Monday, June 28, 1971
Mayor McCracken called the regular adjourned meeting of the City Council
of the City of Huntington Beach to order at 7:30 P.M.
The Pledge of Allegiance was given by all present in the Council Chamber.
ROLL CALL
Councilmen Present: Bartlett, Matney, McCracken, Green,
Shipley (arrived at 7:40 P.M.)
Councilmen Absent: Gibbs, Coen
RECESS - EXECUTIVE SESSION
The Mayor called an Executive Session of the Council to discuss person-
nel matters, and called a recess of the Council at 7:30 P.M. Council
was reconvened at 8:40 P.M. by the Mayor.
The Mayor appointed Councilman Green to serve as Acting City Clerk and
excused City Clerk, Paul C. Jones, from the remainder of the meeting.
INFORMAL MEETING INTERVIEWS - PLANNING COMMISSION
Mayor McCracken called an informal meeting of the.Council as a Committee-
of-th-Whole to conduct interviews for the position of Planning Commis--
sioner.
RECESS
The Mayor called a recess of the Council at 8:41 P.M. Council was re-
convened at 10: 30 P.M. by the Mayor.
APPOINTMENTS - PLANNING COMMISSION
On motion by Green, Council appointed Joseph P. Boyle to a four year
term on the City Planning Commission effective July 1, 1971 and re-
appointed Marcus N. Porter and. Frank Higgins'as representatives of said
Commission effective on the same date, by the following vote:
AYES: Councilmen: Shipley, Bartlett, Matney, McCracken, Green
NOES: Councilmen None
ABSENT: Councilmen: Gibbs, Coen
APPOINTMENT - ENVIRONMENTAL COUNCIL - CHRIS DOYLE
On motion. by Shipley, Council appointed Mr. Chris Doyle as a member of
the City Environmental Council, by the following vote:
AYES: Councilmen: Shipley, Bartlett, Matney, McCracken, Green
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Green

APPOINTMENTS - RECREATION AND PARKS COMMISSION
The Council considered :Letters from the various School Districts regard-
ing their recommendations for members to serve on the Recreation and
Parks Commission.
On motion by Green, Council appointed Mr. Louis E. DaHa,rb to represent
the Huntington Beach City School District, Mr. Rod. Cruse to represent
the Westminster School District, and reappointed Mr. Lee Mossteller to
represent the Huntington Beach Union High School District, Mr. Janes
Curran to represent Coast Community College District, Mr. Kent McClish
to represent the Ocean View School District, on the City Recreation and
Parks Commission. The motion passed by the following vote:
AYES: Councilmen: Shipley, Bartlett, Matney, McCracken, Green
NOES: Councilmen: None
ABSENT: Councilmen Gibbs, Coen

The Council accepted the report from Fountain Valley School District,
that they would submit a recommendation form member to said Commission,
to tie City Council at the meeting of July 6, 1971.

ORANGE ,'COUNTY COMMUNITY ACTION COUNCIL — REQUEST
A communication from the Orange County Community Action Council re-
questing further participation by the City, was discussed by the Council.
On motion by Green, Council directed the City Administrator to write
a letter to the Orange County Community Action Council suggesting that
it might be well for them to rotate the Cities involved with their
Council and select some other City for next year rather than Huntington
Beach, by the following vote:
AYES: Councilmen: Shipley, Bartlett, Matney, McCracken, Green
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Coen
NATIONAL LEAGUE OF CITIES�48TH ANNUAL CONGRESS OF CITIES
On motion by Green, Council authorized the Mayor and any Council member
to attend. the National League of Cities 48th Annual Congress of Cities
in Honolulu, Hawaii, from November 28 through December 1, 1971, with
reasonable expenses allowed; and further authorized a cash advance of
$500 to each Councilman attending said conference if requested. The
motion passed by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, Matney, McCracken, Green
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Coen
ORANGE COUNTY COAST ASSOCIATION
On motion by McCracken, Council directed that the City of Huntington
Beach rejoin the Orange County Coast Association in the same status
as in prior years, by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, Matney, McCracken, Green
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Coen
APPOINTMENT - URBAN LAND INSTITUTE - CITIZENS STEERING COMMITTEE
On motion by Green, Council accepted the resignation of Mr. Monte
Nitzkowski as a member of the Urban Land. Institute - Citizens Steer-
ing Committee, with regret, and directed that a plaque be prepared for
presentation to him; and. appointed Mr. Dale L. Dunn as a member of the
ULI Citizen Steering Committee to replace Mr. Nitzkowski. The motion
passed by the following vote:
AYES: Councilmen: Shipley, Bartlett, Matney, McCracken, Green
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Coen
ADJOURNMENT
On motion by Bartlett, the regular adjourned meeting of the City Council
of the City of Huntington Beach adjourned at :11:00 P.M. Motion carried.
