Applicant: McKeon Construction Company To permit the construction of a 148 unit planned residential development on 9.64 acres parcel of land in the R3 Limited Multiple Family Residence District. The subject property is located 530 ft. west of the centerline of Beach Boulevard, between Chrysler and Terry Drives. The hearing was opened to the audience. Bruce Du Amarell, representing the applicant, addressed the Board and submitted new landscape plans and informed the Board that said plan now has the equivalent of a 30" box tree per unit. Mr. Du Amarell also stated that each structure would have different veneer for a variation within the development and that he has changed the elevation as the Board has recommended. hearing was closed. CONDITIONAL EXCEPTION NO. 71-21 (Continued) Applicant: Ben Kanter To permit the placement of a second free standing pole sign within the required setback in lieu of the re- quirement that only one free standing sign be permitted for each[ attached building for the street frontage. To permit the construction of a 150 unit apartment development on a 5.5 acre parcel of land in the R3 Limited Multiple Family Residence District. The subject property is located on the north side of Holland Drive, 187 feet east of Beach Boulevard. It was noted by the Acting Secretary that the applicant had requested continuance of these items to the April 14, 1971 meeting. Major To permit an office building in the C4 Highway Commercial District to be used as a real estate office. The subject property is located on the west side of Beach Boulevard, about the center of the block between Garfield Avenue and Main Street. Mike Major, applicant, addressed the Board and explained his request. The following requirements of the Huntington Beach Ordinance Code were reviewed with the ap- plicant: 1. Beach Boulevard shall be dedicated and fully improved to City and/or State standards at the time said parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. All utilities shall be installed underground. 6. Off-street parking facilities shall conform to Article 979. 7. A masonry wall shall be constructed along the west pro- perty line. The height of said wall shall be such that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line. Board discussion followed. It was the consensus of the Board that there must be reciprocal driveway easements be- tween subject property and property to the south. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 71- 15 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received March 29, 1971 shall be the approved layout. 2. Easements for utilities or walkways shall be provided to Department of Public Works standards. 3. The property shall participate in the local drainage assessment district. 4. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 5. The subject property is located on the west side of Goldenwest, approximately 330 feet north of Ellis Avenue. The applicant was not present. Board discussion was held. A MOTION WAS MADE BY MCFAR- LAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 71- 16 WITH THE FOLLOWING CONDITIONS: 1. All provisions of Section 9730.25.1 of the Huntington Beach Ordinance Code shall be complied with. 2. All on -site signs are to be approved by the Building Depart- ment. 3. To permit the construction of a home builders supply center in the C2 Community Business Dis- trict. The subject property is located on the south side of Edin- ger Avenue, approximately 1,000 feet west of the intersection of Beach Boulevard and Edinger Avenue. The applicant was not present. The Acti�ig Secretary informed the Board that the applicant had telephoned to say he would not be able to attend the meeting at which time the requirements of the Huntington Beach Ordinance Code and Conditions of Approval were discussed with him: 1. Edinger Avenue and the portion of Parkside Lane from south property line to north right-of-way line of Aldrich Street shall be dedicated and fully improved to City standards at th-; time said parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewsr and water main extensions. 2. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 8. All applicable City Ordinances shall be complied with. 9. Dedication on Parkside shall be made prior to issuance of building permits. 10. The parking lot screening wall shall be similar to adja- cent property. The following requirements of the Huntington Beach Ordinance Code were discussed with the ap- plicant: 1. Ellis Ave. shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. All utilities shall be installed underground. 6. Off-street parking facilities shall conform to Article 979. 7. A masonry wall shall be constructed along the east property line. The height of said wall shall be such that the top six (6) feet above the highest ground surface within twenty (20) of the common property line. Except within the front 15 feet in which case the height of said wall shall be reduced to 42 inches. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 71-19 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received April 7, 1971 shall be the approved layout. 2. Easements for utilities or walkways shall be provided to De- partment of Public Works standards. 3. The property shall participate in the local drainage assess- ment district. 4. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 5. Mr. Hutchinson, representing the applicant, addressed the Board and explained the request. There being no further comment., the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE OIL WELL ACTIVATION PERMIT NO. 71-1 SUBJECT TO THE FOLLOWING CONDITIONS: 1. A landscape plan shall be submitted to the Board of Zon- ing Adjustments for review within 120 days if the ap- plicant anticipates the well is to remain in production or arrangements shall be made to abandon subject well according to State specifications. 2. Swintek To permit the construction of a carport to satisfy the requirement of two conveniently ac- cessible garage spaces as provided for by Section 9106 of the Huntington Beach Ordinance Code. The subject property is located on the west side of Collie Drive, approximately 141 feet south of the intersection of Fenley Drive, in the Ill Single Family Residence District. CONDITIONAL EXCEPTION NO. 71-26 Applicant: Harold Klein To permit a partial sub- terranean type structure to be constructed to within 3 feet 8 inches of the exterior property line in lieu of the required 10 foot setback. The subject property is located on the northwest corner of Warner Avenue and Edwards Street. The hearing was opened to the audience. Mr. Klein, applicant, and Mr. King addressed the Board and explained their request. There being no further comment, the hearing was closed. A lengthy Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE CONDITIONAL EXCEPTION NO. 71- 26 SUBJECT TO THE FOLLOWING CONDITION: 1. The applicant shall construct said wall structure of masonry material similar to that shown on the elevations. AND FOR THE FOLLOWING REASONS: 1. The original application for this complex was approved on Oct- ober 19, 1969, prior to the Planning Commission adopting apart- ment standards. 2. The wall in question is not a structural wall and is used only as a screening wall for on -site parking. 3. This parking layout will provide at least two on -site covered parking spaces per unit or a total of 616 on -site covered spaces for these 286 units. 4. MISCELLANEOUS: COUNTY VARIANCE 7595 The Board discussed the request to permit the construction of a second single family dwelling unit (1) on a parcel containing less than the required area, (2) with less than the required covered off-street parking and with off-street parking of less than the required depth and width, (3) in the front setbacks and closer than -the permitted distance to an existing single family dwelling, and (4) a fence of more than the height in the front setback in the R4 "Suburban Residential" District. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO RECOMMEND APPROVAL WITH THE FOLLOWING CONDITION: 1. Criteria outlined in the Sunset Beach-Surfside Study Technical Report, Phase I, March 18, 1967, shall be com- plied with.
