DISCUSSION: TOWN LOT STUDY The Acting Secretary informed the
Commission that this study was not completed; therefore, it
would be rescheduled for a later meeting.
DISCUSSION: USE PERMIT NO. 69-33 (a) Mr. Ray Elman, represent -
Applicant - Huntington Shorecliffs ing the applicant, re-
quested that the applicant
be allowed to locate conventional type mobilehomes in lieu of
the mobilehome units with unique exterior construction as was
agreed to at a previous meeting when Use Permit No. 70-6 was
approved. Mr. Elman informed the Commission that the principal
reason for this request is that they have an obligation to
advise their prospective residents of the proposed freeway
scheduled to go through a portion of the mobilehome park which
has led to customer resistance to purchasing in this area. Mr.
Elman stated that they are requesting relief from this'commit-
ment because there has been only one such unit purchased to
date; therefore, the market demand does not warrant further
investment by the present operator.
The Commission reviewed the pro-
posal. It was their consensus that the applicant should submit
revised plans showing this proposal for a new layout including
tree placement, lot configuration and how the units will be
placed on the lot. ;
DISCUSSION: Bob Burbank, representing Southern California
Edison ompany, informed the Commission that they will be re-
placing existing poles with fewer tall gray overheAd poles
along Slater and Edwards. Mr. Burbank stated that these 66 KV
line replacements will be used for the Ellis -Slater substation.
DISCUSSION: PROPOSED MASTER PLAN REVISIONS AND ZONING STUDY.
Jere Murphy, Associate Planner, reviewed the
proposed master plan revisions and zoning study at the south-
east corner of Goldenwest Street, Edinger Avenue and the area
north of the Huntington Center. Mr. Murphy informed the Com-
mission that these areas are a part of Study Area "B".
The Commission reviewed the
proposal and instructed the staff to amend the Master Plan to
reflect commercial use for the southeast corner of Goldenwest
Street and Edinger Avenue to initiate commercial zoning_while
the land owner submits an overall plan for the area. Also,
that the staff prepare an in-depth study of possible uses in
the area of the Huntington Center.
DISCUSSION: CODE AMENDMENT NO. 71-10 - DEFINITIONS
Said amendment proposes to add
definitions to S.9700 of the Huntington Beach Ordinance Code.
The various definitions relate to the following: Automobile
Accessory Dealers and Repair; Camp Car, Motor Home, Camber,
or Tent Trailer; Conditional Exception; Mobilehomejand related
uses; and Travel and Utility Trailer. ?

The Commission reviewed the
proposed code amendment.
The Acting Secretary informed
the Commission that this code amendment was scheduled for a public
hearing on June- 1, 1971.

DISCUSSION: CODE AMENDMENT NO. 71-11 - Service Stations Standards
- - Said amendment proposes to
add Article 948, Service Station Standards (Special Commercial De-
velopments)=: ----Said- standards --were -adopted by the Planning Commission
and are referred to as the Service Station Standards of July 21, 1970.
_- -- ---- ------ - ---The Commission reviewed the
proposed code amendment.
It was their consensus that
the service station standards should be adopted in ordinance form
rather than by minute action as was previously done by the Commission.
Also, the Commission requested that Section 9482 C (4) be amended
to include a provision-stating"that rear entry -bays are encouraged
in all instances.--
The Acting Secretary inform-
ed the Commission that-thi-s-"code amendment was scheduled for public
hearing on June 1, 1971.
DISCUSSION:. -CODE AMENDMENT NO. 71-12 - MISCELLANEOUS PROVISIONS.
- Said amendment proposes to
restructure and modify Article 973, Miscellaneous Provisions, Re-
structuring has been to divide this Article into three main sections;
All land Uses, Residential Uses, and Commercial, Professional and
Industrial Uses. Modifications were to the Height Limitations,
Exempted Uses,_Right-of-Way Dedication, Installation of Improve-
ments, Underground Utilities, Screening of Rooftop Mechanical Fea-
tures, Temporary Uses, and Wall Requirements for Professional;
Commercial and -Industrial Uses. �►
A letter submitted by the
Southern California -Edison Company, suggesting -possible changes to
the proposed amendment was read by the Secretary. _
The Commission`reviewed
the suggested changes. It -was the consensus of the Commission
that Section 9732.2 -- Wall -requirements - should include an addi-
tional statement as follows: When a wall is exposed to a public
area such as a parking lot, -particular attention shall be given to
material and -design of said wall and the Board of Zoning Adjust-
ments shall approve any height above 6 feet.
The Acting Secretary informed
the Commission--that-the code amendment is scheduled for public hear-
ing on June 1, 1971.
DISCUSSION: PROPOSAL TO REZONE 18.63 acres of'land located north
of Slater Avenue, east of Goldenwest Street from RA
and M1 to Mii .
Jere Murphy, Associate Planner,
made a presentation of said proposal. Mr. Murphy stated that thi;
zone case was initiated by the Commission. Various proposals=were
shown for the subject property. Mr. Murphy further pointed out tliat
there is an excessive amount of peat on the property.

The Secretary informed the Com-
mission of the desire to improve the layout of the city yard
by providing a buffer and to have frontage on both Gothard
Street and Slater Avenue. lie further informed them that this
zone case is scheduled for public hearing on June 1, 1971
DISCUSSION: LOCATION CRITERIA FOR CAR WASHES
Discussion pertaining to car
washes and their location was held. Chairman Slates stated
that he prefers all applications involving car washes be sent
on to the Commission for review.
A MOTION WAS MADE BY SLATES AND
SECONDED BY KERINS TO INSTRUCT THE STAFF TO PREPARE STANDARDS
FOR CAR WASHES SEPARATELY FROM SERVICE STATIONS.
