Wednesday, -April 28,'1971 MEMBERS PRESENT: McFarland, Spencer, Palin CONDITIONAL EXCEPTION NO. 71-28 Applicant: Huntington Seacliff To permit an off -site dir- ectional sign for a clubhouse facility and public golf course. The subject.property is located on the south- easterly corner of Goldenwest & Palm Sts., 79-ft. from said intersection in the R2 Two Family Residence District. The hearing was opened to the audience. Jerry Shea, representing the applicant, -addressed -the Board and explained the location of the requested sign. the hearing was closed. There being no further comment, Board -discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE CONDITIONAL EXCEPTION NO. 71 -28 WITH THE FOLLOWING CONDITIONS: 1. The applicant shall comply with all applicable provisions and conditions of Use Variance 67-57. 2. Conditional Exception No. 71-28 shall become null and void on April 28, 1973. FOR THE REASON: 1. There is an existing perimeter wall around the R1 develo- pment to the north which blocks -the vision of the clubhouse and golf course. Conversion of an existing garage into a one -bedroom guest house located within 1 ft. of the rear property line in lieu of the 10 ft. rear yard setback and within 3 ft. of the side property line in lieu of the 5 ft. setback; 2. The applicants were present and explained their request to the Board, and discussed the struct- ural condition of the existing garage. There being no further com- ment the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFAR- LAND AND SECONDED BY SPENCER TO APPROVE CONDITIONAL EXCEPTION NO. 71-29 WITH THE FOLLOWING CONDITIONS: 1. Proposed carport structure shall be set back 10 f t. from the alley right-of-way. 2. The existing driveway shall be maintained on the parcel for additional parking on -site. FOR THE FOLLOWING REASONS: 1. The garage is structurally sound and may be remodeled into a dwelling unit without any major exterior alterations. 2. The setbacks are in existence at the present time and conver- sion to a dwelling unit would not contribute to any setback problems. CONDITIONAL EXCEPTION NO. 71-31 Applicant: Richard L. Tom To permit construction of a second floor balcony, enclosed at each end, to encroach 5 ft. into the required 10 ft. rear yard setback. The subject property is located on the east side of Humboldt Dr., ap- proximately 100 ft. from Ensign Circle, in the R1 Single Fam- ily Residence District. The hearing was opened to the audience. The applicant was not present and there being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 71 -31 FOR THE FOLLOWING REASONS: 1. The proposed dwelling is abutting permanent open space which consists of a channel ISO ft. in width. 2. This water area can be used for recreational purposes. 3. USE PERMIT NO. 71-19 Applicant: Bibler, Burton and Lee To permit the storage of campers, boats, trailers, and motor homes. The subject property is located on the northwest corner of Speer Ave. and Crabb ,St. in the M1 Light Industrial District. The hearing was opened to the audience. The Board informed the applicant of the following requirements of the Huntington Beach Ordinance Code: 1. Crabb Lane shall be dedicated and fully improved to City stan- dards at the time each parcel is developed. Improvements shall in- clude street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. All utilities shall be installed underground. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE USE PERMIT NO. 71-19 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received April 16, 1971, as amended, shall be the approved layout. 2. The property shall participate in the local drainage assessment district. 3. A plan shall be submitted to the Board of Zoning Adjustments for the front wall construction prior to issuance of building per- mits. 4. The north, south and west property lines shall be fenced with '.ra 6 ft. high chain link fencing. 5. The five (5) foot open area between the abutting street and required front wall shall be landscaped and permanently maintained. 6. All applicable City Ordinances shall be complied with. To permit the division of a legal parcel of land into two separate parcels. The subject pro- perty is located on the northeast corner of Bushard and Indianapolis Ave. The acting secretary informed the Board that this Division of Land was a condition of approval of Tentative Tract Map No. 7286. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE DIVISION OF LAUD NO. 71-12 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received April 19, 1971 shall bo the approved layout. All applicable conditions of Tentative Tract No. 7286 shall be complied wi Lh. Water =.i�pply shall be through the City of Huntington Beach's eater syst.c�ri at the time each parcel is developed. 4. Sewage (lisposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. S. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 8. The property shall participate in the local drainage assessment district at the time each parcel is developed. 9. All utilities shall be installed underground at the time each parcel is developed. 10. Fire alarm system conduit and appurtenances shall be in- stalled by the developer at locations and to specifications provided by the Fire Department. 11. All applicable City Ordinances shall be complied with. 12. A Parcel Map shall be filed with the City and recorded prior to framing inspection of any structures on any parcel. 13. The Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 70-1 - REVIEW -REFERRED TO THE BOARD FOR LANDSCAPING Applicant: W. M. Elliott, Jr. To permit the reactivation of an oil well which has been idle for more than 6 months. The subject property is located on the north side of Utica Ave., approximately 100 ft. east of Delaware St. This item was referred to the Board of Zoning Adjustments by the City Council for review of the Landscaping pursuant to condition (f) of approval by the City Council at their June 1, 1970 meeting. The hearing was opened to the audience. Mr. Elliott addressed the Board and discussed the type and placement of the required land- scaping. There being no further comment, the hearing was closed.
