Minutes of the Huntington Beach Planning Commission of -March 2, 1971
were accepted as transcribed and mailed by the Secretary.

CONDITIONAL EXCEPTION NO. 71-24
Applicant - Skaggs -and Stewart
To permit a 22 unit apartment_ complex,on a
parcel of land having 11,750 sq. ft. of area in lieu of the maximum
12 units permitted by ordinance. This conditional exception will result_,'
in an increase in density from one unit for each 950 sq. ft. of lot area,
to one unit for each 534 sq. ft. of lot area.
The subject property is located on the north
side of filth Street and east of Orange Avenue in the R3 Limited Multiple
Family Residence District.
CONDITIONAL EXCEPTION NO, 71-25

bounded on the north by Garfield Avenue, on the east by the Santa Ana
River, on the south by the Pacific Ocean, on the west by Beach Boulevard,
and on the northwest,by the proposed Route 1 Freeway.

Commission that due to an error in the legal notice, Zone Case No. 71-13 has
._been readvertised for the June 15, 1971 meeting. Mr. Harlow pointed out
x ,_that this presents somewhat a problem because -the Commission indicated that
they prefer having the zone change heard"in conjunction with the master plan
amendment; therefore, the staff recommends that action on the Master Plan
Amendment No. 71-2 be continued to June 15th meeting to be heard with Zone
Case No. 71-13.'-_

The subject property is located on the,

The Acting Secretary informed the Com-
mission that the court decision has not been issued on Conditional Exception
No. 70-44, (Real Property Management) therefore, the specifics are not known.
Mr. Harlow stated that the staff recommends indefinite continuance and the
staff will notify the property owners of said hearing when it will be
heard by the Commission.

ZONE CASE NO. 71-9 - PREZONE (Cont.)
Applicant - Signal Properties_,_ Inc.
To prezone subject property to R1, R2, and
C4 during annexation proceedings.
The subject property is located on the south-
west of the Huntington Beach City boundary from Ellis Street northwest
to Bolsa Chica Street and north of the adopted route of the Pacific
Coast Freeway.
Jere Murphy, Associate Planner, made a presenta-
tion and reviewed the new plan as submitted by the applicant. The Acting
Secretary informed the Commission that although the hearing was closed,
the Commission agreed to re -open the hearing for purpose of hearing any
new evidence relative to the revised plan. Commissioner Kerins stated
that there are too many multiple residences proposed in the plan and there
should be a 3 to 1 ratio of single family to multiple family units; also
that a portion of the area would be ideal for an industrial park.

The hearing was opened to the audience.
Bob James, representing Signal Properties, Inc.,
informed the Commission that they have met with homeowners in the area to
discuss the proposed development.
Richard Raun, 17612 Collie Lane, asked the
Commission for a complete study of the area and requested that all the
subject property be zoned R1. Also speaking in opposition were the
following property owners: Richard Holliday and Dave Carlsburg. Ruth
Finley, representing the League of Women Voters, asked the Commission
for a complete study of the area and asked the Commission to maintain a
balance of land uses.
R.E. Wall suggested that all Signal property
should be considered at one time and that other agencies such as LAFC
should review the plan.
Robert Dingwall, representing the Home Council,
could not take an official stand on the proposal since there were not
sufficient members of the Home Council present at their meeting for a vote.
A petition signed by 964 property owners opposing
the zone change was submitted to the Secretary.
Commissioner Duke stated that he would like to
look at the entire proposal on both sides of the freeway. Mr. Duke
further stated that he was concerned that approximately 45 acres on the
southeast end of the proposal is subject to an oil lease held by Standard
Oil Company and that the Signal Properties do not propose to request
annexation of that portion of the property at this time.
There being no other comment the hearing was closed.

Eugene Hancock, agent for the applicant,
addressed the Commission and explained the proposal. Mr. Hancock pointed
out that this request is in compliance with the Master Plan of Land Use
for Study Area "A". -
Baxter Brown, Standard Oil Company,
stated that there will be no access through the R1 area to the proposed
oil operation site. Mr. Brown informed the Commission that the access
will be taken from property to the west.
There being no other comment the
hearing was closed.

The hearing was opened to the audience.
Four property owners addressed the Commission
and opposed the proposal on grounds that a greenbelt should be provided
between the Rl development and the proposed trailer park. Also, that
_schools are already overcrowded. Commissioner Kerins stated that the
city yard can be constructed as originally designed adjacent to the R1 tract.
The Planning Director informed the Commission of
the desire to -improve the layout of the city yard by providing a buffer and
having frontage on both Gothard Street and Slater Avenue.
-There was no further comment the hearing was
closed.

property owners opposing the request was submitted to the Secretary. Also,
a petition signed by 12 property owners endorsing the request was read by
the Secretary. The applicant reviewed his request and offered to answer'
questions. Three property owners spoke in favor'of the request and one
-property owner spoke in opposition.

BY BAZIL TO APPROVE USE PERMIT N0, 71-22 UPON THE FOLLOWING CONDITIONS:
_1. A 2 ft. high decorative masonry wall shall be constructed as a back
drop for the entire_planter area.
2. The sign shall-belimited to upper two panels and said sign shall not
exceed 35 ft0 in height.

approximately 1,060 ft. north of Edinger Avenue.
The Secretary received a letter submitted by
The Church of Jesus Christ -of -Later -Day Saints, submitting necessary data
and information for the Commission.
The hearing was opened to the audience.
Karl Fansworth, coordinator of the project,
explained the proposal. Mr. Farnsworth stated that they will not need to
use the entire area, stating that only one acre will be used and the re-
mainder of the parcel will be sold. He further stated that the applicant
will need 3 years for use of the trailer and that the permanent building
will be constructed in approximately 2 years.

ALSO, UPON THE FOLLOWING CONDITIONS:
1. The front and side of said mobile unit shall be screened with shrubbery.
2. There shall be no outside recreational activities permitted.
3. The Board of Zoning Adjustments shall review the plot plan for landscaping
and conditioning as deemed necessary.

The subject property is located on the northwest
corner of Garfield Avenue and Crystal Street.
The Acting Secretary received a letter submitted
by William Landis, endorsing the proposed development. The Commission was
further informed by Mr. Landis that he is interested of traffic safety and
preserving the aesthetics of Garfield Street and suggested that the Commission
impose reasonable setback requirements from the street with regard to the
location of the improvements.

Said amendment proposes to add Article
948, Service Station Standards (Special Commercial Developments). Said
standards were adopted by the Planning Commission and are referred to as
the Service Station Standards of July 21, 1970.

The Acting Secretary pointed out that
this code amendment was discussed with the Commission -at the May 25, 19719
Study Session at which time the Commission felt that Section 9482 C (4)
should be amended to include a provision stating that rear entry bays are
encouraged in all instances.

CODE AMENDMENT NO. 71-12
Miscellaneous Provisions
Said amendment proposes to restructure and modify
Article 9739 Miscellaneous Provisions. Restructuring has been to divide
this Article into three main sections; All Land Uses, Residential Uses, and
Commercial, Professional and Industrial Uses. Modifications were to the
Height Limitations, Exempted Uses, Right -of -Way Dedication, Installation of
Improvements, Underground Utilities, Screening of Rooftop Mechanical Features,
Temporary Uses, and Wall Requirements for Professional, Commercial and
Industrial Uses.

Referred by the City Council
To precise plan the street alignment for
Lochlea Lane, Banff Lane, Cupar Lane and a street parallel to and
approximately 660 ft. south of Atlanta Avenue.
The Acting Secretary informed the Commission that
this proposal was heard by the Commission at their April 20, 1971 meeting
along with Zone Case No. 71-6 which proposed to rezone property in this
area from R2 to Rl. He stated that the City Council denied the zone change
Leaving the property remain in the R2 classification and referred precise
plan street alignment back to the Planning Commission for further review.

Said amendment proposes to amend Article
979 (Off -Street Parking) to require: 1) All parking spaces to be double
striped; 2) Main entrance and exit driveways for community and reginal
shopping centers -to be controlled -driveways with a minimum width of 48 ft.
for a depth of 100 ft. from curb into said commercial development and
3) that only diagonal'parking spaces be used as customer parking or
(short term parking). Employee parking�or-(long term parking) may be
90® stalls. _

Applicant - Fredericks -Development
The Acting Secretary informed the Com-
mission that Conditional Exception No. 71-1 has been appealed to the City
Council by Councilman Green. Mr. Harlow stated that if the said conditional
exception is approved by the City Council, it will be referred back to the
Board of Zoning Adjustments for additional conditions as deemed necessary.
DISCUSSION: Tentative -Tract -No. 5518 -
William Lyon Co.
Commission discussion was held regard-
ing the landscaping of the proposed development at Huntington Lake. It
was the consensus of the Commission that the Planning Department, the
Department of Public Works and the architect for the developer work together
to develop a plan.
