On motion by Higgins and second by
Bazil, the minutes of January 5, and
191 1971 and February 2, and 17, 1971,
were accepted as transcribed.
ZONE CASE NO. 71-5 - Continued
Applicant: Huntington Pacific Corp.
To'permit a change of zone from
C1-0 Neighborhood Commercial District combined with oil pro-
duction and C1 Neighborhood Commercial District to C1-01 Neigh-
borhood Commercial District combined with oil production. The
subject property is located on the southwest side of Pacific
Coast Highway, from a point midway between loth and llth
Streets to a point 4007 ft. northwest of Goldenwest Street.
The Chairman read the request.
The Acting Secretary informed
the Commission of the results of a meeting held with repre-
sentatives of the applicant, Planning Commission, and property
owners for future development of the beach. He also advised
that any new drilling would have to be approved under a Use
Permit application.

The hearing was opened to the
r Mr. Baxter Brown, representing
the applicant, addressed the Commission and stated that he
concurs with the Staff Report.
Commissioner Kerins questioned
the number of new wells proposed for these four operation
sites.
Mr. Brown replied that his
company would be redrilling existing wells and converting
some existing wells to water wells, and that there would not
be many new wells. There is proposed 1 1/3 acres on each
parcel or a total of 5 acres for new drilling and they hope
to phase many wells out.
Mr. Harlow advised that Messrs.
Porter, Shea, Brown, Moorhouse, Slates, Woods, and himself
met in regards to the development of the beach. He advised
that it was the consensus of the committee that the opera-
tion could best be controlled through the use permit pro-
cedure and that upon application for a use permit, Standard
Oil Company would indicate the area where new drilling was
anticipated and would be more definitive as to the areas
where redrilling would occur. In view of this information,
the Committee recommended that the Planning Commission ap-
prove their request and recommend adoption by the City
Council.

Lane and a street parallel to and approximately 660 feet south of
Atlanta Ave.

The Staff showed vu-graphs
of the subject area.
The hearing was opened to
the audience.
Mr. Charles Cubbin, property
owner in the area, addressed the Commission and expressed his con-
cern about the school bus loading at local street intersections. Mr.
Cubbin also stated that one of the cul-de`--sac streets should inter-
sect with Newland Street.
Bill Hartge, City Engineer,
advised that they try to discourage too many openings into arterial
highways for efficiency of traffic circulation.
Mrs. Pike addressed the
Commission and stated that she was concerned abort the school access
and bus loading sites.

Minority Report:
Commissioner Porter requested the City Engineer to make addi-
tional studies of the area with the possibility of closing
Hillhead Street and allowing one of the cul-de-sac streets to
connect to Newland Street.
CONDITIONAL EXCEPTION NO. 71-1 - Continued
Applicant: Fredricks Development Corporation
To permit the construction of
a 250 unit apartment complex on approximately 8 acre parcel
of land with the following exceptions:
1. Averaging of density between the R2 and R3 portion of
subject parcel;
2. Construction of carports at zero setback along the south
and west property line in lieu of the required 5 feet
setback along the south and 10 feet setback along the
west property lines;
3. Open carports in lieu of garages within the R2 portion
of said development.
The subject property is located on the southwest corner of
Atlanta Ave. and Newland Street in the R2 Two Family Resi-
dence District, R3 Limited Multiple Family Residence District
combined with oil production.

the Planning Commiss'ion that Mr. Palmer of Huntington Beach
Elementary School Site has stated that the school district
is not interested in this area for a school site.

the project, explained the request and presented renderings.
Discussion was held pertaining
to open carports, Fire Department requirements, open space, etc.
Mr. Palin, Staff member, informed
the Commission that under the old apartment standards, there
are additional areas on the plot plan which may be included
in the open space calculations.
Mr. Severa explained that the
architecture will be the same on both the front and rear of
the buildings.
Bill Shelbert, addressed -the
Commission and asked if the street was not used, would it
revert back to the owner and the apartments open up with more
green area.
Mr. Hartge, City Engineer, sta-
ted that Lochlea Lane should -be improved as a part of this
development. =

purpose of this section the definition of a family has been
modified to eight from five. Care of non -related may be per-

Home Owners Association submitted a list of conditions that
the Commodore of the Yacht Club, Huntington Harbour Corpora-
tion, and he had agreed to.

4. Remove the gate in the line to assure no trespassing after

FOR THE REASONS:
1. The present facilities are not functional or adequate to pro-
perly serve the club members and the community.
2. The use is existing and the expansion,is confined within the
area of the present club -facility, and parking is adequate.

Marvin Haney, applicant, ad-
dressed the Commission and stated that there were presently
inadequate facilities near the beach for this type of use.
Mr. Haney stated that he is requesting a ten year period for
this use as the property owner does not wish to develop the
property until a later date. _
Commissioner Higgins questioned
the time limit that would be placed on the length of stay for
the campers and stated that he was concerned about people liv-
ing there throughout the summer.
Mr. Haney stated there would be
a two -week limitation and that statistics show that this type
of facility is generally used by older people rather than
teenagers.
Commissioner Duke stated he feels
there is a need for this type of facility; however, he is con-
cerned about traffic conditions and would like to see pictures
of existing uses such as this.
A field trip was planned for the
Commissioners and applicant to visit existing facilities of
this type.
Mr. Don Wichner of 217A 12th St.,
Huntington Beach, addressed the Commission and stated he feels
we need this type of facility but it should not be located in
residential area.
Mr. Bennett, adjacent property
owner, spoke in opposition of the location for this type of
facility.
Mr. Galkin addressed the Com-
mission, and stated he feels there would be traffic conjestion
due to pedestrian traffic created by this use.
Mr. Mills stated he feels this
use should be located in a more suitable area and that there
would be a litter problem and devalutation of the surrounding
area.
Mr. R. Fisher addressed the
Commission and stated he is in favor of the request and that
we need recreational development in the beach area.
Mr. Cummings addressed the
Commission and stated that he feels the present zoning is
good and that a facility of this type should be located at a
different and more suitable location.
There being no further comment,
the hearing was closed.

theatre to be the parking spaces which are presently assigned
or required for the existing and proposed retail shops; 2) a
portion of the 8200 sq. ft. retail structure to be constructed
within 16 ft. of the front property line in lieu of the max-
imum building encroachment of 25 ft. from the front property
line.

Applicant: Stanley Fann
To permit the construction of
the following: 1) a 350 seat theatre; 2) approximately 8200
sq. ft. of additional retail shop area; and, 3) an 800 sq. ft.
take-out restaurant. The subject property is located within
an existing shopping center at the northwest corner of Warner
Avenue and Springdale Street, in the C4 Highway Commercial
District.
The Chairman read the request
and opened the hearing on both items to the audience.
Mr. Stanley Fann applicant,
addressed the Commission and explained changes that had been
made pertaining to the encroachment into the required setback
and overlap of parking spaces. He stated that there was no
longer an encroachment into the setback and the overlap of
parking spaces is now 40 spaces.
Mr. Palin, Staff member, gave
calculations on the parking layout of the new plan and stated
that the number of overlapped parking spaces is 65.
Mr. Fann stated that the of-
fices close before the theatre opens so 20 spaces allowed
for office could be used for theatre parking and that on Sat-
urday and Sunday afternoons theatre customers are mostly child-
ren whose parents drop them off and do not park.
Commissioner Porter asked if
there will be a sign indicating theatre parking directing
traffic to the rear of the buildings and if exterior light-
ing of the theatre would be directed onto the adjacent res-
idences.
Mr. Fann advised that no light
will be directed across the channel onto homes.
Mr. Kimmel, nearby property
owner, stated he was concerned that there would be insufficient
parking.
Mrs. Hilton, nearby property
owner, stated that the center creates noise and parking pro-
blems. -She also stated that she is opposed to illuminating
signs and that the take-out restaurant and sign is not attrac-
tive.

Mr. David Beatty stated he
is in favor of the theatre, that, there is a need for a facility of
this type,`arid that he'hopes the traffic problems will be solved.
Mr. Fann stated that he is
proposing'to-_plantr200 pine trees on the County Flood Control pro-
perty. He also stated that there will be no flashing lights; signs
will be no higher than,the,,existing Baskin -Robbins sign which is
25 ft. in height and -the `sign for the chicken take-out restaurant
will conform to the architecture of the center.
" Mr. Dave Carlberg addressed
the Commission in opposition to the proposal -and -was concerned with
the possible parking problems.

perty is located on the east side of Beach Blvd., approximately
800 feet north of Ellis Avenue.
The Chairman read the request
and opened the hearing to the audience.
The Acting Secretary advised
that two letters signed by 55 persons and 11 persons opposing
the request had been received by the Planning Department.
Mr. Don Jones, representing
the applicant, addressed the Commission and explained the re-
quest. He requested a continuance to allow time to meet with
the property owners who signed a petition opposing the request.
Mr. Jones also advised that there would be no loud speakers.
Mr. Jefferson, nearby property
owner, addressed the Commission and stated he was opposed to
the parking problems, lights, and noise that the use would
create.
Mr. Robison addressed the Com-
mission and stated he concurs with Mr. Jefferson.
Colleen Selanders addressed
the Commission and stated her opposition to the lights, noise,
and insufficient parking.
Judy Roy addressed the Commis-
sion and stated she objects to the uglyness and noise of this
use.
There being no further comment,
the hearing was closed.

feels this use will not improve the area.

To permit the construction
of a mobilehome park on approximately
15.35 acres of land in the
R2 District.
The subject property is lo-
cated between Slater_Avenue,and
Speer Avenue, 282 ft. west of Beach
Blvd.
Jim Palin, Staff'member,
explained the Planning Commisssion's and Board of Zoning Adjust-
ments' action on this request. He stated'that_the applicant had
proposed clinging ivy and it was felt,,py the Board that in time,
the ivy would create a maintenance problem and perhaps become un-
sightly.
Discussion was held by the
Commission."
Dan McFarland, Staff member,
stated that the Board of Zoning Adjustments felt the ivy was not a
durable material.
Mr. Jones, applicant, ad-
vised that the cost of constructing this wall would be increased
by $8,000 if slumpstone were required.
Commissioner Bazil advised
that slumpstone material would create approximately a $75 invest-
ment per mobilehome-space.

AND SECONDED BY PORTER TO APPROVE MATERIAL TO BE SLUMPSTONE, SPLIT
FACE, OR EQUIVALENT, FOR THE REASON:

Mr. Palin stated he feels the
design of the wall should be improved if plain block is used.

plained proposed revisions to be made to the Master Plan of
