McFarland, Lovejoy, Palin ADMINISTRATIVE REVIEW NO. 71-25 Applicant: Marion Archer To permit additional floor area for work and storage. The subject property is located on the west side of Beach Blvd. and 100 ft. north of MacDonald Ave. Mr. Bingham, Mr. McCracken and Mr. Jones addressed the Board and explained the request. Board discussion followed. It was the cons ensus of the Board that the applicant should provide -an enclosed trash area. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 71-25 WITH THE FOLLOWING CONDITION: 1. A three -sided screening enclosure shall be provided on the north property line for the trash area. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 71-23 Applicant: Gerald Lance To permit a real estate office in an existing building. The subject property is located on the north side of Warner Ave., approximately 440 ft. west of Bolsa Chica Ave. Mr. Lance addressed the Board and discussed the request. Board discussion followed. A MOTION WAS MADE BY PALIN A14D SECONDED BY MCFARLAND TO APPROVE ADMINISTRATIVE REVIEW NO. 71-23 WITH THE FOLLOWING CONDITION: 1. CONDITIONAL EXCEPTION NO. 71-32 Applicant: Claude W. Russey, Jr. -1- 5/5/71 - BZA Minutes: H. B. Board of Zoning Adjustments Wednesday, May 5, 1971 Page No. 2 To permit the construction of a garage addition to an existing dwelling to within 20.5 ft. of the front property line in lieu of the required 22 ft. setback. The subject property is located on the south side of Alhambra Dr., ap- proximately 230 ft. from Silver Lane in the R1 Single Family Resi- dence District. the audience. The hearing was opened to Mr. Russey addressed the Board and explained his request. There being no other comment, the hearing was closed. -- - -- Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY LOVEJOY TO APPROVE CONDITIONAL EXCEPTION NO. 71-32 FOR THE FOLLOWING REASONS: 1. This tract was originally constructed with 20 ft. setbacks for garages entered directly from the street. 2. It has been the policy of the Board to approve this type of request where substantial justification has been shown. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. USE PERMIT NO. 71-20 Applicant: Grossman Crawford Repp To permit the construction of a modern full service car wash with the sale of gasoline. The subject property is located on the west side of Beach Blvd., 150 ft. south of Edinger Ave. in the C4 Highway Commercial District. the audience. The hearing was opened to Mr. Crawford, representing the applicant, addressed the Board and explained the request. It was noted by the Acting, Secretary that the Board has not approved any car washes other than at intersections. This request would fall under the Service Station Standards, therefore must be referred to the Planning Commission for decision. There being no further com- ment the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFAR- LAND AND SECONDED BY PALIN TO REFER USE PERMIT NO. 71-20 TO THE PLANNING COMMISSION TO BE HEARD AT THEIR MAY 18, 1971 MEETING AT 7:00 P.M. WITH THE BOARD'S RECOMMENDATION THAT THE PLOT PLANS RE- CEIVED WERE ACCEPTABLE WITH CONDITIONS AS SUGGESTED. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 71-34 Applicant: Dominick Capozzi -2- 5/5/71 - BZA Minutes: H. B. Board of Zoning Adjustments Wednesday, May 5, 1971 Page D'lo . 3 To permit a reduction in the open space requirement from 900 sq. ft. to 784 sq. ft. for a dwell- ing. The subject property is located at 10362 Monitor Dr. in 'che R1 Single Family Residence District. The hearing was opened to the audience. Mr. and Mrs. Capozzi addressed the Board and explained their request. A petition was pre- sented to the Board signed by adjacent neighbors who were in favor of the proposal. Mr. Capozzi listed reasons why it would be a hardship for them to construct the addition within the code requirements: 1) to add a second story would be financially unfeasible; 2) adding on to the front of the dwelling would require relocating the driveway, plumbing and renovations that would be financially unfeasible; 3) addi- tional living space is needed due to a growing family; 4) total usable recreation area equals 1124 ft. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 71-34 WITH THE FOLLOWING CONDITION: 1. A minimum of 800 sq. ft. of open space shall be provided in the rear yard and the area to the rear of the new addition shall be developed as recreation area. AND FOR THE FOLLOWINGAS�I� 1. Kay To permit the construction of a room addition to within 6 ft. of rear property line in lieu of the required 10 ft. rear yard setback. The subject property is located at 9771 La Cresta Cir., in the R1 Single Family Residence District. The hearing was opened to the audience. Mr. Kay and Mr. Londeree, a neighbor, addressed the Board and explained the request. It was noted by the Acting Sec- retary that a 10 ft. exterior side and rear yard setbacks are required for all lots abutting arterial highways. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO DENY CONDITIONAL EXCEPTION NO. 71-35 FOR THE FOLLOWING REASONS: 1. Granting a 6 ft. rear yard setback from an arterial highway would set a precedent. 2. The applicant has not sufficiently justified the request. 3. A room addition of approximately the same sq. f t. can be con- structed which would comply with all requirements of the Huntington Beach Ordinance Code. DIVISION OF LAND NO. 71-14 Applicant: George Lusk 1) To combine lot no. 10 and the 27 northerly feet of lot -no, 9 as parcel no. 1; 2) Parcel 2 - combine lot no. 8 with the :,southerly 89.21 f t. of lot no. 9 of Tract No. 7090. The subject property is located approximately 320 f t. south of McFadden on the west side of Commerce Lane. Mr. Lusk addressed the Board and explained the request. The Board discussed with the applicant suggested conditions of approval. Board discussion followed. A MOTION WAS MADE BY MCFAR- LAND AND SECONDED BY LOVEJOY TO APPROVE DIVISION OF LAND NO. 71-14 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received April 28, 1971 shall be the approved layout. 2. All applicable conditions of Tentative Tract Map 6948 shall be complied with. 3. Commerce Lane shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 4. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. S. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. 6. The property shall participate in the local drainage assessment district at the time each parcel is developed. 7. All utilities shall be installed underground at the time each parcel is developed. 8. All applicable City Ordinances shall be complied with. 9. A Parcel Map shall be filed with the City and recorded prior to framing inspection of any structures on any parcel. 10. Lyon Development Co., Inc. To permit a model site. The subject property is located on Tucana Dr. and Goldenwest Street. Len Goodman, representing the applicant, addressed the Board and explained the request. Board discussion followed. A MOTION WAS MADE BY MCFAR- LAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 71-.26 WITH THE FOLLOWING CONDITIONS: 1. On site feature signs on Goldenwest.St. shall be a maximum of 4 ft. X 4 ft. or 16 sq. ft. of sign area. 2. The subdivisional directional sign shall be located on the rear of Lot 16, Tract 7290. 3. The applicant shall comply with Section 9730.25.4 of the Huntington Beach Ordinance Code. ROLL CALL VOTE: AYES: McFarland, Lovejoy, Palin NOES: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 71-8 (Referred by Planning Commission For review of the plot plan and conditions as deemed necessary.) Applicant: Leonard 0. Lindborg To permit the construction of a 22 unit apartment complex on a parcel of land having 11,750 sq. ft. of area in lieu of the maximum 12 units permitted by ordinance. The subject property is located on the southwest corner of 15th St. and Pecan Ave. in the R3 Limited Multiple Family Residence District. There was no one present to represent the applicant. The acting secretary informed the Board that the applicant had telephoned about the meeting at which time the suggested conditions and requirements of the Huntington Beach Ordinance Code were reviewed with him. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY LOVEJOY TO APPROVE CONDITIONAL EXCEPTION NO. 71-8 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received May 5, 1971 shall be the approved layout. 2. Fifteenth St. and Pecan Ave. shall be dedicated and fully improved to the City standards at the time each parcel is developed. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 8. All utilities shall be installed underground. 9. Off-street parking facilities shall conform to Article 979. 10. No structures, other than those shown on the approved plot plan shall be constructed within the project. 11. All applicable City Ordinances shall be complied with.
