ELECTION OF OFFICERS: Election of officers was held pursuant to Section 804, Huntington Beach City Charter. Nominations for Chairman were opened. Commissioner Porter was nominated for Chairman by Commissioner Higgins. There being no further nomination, the nominations for Chairman were closed. ROLL CALL VOTE: AYES: Higgins, Bazil, Slates, Duke, Kerins, Boyle NOLS: None ABSENT: None ABSTAINED: Porter THE MOTION CARRIED. Nominations for Vice -Chairman were opened. Commissioner Bazil nominated Commissioner Biggins for Vice -Chairman. Commissioner Higgins declined the nomination stating that he felt he,did not have enough experience on the Commission. % Commissioner Kerins nominated Commissioner Duke for Vice -Chairman. There being no further nominations the nomination for Vice -Chairman was closed. A secret ballot was held for the office of Vice -Chairman. The Secretary advised the Commission that Commissioner Duke had received a majority vote. The Chairman requested a roll call vote. The Acting Secretary read a letter from the applicant, requesting continuance of Tentative Tract Map No. 743S to July 20, 1971. This conditional exception will result in an increase in density from one unit for each 950 square feet of lot area to one unit for each 534 square feet of lot area. The subject property is located on the north side of llta Street and east of Orange Avenue in the R3 Limited Multiple Family Residence District. CONDITIONAL EXCEPTION NO. 71-25 :applicant: Skaggs and Stewart To permit a 22 unit apartment complex on a parcel of land having 11,750 square feet of area in lieu of the maximum 12 units permitted by ordinance. This conditional exception will result in an increase in density from one,unit for each 950 square feet of lot area to one unit for each 534 square feet of lot area. The subject property is located on the north side of 16th Street, east of Olive Avenue in the R4 Multiple Family Residence District. The Acting Secretary informed the Commission that -the staff reveiwed the circu- lation plan for this area as well as the development standards including density, setbacks, building height, lot coverage, parking, curb -cuts, landscaping and visual appearance. It was the consensus of the Commission that Conditional Exceptions No. 71-24 and 71-25 be continued to allow time for the staff to review the plans to determine whether they conform to the proposed requirements of the Land Use Intensity System. All conditions of the previously approved tentative tract shall be applicable and shall be complied with. 2. The owners of each of the condominium units shall have an equal and undivided interest in the common area designated "Lot A". This undivided interest shall also include the four (4) lots recorded within Final Tract No. 6357 which is a part of the original tenta- tive map. 3. An association incorporating each of the separate condominium projects shall be formed for the purpose of maintaining the common areas and of maintaining each condominium project. 4. The C.C. and R's, Articles of Incorporation, By -Laws and Management Contract shall be submitted to the Planning Department and City Attorney's office for approval. S. The C.C. and R's shall contain, at least, the following provisions: a. Recreation areas within the development shall be reserved for the exclusive use of residents within the project and are non-paying guests. b. To permit the following: 1) Lots to average 6000 square feet over the entire tract in lieu of the requirement that each six (6) contiguous lots average 6000 square feet. 2) Lot widths to average 55 feet for rectangular and 50 feet for /cul-de-sac and knuckle lots in lieu of the requirements that each six (6) contiguous lots average 60 feet in width; and 3) A minimum 40 feet of front- age on cul-de-sac and knuckle lots in lieu of the minimum 45 feet required by ordinance. The subject property is located approximately 251 feet south of Edinger Avenue and west of Saybrook Lane in the R1 Single Family Residence District. In Conjunction With TENTATIVE TRACT MAP NO. 6808 49 lots on Subdivider: Huntington Harbour Corp. 11.09 acres of land, located approximately 251 ft. south',of Edinger Avenue and west of Saybrook Lane. The hearing was opened to the audience. Don Byrnes, representing the applicant, explained the proposal. There being no other comment the hearing was closed. Commission discussion followed. This property was originally part of a larger area that was designed with land fingers and water basins typical of other Huntington Harbour areas. This design was made unfeasable by the recent taking by the State of a large part of this area for a school site incident to the routing across the original school site by the future coast freeway. 2. Lot size (Lot #36) exceeds lot size in immediate vicinity in Huntington Harbour. 3. The applicant has demonstrated sufficient hardship. This property is master planned for highway related commercial uses which is consistent with the applicant's request. 2. The proposed hotel -motel complex at this location is reasonable as it will be tied in with the restaurant fronting on Pacific Coast Highway. The -subject property is located on the west side of 15th Street, 100 feet south of Palm Avenue. The hearing was opened to the audience. Robert Skaggs, architect, explained the proposal. There being no other comment the hearing was closed. Commission discussion followed. A MOTION WAS MADE BY DUKE AND SEDONDED BY BOYLE TO APPROVE CONDITIONAL EXCEPTION NO. 71-35 UPON THE FOLLOWING 00NUTIONS: 1. That the foster children listed be the children approved as per this request. 2. That any future reduction in the placement of the existing fosteY children would be such that an aggregate total of eight (8) persons shall constitute the "maximum allowable". (It is the intent of this condition that a future reduction would lead to conformance with the proposed Care of Non - Related ordinance.) Planning Commission Tuesday, July 7, 1971 Page No. 8 CONDITIONAL EXCEPTION NO. 71-38 Applicant: Project Coordinators To permit two (2) Single Family Residences to remain on property zoned C2 after a portion of said property is developed as a parking lot to serve a restaurant use (Marie Callender Pie Shop No. 13). The subject property is located on the north side of Aldrich Street approximately 480 feet west of Beach Boulevard and adjacent to the rear property line of said restaurant. The hearing was opened to the audience. Philip Tiller, representing the applicant, explained the request. _Two property owners opposed the request, stating that allowing residents to remain is not advantageous to commercial zones. A MOTION WAS MADE BY SLATES AND SECONDED BY BAZIL TO DENY CONDITIONAL EXCEPTION NO. 71-38 FOR THE FOLLOWING REASONS: 1. A precedent would be set to allow residences in commercial development. 2. Commercial driveway would be located between two residential homes. 3. Houses would remain for number of years - this should be discouraged. Zoning Adjustments To permit the continued use of a 400 square foot advertising sign to be used as off - site advertising for the Huntington Seacliff Country Club (a public recreational facility) and as a temporary directional sign for the Huntington Seacliff Planned Community. The subject property is located on the northeasterly corner of Goldenwest Street and Ocean Avenue in the C3-0 General Business District combined with oil production. A FURTHER MOTION WAS MADE_BY-__ BOYLE AND SECONDED BY KERINS TO APPROVE CONDITIONAL EXCEPTION NO. 71-38 FOR A PERIOD OF 5 YEARS AND AT THE END OF THE FIRST YEAR, THE SIGN SHALL BE MADE TO CONFORM TO THE REQUIREMENT IN EFFECT FOR DIRECTIONAL SIGNS FOR LAND DEVELOPMENT PROJECTS. AND FOR THE FOLLOWING REASON: 1. This sign should be no larger than other signs for land development projects. Also, approval was granted in 1967, thus, permission to allow the sin to remain at the present size for one additional year will allow for a 5 year amortization period similar to outdoor advertising signs. Higgins, Boyle, Kerins CODE AMENDMENT NO. 71-15 PLANNED DEVELOPMENT SUFFIX (-PD) - Said amendment proposes to add Article 926 Planned Development Suffix (-PD): The intent of this suffix is that it shall require that the Planned Residential Development Ordinance of the Huntington Beach Ordinance Code prevail over the basin residential district whereto the suffix is affixed. Property in the -PD suffix shall develop as a planned residential development. Said amendment also proposes to update S. 9050.1 Designation of Districts. The hearing was opened to the audience, there being no comment the hearing was closed. CODE AMENDMENT NO. 71-17 UNITS PER GROSS ACRE Said amendment proposes to add S. 9050.4 Units Per Gross Acre and shall read as follows: In any residential district the maximum number of units per gross acre may be established as different from that set forth in the provisions of said residential district by designating such number of units as a parenthetical numberical suffix. Said suffix shall be connected to the district symbol by a hyphen and shall appear on the official sectional district map. COMMISSIONER HIGGINS: Commissioner Higgins commended Commis- sioner Slates for being a Chairman of the Planning Commission for the past two years. COMMISSIONER SLATES: Commissioner Slates commented on the Airport Land Use Commission regarding the control of Land Use around Meadowlark Airport. DISCUSSION: Discussion was held regarding the backlog of anning ommission Minutes. It was their consensus that the Minutes be shortened and to the point only reporting action since a tape recording is kept on file in the Planning Department Office.
