MINUTES: On motion by Kerins, and seconded by Higgins, the
Minutes of the Huntington Beach Planning Commission
of May 4, and March 23, 1971 were accepted as transcribe
and mailed by the Secretary.

CONDITIONAL EXCEPTION NO. 71-24
Applicant: Skaggs and Stewart
*' To permit a 22 unit apartment
complex on a parcel of land having 11,750 sq.,ft. of area in
lieu of the maximum 12 units permitted by ordinance. This
conditional exception will result in an increase in density
from one unit for each 950 sq. ft. of lot area to one unit for
each 534 sq. ft. of lot area. THe subject property is located
on the north side of llth Street, east of Orange Avenue in the
R3 Limited Multiple Family Residence District.

George Shibata,
attorney, representing property owners within the general area,
stated that the property owners will not be able to develop
their property if this zone case is approved. Mr. Shibata
further stated that a residential buffer around the park would
be more compatible than the existing industrial properties.
Jerry Shea, Huntington Beach Company, stated that the time
delay would cause problems for developers. Wilbur Metzler,
11143 South Dudlong Avenue, Los Angeles, opposed the zone
change.
There being no other
comment the hearing was closed.

Commissioner Slates
stated that he feels it will be an infringement on people's
property rights if said zone case is approved. Commissioner
Kerins stated that the Commission should give the Design Review
Board a chance to show their ability.

signs for identifying the name of a residential development
in lieu of the requirement to attach"an identifying sign to
a masonry wall: S. 9764.1.3 and S. 9764.1.4. The subject
property is located on the northwest corner of Newland
Street and Pacific Coast Highway in the R5 Office -Professional
District.

George Shibata, attorney,
representing the applicant, explained the proposal. Mr. Gross,
resident of the trailer park spoke in favor of the proposed
sign. Also speaking in favor was the contractor for the sign
company.

the pxobiem of automotive garages. Mr. Harlow stated that
their uses are uses only permitted in the M1 zone, although
the services are being conducted in major auto service areas
and in conjunction with auto agencies. Mr. Harlow further
pointe4 out that service stations will not be permitted to
concty-t this kind of activity due to new Service Station
St4ndgr4s. Mr. Harlow asked if the Commission wants to allow
such 4p.5 in commercial zones under certain controls or should
they be limited to "M" zone.
It was the consensus of the
Commission that the staff study said proposal and that it
should be considered as a project for 1972.
The Planning Commission discussed
the proliferation of horse and horse stables in the city. It
w4s noted that the City Council has requested studies concerning
horses.
The staff was instructed to
prepare an ordinance which would establish area for riding and
bgar4ing horses.
