiting the complex. 4. The architect shall work with the -staff to work out the design of parking for the apartment complex and this parking shall be separated from remaining parking areas by landscaping. AND FOR THE FOLLOWING REASONS: 1, There are no provisions -in the ordinance for this type of development. 2. The proposed oil well will be set back approximately 400 feet from adjacent streets. 2. Said oil island will not be detrimental to adjacent pro- perties. ROLL CALL VOTE: AYES: Slates, Higgins, Miller, Duke, Kerins, Porter, Bazil NOES: None ABSENT: None THE MOTION CARRIED. GUIDELINES DISCUSSION: Chairman Slates requested that Commissioner Porter and Commissioner Kerins work with the City Attorney regarding guidelines for approval of sign application permits. BILLBOARD SIGNS: The Planning Commission received a draft of proposed standards for outdoor ad- vertising signs as proposed by a committee appointed by the Coun- cil. They were informed that said proposal will be reviewed at the March 9, 1971 Study Session. APARTMENT STANDARDS: The Commission received a r_ough_draft_of proposed amendments to the Standards for Apartment Developments. Mr. Harlow asked that the Commission review said amendments and bring back to the next Study Session on March 9, 1971. GOALS AND OBJECTIVES: The Commission reviewed Goals and Ob- jectives for 1971. It was the consensus of the Commi- ssion that the staff should re -type the list to be mailed to each commissioner. Also, that the staff should report to the Planning Commission on the feasibility of implementing these goals and their priorities. PLANNING DIRECTOR: Kenneth Reynolds reported on Council action pertaining to Planning Commission's items. MINORITY REPORT POLICY: A MOTION WAS MADE BY DUKE AND SECONDED BY SLATES THAT THE PLANNING COMMISSION ADOPT A POLICY, WHEREBY A MINORITY REPORT SHALL BE SUBMITTED ON THE SAME DAY ACTION IS TAKEN BY COMMISSION.
