to residential property in lieu of the required 10 ft. setback.

To permit the construction of a
commercial building in the C4 Highway Commercial District.
The subject property is located on
the south side of Adams Ave., approximately 125 ft. west of
Huntington Ave., extending south to Portland St.
The hearing was opened to the audience.
Mr. Bray addressed the Board and
submitted revised plans and explained the revisions. He asked
whether his parking could be provided for at a ratio of one
space for every 400 ft. rather than the previously required
200 sq. ft. requirement.
It was noted that the previously zoned
R1 property in that block had been rezoned to Commercial and
that this request would have to be resubmitted by a new Condi-
tional Exception Application.
There being no further comment, the
hearing was closed.

Planning Commission concurred that a driveway should have at
least a 20 ft. setback and that some changes could be made to
meet this requirement.

poses. The subject property is located on the south side of
Murdy Circle, 260 ft. west of centerline of Gothard St. in
the M1 Light Industrial District.
It was noted by the Acting
Secretary that this application was accepted in error and the
applicant should be reimbursed.

Applicant: Michael J. Major
To permit the construction of a
beauty shop in the C4 Highway Commercial District pursuant
to S. 9411.2, S. 9430.1 and S. 9472.1. The subject pro-
perty is located on the west side of Beach Blvd., approxi-
mately 1000 ft. north of Garfield Ave.
The hearing was opened to the
audience.
Mike Major addressed the Board and
explained the request.
It was pointed out that insufficient
parking was shown on the plot plan unless the beauty parlor
was limited to four operator stations. This was agreeable
with the applicant.
There being no further comment,
the hearing was closed.

CONDITIONAL EXCEPTION NO. 71-42A
Applicant: Huntington By the Sea
To allow two pole signs for identi-
fying the name of a residential development in lieu of the
required affixing of an identifying sign to a masonry wall:
S. 9764.1.3 and S. 9764.1.4. The subject property is located
on the northwest corner of Newland St. and Pacific Coast
Highway in the R5 Office -Professional District.
The hearing was opened to the audience.
Walter Alvey, representing the appli-
cant, addressed the Board and explained his request. He
stated that the wish of the applicant would be to install the
new pole signs and allow the existing identification signs to
remain until their temporary permit expired.
It was noted that all the signs
were non -conforming. That in a residential area, only letters on
a permanent wall were permitted. It was the consensus of the
Board that to grant this request, if granted, would set a pre-
cedent.
There being no further comment, the
hearing was closed.

1. There is no apparent justification for a hardship to
grant relief from the following sections of the Huntington ^�
Beach Ordinance Code: S.9763.5, 9764.1.3, 9764.1.4 and
Article 924.
2. This would have set a precedent, if approved, in residen-
tial areas and other mobilehome parks that are exsiting
in the R5 District.
3. Granting this conditional exception would in effect be
a grant of special privilege not enjoyed by other pro-
perties in the same classification.
4. The intent of the Sign Code is to restrict signs to comply
with residential districts.
