COMMISSIONERS PRESENT: Higgins, Bazil, Porter, Slates, Miller,
Duke, Kerins

USE PERMIT NO. 69-33A - Review Conditions of Approval
The Commission reviewed a letter
submitted by Huntington Shorecliffs requesting waiver of the
requirement that only mobidential type mobilehomes be placed
along,Bea--h Boulevard in their facility. The subject proper-
ty is located along Beach Boulevard, north of Atlanta Avenue.
The applicant stated two reasons for the request.
1. The freeway is proposed to be routed through this area,
thus potential buyers do not want to invest in a perma-
nent.type structure.
2. There has been consumer resistance to purchasing this type
of unit.
The Acting Secretary advised
the Planning Commission Commission that the Staff feels that
since the freeway is going through a portion of this property
the applicant should be required to install a decorative wall
and landscaped strip along the freeway right-of-way when the
park is redesigned.
Mr. Ray Ellman, general manager
of Huntington Shorecliffs, addressed the Commission and intro-
duced Mr. Bob McIntosh, representative of the applicant. Mr.
McIntosh referred to the letter submitted to the Commission
and stated that they have been unable to market the units on
the basis of the requirements placed on the application at the
time of approval. He stated that rents have been lowered
but people hesitate when they learn of the State possibly tak-
ing the land for the freeway route.
Discussion was held pertaining
to the original conditions of approval. Commissioner Porter
felt they would be defeating the intent of the City by allow-
ing mobilehomes to back onto Beach Boulevard.
Mr. McIntosh advised that this
request pertains to the entire Beach Boulevard frontage and
that there has been market resistance on all of__the property
to be taken by the freeway route whet -her mobidential or a
standard mobilehome lot.
It was the consensus of the
Planning Commission that a landscape plan should be submitted
by the applicant and that the applicant should work with the
Staff to find an agreeable solution to the problem. This item
will be scheduled for Planning Commission review when the
landscape plans are prepared.

CODE AMENDMENT NO. 71-9(Continued
Said amendment proposes
to add to_Division 9 of the Huntington Beach Ordinance Code, Ar-
ticle 932 Apartment Standards. Said article sets forth standards
for apartment developments in non -ocean oriented properties in
Huntington Beach which may generally be referred to as being north
of Ellis Avenue and east of Beach Boulevard. The intent is to en-
courage better land planning, consideration of aesthetics through
application--of---appearance-standards, sets forth minimum floor areas
and proposes to reduce the density.
This item was continued
from the-May-4;__197-1, meeting to determine the precise boundary of
the area-where,apartment standards are to apply.__
The Acting Secretary re-
viewed a map -delineating -boundaries for the Code Amendment.
Commission discussion was
held.
It was questioned whether
Huntington Harbour should be consulted. It was the consensus that
property which was the -concern of Huntington Harbour is already
included on the map., ,
A MOTION WAS MADE BY SLATES
AND SECONDED BY DUKE TO ADOPT CODE AMENDMENT NO. 71-9 AND SET THE
BOUNDARY AS PER THE MAP, THE MOST WESTERLY BOUNDARY TO BE THE WEST
LINE OF THE LAND TO BE ANNEXED BY SIGNAL PROPERTIES.

DISCUSSION - Signal Properties application'to prezone property
from -Ellis Avenue, northwest to Bolsa Chica Street
- in vicinity of Coast Freeway-.
Jere Murphy Associate Plan-
ner, made a presentation of the proposed-prezone request. Maps and
vu-graphs of the -subject -area were siwwn., He explained -that this
is a proposal to prezone approxima-tly_525 acres of land located
in the County along the westerly city- limit line between Warner
Avenue and Ellis Avenue to R1, R2, and C4._
Mr; Chuck Palmer, Hunting-
ton Beach School District, addressed the Commission and discussed
the effect these zone changes may have on the school districts.
He stated that they will work with the applicant in whatever is
decided by the -Planning -Commission., --
COMMISSIONER BAZIL: Commissioner Bazil arrived at 2:30 P.M. to
assume his duties.
Mr. George Stringer, -re-
presenting the applicant, addressed the,Commissi.on and stated that
they have included in the zone request all areas that do not have
oil or tideland problems.
Discussion was held per-
taining to the proposed Route 1 freeway.
Mr. Re)nolds, Planning D'-
rector, stated that the Parks arid,Recreation 'Cc:nmission, will -be
reviewing the extension of Centrdl, Park, Third Phase -,``which over
laps into the area included within this application:,T';,;

It was generally agreed that
the applicant had proposed too much R2 zoning and an insuf-
ficient amount of commercial zoning. It was the consensus
that the amount of R2 zoning should be reduced by eliminating
the R2 area in the northerly portion of the property and
reducing the amount of R2 property in the vicinity of the
Huntington, Central Park. With regard to the commercial
zoning, it was the consensus that approximately six additional
acres of commercial zoning should be provided on the east
side of Springdale Street.
COMMISSIONER PORTER:
Commissioner Porter was excused from
the meeting at 3:10 P.M.
MASTER PLAN REVIEW - STUDY AREA C - That portion of the city
generally located west of
Edwards Street, north of
_Edwards Street, north of
Ellis Avenue.
Jere Murphy, Associate Planner,
explained the present and proposed Master Plan. Discussion
was held pertaining to the aquatic park area and access in
that area.
COMMISSIONER KERINS: Commissioner Kerins was excused from the
meeting at 4:15 P.M.
Discussion was held pertaining
to the proposed changes for the Master Plan.

AMENDMENTS ON MISCELLANEOUS PROVISIONS, SERVICE STATIONS AND
DEFINITIONS FOR PUBLIC HEARING.

DISCUSSION: Discussion was held regarding the request by
Wm. Lyon Development Company requesting 24" box

DISCUSSION: Discussion was held pertaining to the installation of
underground utilities for temporary uses as per Section 9730.-23 B3.
for existing horse stables. It was the consensus of the Commission
that horse stable were similar to temporary -uses delineated in
ordinance code.

USES IN AGRICULTURAL AREAS.,

DINNER MEETING: Discussion was held regarding a Study Session dinner

adjourn to a dinner meeting.
