PRECISE PLAN OF STREET ALIGNMENT AND ZONE CHANGE STUDY =
DISCUSSION
Kenneth Reynolds, Planning Di-
rector,informed the Commission that -the Plannin$_Rdd artment
and the Department of Public Works were requested to -study
the area at the southwest corner of Atlanta Avenue and Newland,
Street for the possible rezoning and development of this pro-
perty as R1: Mr. Reynolds reviewed various subdivision lay-
outs and precise plan of street alignments. Mr. Reynolds also
reviewed the ownership of subject property. -
Charles Palmer, H. B. Elementary
School District, stated that the school has approximately 45
days in which to acquire a school site in this'area. Mr. Pal-
mer also stated that a school site should not be located on
arterial highways. Commissioner Kerins stated that the COI-
mission should wait before making any decision on said matter
until such time the school district decides on'a site location.
Commissioner Bazil suggested continuance for 30 days.
r An Attorney for Fredricks de-
velopment asked that the Commission take action on Fredericks
development as soon as possible.
Mr.- Mills, property owner,,also
asked the Commission for a decision as soon as possible.
It was the consensus of the
Commission to set a Precise Plan of street alignment and zone
change to R1 for a public hearing on April 6, 1971 and to cont-
inue action on Conditional Exception No. 71-1 to April 6, 1971,
_pending decision from the school district.

POLICY PLAN - Recommendation of sub -committee and discussion
of means of implementing final plan.
Jere Murphy, Associate Planner,
made a presentation and outlined changes in the second draft
of a Preliminary Policy Plan for Huntington.Beach.
The Planning Commission reviewed
the second draft and unanimously recommended approval to -the
City Council. .r

Chairman Slates further
directed the Staff to prepare a code amendment to correct the con-
flict in locational criteria for convenience commercial uses. '

A FURTHER MOTION WAS MADE
BY BA'Z'IL AND SECONDED BY KERINS TO SUGGEST THE FOLLOWING: The first
app'ro`ach would be for the City Council to appoint a Policy Plan Cit-
izens Steering Committee that would consist of not more than five
persons. This Committee would be responsible for developing and
implementing a community -wide citizens program to review the Pre-
liminary -Policy Plan and make recommendations for changes or addi-
tions. These changes or recommendations would then be presented
to-the'Planning Commission and City Council at a public hearing for
their consideration in the Final Policy Plan.

DISCUSSION: Code Amendment No. 71-6
Re: Right-of-way dedication and improvement require-
ments for oil operation sites.
The Commission received
letter submitted by Mr. Hartge, City Engineer, stating the follov-
ing: "Thc; agreement between the City and the Huntington Beach
Company regarding the dedication and improvement.of Goldenwest
Street and Garfield Avenue at the southwest corner of the inter
section is being reviewed by City Staff".
Basically, the agreement
will assure that the right-of-way will be dedicated within the
next five years at the request of the City. The Public Works De-
partment would be looking towards Gas Tax fund,; to finance the
widening. If that particular property is put '.o some other use
such as residential development, resulting in an increased traffic
load, the Public Works Department feel that thoy could require
street improvements to be installed by the dev(ilopex _ Mr. Hartge

assured the Commission that said agreement would be recorded
after review by the City Attorney's Office.
Commission discussion followed.
The Commission also reviewed Code Amendment No. 71-6 regarding
right-of-way dedication and improvement requirements for oil
operation sites in the 01 Zone.

DISCUSSION: PLANNING COMMISSIOk PROJECTS - 1971
The Acting Secretary stated that
the staff has responded to the Commission's request regarding;
Planning Commission Projects for 1971. Mr. Harlow reviewed
with the Commission the proposed list of projects.

CHAIRMAN SLATES: Chairman Slates stated that he feels the
Commission s ou d set guidelines and not the staff; he there-
fore voted no on said matter.
(/ DISCUSSION: Proposed Standards for Outdoor Advertising Signs
The Planning Commission reviewed
a copy of "Proposed Standards for Advertising Signs". The
Acting Secretary stated that the Outdoor Advertising Sign Com-
mittee will be presenting their proposal to the City Council
in the near future and if the Planning Commission wanted to
have any input they should take a position on the matter.
Commission discussion followed.
A MOTION WAS MADE BY KERINS AND
SECONDED BY HIGGINS TO RECOMMEND TO THE CITY COUNCIL THAT EREC-
TION OF NEW OUTDOOR ADVERTISING SIGNS ANYWHERE WITHIN THE
CITY NOT BE PERMITTED AND THAT EVERY EFFORT SHOULD BE MADE T0;
BRING ABOUT RL-MOVAL OF EXISTING OUTDOOR ADVERTISING SIGNS.
-AND FOR THE FOLLOWING REASONS:
1. Such signs are blight on the environment.
2. Such signs are not beneficial to the health, safety and
general welfare of the citizens of Huntington Beach.
3. Such signs obstruct the view of pedestrians and motorists.

4. It is contrary to the cities objective which is to develop and
maintain high standards of visual,_beauty within al,l-areas of the
city.

DISCUSSION:
The Planning Commission
received a copy of-a,Resolution,,reques_ting--the;State Division of
Highways to establish a scenic highway corridor; to initiate a
scenic highway corridor:survey_;_and to initiate a highway facil-
ity study along-that,poition of the Pacific Coast Freeway, Route
1, which lies between Anaheim Bay and the Santa Ana River.

COMMISSIONER BAZIL: Commissioner Bazil was excused from fur-
ther participation at 4:30 P.M.
DISCUSSION: Code Amendment No. 70-14 - Care of Non -Related
Persons
Jim Palin, Associate Planner,
informed the Commission that this Code Amendment is before
the Commission for discussion only, and will be set for pub-
lic hearing on April 6, 1971.
The Commission discussed this
code amendment and expressed concern over the -type of per-
sons that could be placed in such homes.
It was the consensus of the
Commission that the staff should contact the county and state
agencies to obtain further information.
UNDERGROUND UTILITY COMMISSION RE -APPOINTED
Chairman Slates and Commissioner
Kerins were re -appointed to the Underground Utility Commis-
sion for the year of 1971.
USE PERMIT NO. 71-10 (Referred by the Board of Zoning Adjust-
ments)
Applicant - Harold Klein`
To permit renewdl of a 286 unit -
apartment complex which was previously approved on October 15,
1969, by Use Permit No. 69-53. The subject property is lo-
cated at the northwest corner of Warner Avenue and Edwards
Street.
The hearing was opened to the
audience.
Jack'Chernoff, representing the
applicant, stated that he is before the Commission to request
renewal of said application.
There being no other comment,
the hearing was closed.
