The Commission reviewed the proposal. A discussion was held regarding a frontage road being provided along Adams Avenue. George Stringer, engineer for the developer, stated that the subdivider does not wish to install a frontage road and that a decorative block wall with planters and landscaping could be provided along Adams Avenue and Newland Street. Chairman Porter informed the Commission that he had requested to address the City Council at their July 19th meeting and requested that a joint meeting be held on July 26th to discuss the CD District Suffix as it relates to architecture review to any development within subject areas. Wells, Jr. To permit the construction of two additional residential units and a four car garage on a parcel of land having 5875 square feet or 1958 square feet of lot area per unit in lieu of the required 2000 square feet of lot area per unit and a reduction in the side yard setback to 4 feet in lieu of the required 5 foot side yard setback in the R2 Two Family Residence District. -3- 7/20/71 - PC Minutes: H. The Acting Secretary received a letter signed by 11 property owners endorsing the proposal. A letter signed by 3 property owners opposing the request was also read by -the Acting Secretary. The hearing was opened to the audience. Lyndon Wells, applicant, addressed the Com- mission and stated his reasons for the request. There being no other comment, the hearing was closed. Commission discussion followed. A MOTION WAS MADE BY SLATES AND SECONDED BY BAZIL TO APPROVE CONDITIONAL EXCEPTION NO. 71-39 UPON THE FOLLOWING CONDITIONS: 1. An additional 2 1/2 ft. of right-of-way shall be dedicated to the city for widening the alley. 2. All applicable city ordinances shall be complied with. AND FOR THE FOLLOWING REASONS: 1. The hardship is based on lot configuration in the town lot area. 2. To restrict the additional unit is an unfair burden to an owner of a 50 ft. lot. -3. It is the policy of the Commission to allow the additional unit where 3/4 of the lot area needed has been met. PLOT PLAN AMENDMENT NO. 71-6 - Referred by the Board of Zoning Adjustments) Applicant: Huntington Intercommunity Hospital To permit a one-story addition (40 ft. x 81 ft.) to the existing Huntington Intercom- munity Hospital. The subject property is located on the east side of Beach Boulevard, 207.32 ft. south of Newman Avenue in the R3 Limited Multiple Family Residence District. ROLL CALL VOTE: AYES: Higgins, Bazil, Porter, Slates, Kerins, Boyle, Duke NOES: None ABSENT: None THE MOTION CARRIED. USE PERMIT NO. 71-25 - Referred by the Board of Zoning Adjustments Applicant: Lloyd Mannes To permit the construction and operation of a four -bay self service car wash with approxi- mately 768 sq. ft. of general office in a second story over said car wash and to permit construction of a retail store in the C4 Highway Commercial District. The hearing was opened to the audience. The applicant addressed the Commission and explained the request. the hearing was closed. There being no other comment Commission discussion followed. It was the consensus of the Commission that this application should be continued to allow the applicant time to submit a plan showing the landscaping and elevation for further review. A MOTION WAS MADE BY DUKE AND SECONDED BY KERINS TO CONTINUE USE PERMIT NO. 71-25 TO THE AUGUST 3, 1971 MEETING FOR THE AFOREMENTIONED REASON. ROLL CALL VOTE: AYES: Higgins, Bazil, Porter, Slates, Kerins, Boyle, Duke NOES: None ABSENT: None THE MOTION CARRIED. COMMUNICATION: The Acting Secretary informed the Commission that the Apartment Committee reviewed the density requirement of the Planned Residential Development Ordinance. Mr. Harlow stated that the Committee recommended that the densities be reduced as follows: PRESENT PROPOSED R1 7.25 6711�_ R2 18 16 R3 29 26 Mr. Harlow further stated that the Committee also recommended: a) that a provision be added to Section 9312 Development Standard. To require all Planned Residential Development's to also meet the minimum standards set forth for the apartment development and b) that Section 9314 Exception be amended so as not to allow exception to the density requirements set forth in Section 9311.2. -5- 7/20/71 - PC Minutes: H. DISCUSSION: The Commission held a discussion pertaining to a pro- posed co a amendment which would allow construction of an aditional unit in multiple family residential districts in the town lot area if three -fourths of the required land area for such unit has been met. A MOTION WAS MADE BY SLATES AND SECONDED BY BOYLE TO INSTRUCT THE SECRETARY TO SET SAID CODE AMENDMENT FOR PUBLIC HEARING. ROLL CALL VOTE: AYES: Higgins, Bazil, Porter, Slates, Kerins, Boyle, Duke NOES: None ABSENT: None THE MOTION CARRIED. DISCUSSION: The Commission held a discussion pertaining to a pro- posed co a amendment which would permit that portion of a two story dwelling which is constructed over a garage or carport abutting an alley to be set back ten feet from the centerline of such alley. A MOTION WAS MADE BY SLATES AND SECONDED BY BOYLE TO INSTRUCT THE SECRETARY TO SET SAID CODE AMENDMENT FOR PUBLIC HEARING. DISCUSSION: FRONTAGE ROADS Commissioner Kerins stated that he is concerned with the act that further development on Adams Avenue may occur without frontage roads. He was also concerned that this same thing may happen on other highways unless something is done. A MOTION WAS MADE BY KERINS AND SECONDED BY BOYLE TO ADOPT A POLICY TO REQUIRE FRONTAGE ROADS ALONG ADAMS AVENUE AND , THAT THE POLICY WOULD CONTINUE UNLESS AN ADEQUATE LANDSCAPED STRIP IS PROVIDED WESTERLY TO LAKE STREET. DISCUSSION - HOUSING ELEMENT FOR THE GENERAL PLAN Jere Murphy, Associate Planner, reviewed an outline of a work program for the housing element. The Commission discussed the proposal. A MOTION WAS MADE BY KERINS AND SECONDED BY BOYLE TO ADOPT SAID WORK PROGRAM AND TO RECOMMEND ADOP- TION BY THE CITY COUNCIL. ROLL CALL VOTE: AYES: Higgins, Bazil, Porter, Slates, Kerins, Boyle, Duke NOES: None ABSENT: None THE MOTION CARRIED. PRECISE PLAN OF STREET ALIGNMENT NO. 71-3 Referred back to the Planning Commission by the City Council Said plan proposes to precise plan the street alignment for Lochlea Lane, Banff Lane, Cupar Lane and a street parallel to and approximately 660 ft. south of Atlanta Avenue. The Planning Director made a presentation on 3 different proposals for said alignment. The Commission reviewed said proposal. A MOTION WAS MADE BY SLATES AND SECONDED BY HIGGINS TO ADOPT PROPOSAL "C". THAT MOTION WAS WITHDRAWN. A FURTHER MOTION WAS MADE BY KERINS AND SECONDED BY DUKE TO CONTINUE PRECISE PLAN STREET ALIGN- MENT NO. 71-3 FOR A PERIOD OF 60 DAYS FOR THE FOLLOWING REASON: 1. TRAFFIC STUDY IN THE VICINITY OF THE HUNTINGTON CENTRAL PARK AND CENTRAL .INDUSTRIAL AREA: DISCUSSION Jere Murphy, Associate Planner, made a presentation on traffic circulation in the vicinity of the Huntington Central Park and Central Industrial area. No action was taken. TOWN LOT STUDY: DISCUSSION The Acting Secretary made a presentation and reviewed the Town Lot Study with the Commission. Mr. Harlow pointed out that the concern appears to be the height limits in established areas, and how the land use intensity rating should be applied. -7- 7/20/71 - PC `.. Minutes: H. B. EXCEPTION NO. 71-40 Applicant: Gerald A. Jones To permit the construction of a 3 unit apartment development on a lot having 5875 sq. ft. of lot area or 1958 sq. ft. in lieu of the required 2000 sq. ft. of lot area per unit in the R2 Two Family Residence District. Also, to allow garages to setback 8 ft. from the exterior property line in lieu of the required 10 ft. exterior side yard setback. The subject property is located on the northeast corner of Pecan Avenue and -18th Street. The hearing was opened to the audience. Gerald Jones, applicant, gave his reasons for the request. There being no other comment the hearing was closed. Commission discussion fol- lowed. A MOTION WAS MADE BY SLATES AND SECONDED BY BAZIL TO APPROVE CONDITIONAL EXCEPTION NO. 71-40 UPON THE FOLLOWING CONDITONS: 1. Sufficient right-of-way shall be dedicated to facilitate a curb return at the intersection of 18th Street and Pecan Avenue. 2. An additional 2 1/2 ft. of right-of-way shall be dedicated to the city for widening the alley. 3. All applicable city ordinances shall be complied with. AND FOR THE FOLLOWING REASONS: 1. RESOLUTION OF THE HUNTINGTON BEACH CITY SCHOOL DISTRICT - BOARD OF EDUCATION The Commission received a copy of a resolution requesting that Site No. 6 and Tentative Site No. 14 be deleted from the Master Plan and that a new intermediate site be shown south of Adams Avenue and west of Newland Street.
