MINUTES: On motion by Porter and second by Boyle, the Minutes of the Beach Planning Commission of April 6, 1971, were accepted as transcribed and mailed by the Secretary. ITEMS TO BE CONTINUED: TENTATIVE TRACT MAP NO. 7495 960 lots on 392 acres of Subdivider: Signal Landmark Inc. land located on the south- west of the Huntington Beach boundary from Ellis Avenue, northwest to Bolsa Chica Street and north of the adopted route of the Pacific Coast Freeway. George Stringer, engineer for the developer requested that Tentative Map No. 7495 be continued to September 21, 1971. A MOTION WAS MADE BY SLATES AND SECONDED BY HIGGINS TO CONTINUE TENTATIVE TRACT MAP NO. 7495 AT THE APPLICANT'S REQUEST. ROLL CALL VOTE: AYES: Higgins, Bazil, Slates, Porter, Duke, Kerins, Boyle NOES: None ABSENT: None THE MOTION CARRIED. TENTATIVE TRACT MAP NO. 7435 188 lots on 37.08 acres of Subdivider: Signal Landmark, Inc. land, located at the north- east corner of Adams Avenue and Newland Street. Jim Palin, Associate Planner, made a presentation on the revised map as submitted by the subdivider. Mr. Palin informed the Commission of the special design treat- ment to be provided on the wall and tree grouping on Adams Avenue and Newland Street. Discussion was held regarding a frontage road or adequate landscaping strip on Adams Avenue. Commissioner Kerins stated that he would like the Planning Commission to make a decision regard- ing the treatment on Adams Avenue. Lorraine Faber, Secretary of the Home Council, addressed the Commission and presented a resolution recommending that the City Planning Commission continue to require frontage roads on all pending and future residential developments bordering on Adams Avenue from the Santa Ana River bed westward to Beach Boulevard. Mr. Ken Biedeman stated that he does not endorse block walls. George Stringer, engineer, stated that he is opposed to this requirement. Commissioner Higgins suggested that the wall setback could be increased to 12 ft. in lieu of the required 8 f t. parkway and to provide ground cover of landscaping. -1- 8/3/71 - PC Minutes: H. B. A MOTION WAS MADE BY KERINS AND SECONDED BY DUKE TO DENY TENTATIVE TRACT MAP, NO. 7435 FOR THE FOLLOWING REASONS: 1. The subdivider is not providing a frontage road on Adams Avenue. 2. The proposed subdivision does not comply with the code requiring that each 6 contiguous lot average 6000 sq. ft. with. 60 ft. of frontage. ROLL CALL VOTE: AYES: Kerins, Duke, Boyle, Porter NOES: Slates, Bazil, Higgins ABSENT: None THE MOTION CARRIED. Further discussion was held. The Commission reconsidered their previous motion for denial of Tentative Tract Map No. 7435. A FURTHER MOTION WAS MADE BY KERINS AND SECONDED BY PORTER TO CONTINUE TENTATIVE TRACT MAP NO. 7435 TO THE AUGUST 10, 1971, STUDY SESSION FOR RECONSIDERA- TION AND A SUBCOMMITTEE OF THE PLANNING COMMISSION WAS TO MEET WITH THE DEVELOPER TO DISCUSS LANDSCAPING ON ADAMS AVENUE. Jack King, engineer for the developer requested approval of said tract. Mr. King stated that the subdivider would be willing to dedicate an additional 4 ft. of right-of-way along Adams Avenue. The Commission reviewed the proposal. A MOTION -WAS MADE BY SLATES AND SECONDED BY HIGGINS TO APPROVE TENTATIVE TRACT MAP NO. 7442 , UPON THE FOLLOWING CONDITIONS: 1. The tentative tract received July 22,,1971 shall be the _ approved layout. 2. No more than 2 units shall be constructed on each lot. If the developer chooses to go with more than a duplex unit per lot a new tentative map shall be filed to facil- itate alleys for all the required parking, 3. All oil equipment shall be removed and all wells shall be abandoned and removed according to State Division of Oil and�Gas and City regulation. 4. The -oil operations on the property north of this proposed subdivision which is shown on the latest assessors' map as being under the same ownership shall be brought up to City Code and requirements of the Department of Building and Safety, Oil Field Department and Fire Department prior to the recordation of a final map. This time may be ex- tended by the departments involved, however, no extension shall be granted to extend beyond the time when the units are finally inspected by the Department of Building and Safety. These improvements shall include a construction of a 6 ft. high masonry wall along the north border of the tract.
