CONDITIONAL EXCEPTION NO. 71-32 - For decision only
Applicant: Garfield Convalescent Hospital
To permit a portion of an exist-
ing convalescent hospital to be used for the care of mentally
retarded. The subject property is located approximately 300
feet west of Florida Street, north side of Garfield Avenue,
in the R2 District.
The Commission reviewed the staff
report. Discussion followed.
A MOTION WAS MADE BY MILLER AND
SECONDED BY HIGGINS TO APPROVE CONDITIONAI; EXCEPTION NO. 71-32
UPON THE FOLLOWING ICONDITIONS:
1. All provisions of Article 979 Off -Street parking shall be
complied with.
2. Street trees shall be installed to Department of Public
Works requirements.
3. Any future licensing changes shall require an additional
conditional exception application.
AND FOR THE FOLLOWING REASON:
1. The existing convalescent hospital is in close proximity ~
to R3 and R3 zones which permit convalescent hospitals by
special permits, and the intended use is fronting on a
primary highway.

COMMISSIONER PORTER: Commissioner Porter arrived at 1:50 PM
to assume his duties.
DISCUSSION: Town Lot Study - Circulation Plan and Development

Edward Selich, Planning Aide,
made a presentation and'summary of recommendations on the Town
Lot Study. Mr. Selich spoke on the circulation plan, land use
intensity, density, setbacks, density, lot coverage, landscap-
ing, visual appearance, building height, subterranean parking
facility and curb cuts.
The Commission reviewed the pro-
posed recommendations. It was the consensus to continue said
item to the -next study session for further discussion. Also,
the staff is;to compare the proposals of Lenny Lindborg, (Con-
ditional Exception No.,71-8) to determine their comparability

with this proposal to be brought upon July 7 regular meeting.
USE VARIANCE NO. 671 - Discussion
Applicant: Southern California Edison Company
Bob Burbank, representing
the Southern California Edison Company, addressed the Commission
and asked if it would be permissible to construct an 8 foot block
wall fence'in lieu of the previous condition of approval requiring
an 8 foot chain link fence around the entire property for the -Wave
Substation (Lake Street).
The Commission reviewed the
proposal.

AND SECONDED BY MILLER TO ALLOW THE APPLICANT TO CONSTRUCT AN 8 FT.
BLOCK WALL FENCE IN LIEU OF THE PREVIOUSLY REQUIRED 8 FT. CHAIN
LINK FENCE.

COMMISSIONER BAZIL: Commissioner Bazil arrived at 2:10 PM and
assumed his duties.
DISCUSSION: Third Phase of Central City Park

Planner.. -made a presentation of the third phase of the Central City
Park.
The Commission discussed
the possibility of 1) extending Ellis Avenue west and terminate
Main Street; 2) Realigning Talbert Avenue and eliminating Ellis;
and, 3) Re-aligW Ellis Avenue.
A MOTION WAS MADE BY DUKE
AND SECONDED BY PORTER TO INSTRUCT THE STAFF TO PREPARE AN ARTERIAL
STREET STUDY REGARDING THE CENTRAL INDUSTRIAL AREA AND'PHASE III OF
CENTRAL PARK.

PROPOSED CODE AMENDMENT NO. 71-16
SIGN HEIGHT
Said amendment proposed to
establish the maximum height limitation for all free standing signs,
roof signs, or combination thereof at thirty-five (35) feet.
The Commission reviewed
the proposed code amendment.

REVIEW: USE PERMIT NO. 69-33(a)

The Acting Secretary reviewed
the revised plan as submitted on June 29, 1971. Mr.McIntosh,
representing the applicant, explained the proposal and pro-
posed rearrangement of the mobile home spaces.
The Commission discussed the
revised plan.
A MOTION WAS MADE BY BAZIL AND
SECONDED BY PORTER TO APPROVE THE REVISED PLAN FOR USE PERMIT
NO. 69-33(a) UPON THE FOLLOWING CONDITIONS:
1. Trees shall be planted inside the wall between the street
trees along Beach Boulevard. Such trees shall be the same
size and specie as the trees presently existing on Beach
Boulevard.
2. Plan for screening along Delaware Street shall be submitted
to the Planning Department for approval. Such plan shall
substantially conform to the rendering submitted by the
applicant for Beach Boulevard.
3. The size, specie and spacing of the trees to be planted
along the outside of the perimeter of the storage area
shall be approved by the Planning Department.
4. A minimum 10 ft. setback shall be provided on Beach Boul-

evard, for trailers siding onto Beach Boulevard.

The Acting Secretary informed
the Commission that one of the conditions of approval was that
the applicant submit side and rear elevations of said project.
The Commission reviewed the elevations.

AND SECONDED BY BAZIL TO APPROVE THE SIDE AND REAR ELEVATIONS
FOR USE PERMIT NO. 70-61(a) AS PRESENTED BY THE APPLICANT.

Applicant: Grossman -Crawford
The Commission reviewed the
proposed sign structure to be located west of Beach Boulevard,
150 feet south of Edinger Avenue. A representative for the

applicant stated that the sign height would be approximately 37 1/2
feet because a lamp would be installed above the 35 ft. height as
previously approved by the Commission.
A MOTION WAS MADE BY HIGGINS
AND SECONDED BY PORTER TO APPROVE USE PERMIT NO. 71-20 UPON THE FOL-
LOWING CONDITIONS:

1. The height of the identification sign shall be 35 ft. to the
top of the roof shown on said sign and the lamp shall not ex-
ceed 5 ft. in height.
AND FOR THE FOLLOWING REASON:
1. The Sigg Ordinance presently allows a 50 ft. high sign.

CHAIRMAN SLATES: Chairman Slates suggested that the staff study
side yard setbacks in industrial zones, rear yard setbacks where
R1 abuts an industrial zone, and uses in the M1 zone.
