Monday, August 23, 1971
Mayor McCracken called the regular adjourned meeting of the City
Council of the City of Huntington Beach to order at 7:35 P.M.
ROLL CALL
Councilmen Present: Shipley, Bartlett, Green, Coen, McCracken
Councilmen Absent: Gibbs, Matney
RECESS
The Mayor called a recess of the Council at 7:40 P.M. to move
to the Administrative Annex so materials could be displayed.

Mayor McCracken reconvened the meeting at 7:45 P.M. in the Admin-
istrative Annex.
RES. NO. 3353 - ADOPTED- FIXES TAX RATE - FISCAL YEAR 1971-72 -(, '`
The Finance Director presented a report on the results of various
applications of tax rates, and considerable discussion was held
between the Finance Director and Council.
The Clerk was directed to read Resolution No. 3353 by title -
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
FIXING THE TAX RATE FOR SAID CITY FOR THE FISCAL YEAR 1971-72."
On motion by Shipley, Council waived further reading of Resolution
No. 3353 and adopted same by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, Green, Coen, McCracken
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Matney

JOINT POWERS FIRE TR�INING AGREEMENT - REPORT
Fire Chief Picard informed Council that they had been provided with
copies of a proposal outlining the plans for the Joint Powers Fire
Training Agreement between the Cities of Huntington Beach, Fountain
Valley, Seal Beach and Westminster. The Fire Chief then presented
a review of the entire project for Council's information.
On motion by Shipley, Council reaffirmed their approval of the Fire
Training facility and authorized the Fire Chief to proceed with the
development of the Joint Powers Fire Training Agreement between
cities, by the following vote:
AYES: Councilmen: Shipley, Bartlett, Green, Coen, McCracken
NOES: Councilmen: None

PERMIT ORDINANCE
The Police Chief addressed Council at length concerning the proposed
Permit Ordinance which would enable the Police Department to reg-
ulate various types of businesses in the City as well as simplify
business license procedures.
On motion by Bartlett, Council authorized the Police Chief to dis-
tribute copies of the proposed ordinance to all affected business
operations within the city; and directed that the proposed ordi-
nance be scheduled for a public hearing upon completion of all mod-
ifications or revisions of same. The motion was passed by the
following vote:
AYES: Councilmen: Shipley, Bartlett, Green, Coen, McCracken
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Matney
RESIGNATION - WILLIAM RIVER - H.B. PUBLIC FACILITIES CORP - ULI-CSC
Councilman Coen requested that consideration be given to filling
the vacancies on the Huntington Beach Public Facilities Corporation
and the Urban Land Institute - Citizens Steering Committee, created
by the resignation of Mr. William Ritter.
On motion by Coen, Council directed. the City Administrator to ar-
range interviews with those persons who have recently applied for
positions on the Urban Land Institute - Citizens Steering Committee
or Huntington Beach Public Facilities Corporation and. that any
Councilman who wishes, may submit a name for possible appointment
to these positions. The motion was passed by the following vote:
AYES: Councilmen: Shipley, Bartlett, Green, Coen, McCracken
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Matney
Council directed that a Certificate of Service be prepared for
presentation to Mr. Ritter in appreciation of his service to the
City. r
RES. NO. 3354 - ADOPT�Drl� SUPPORTS UTILITY USERS TAX DEDUCTION
Councilman Coen spoke regarding the resolutions which have been
adopted by various cities supporting a proposal that utility users
taxes be declared a deductible item for Federal individual income
tax purposes.
The Clerk was directed to read Resolution No. 3354 by title -
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
URGING THAT UTILITY USERS TAXES BE MADE DEDUCTIBLE FROM ADJUSTED
GROSS INCOME FOR FEDERAL INDIVIDUAL INCOME TAX PURPOSES."
On motion by Coen, Council waived further reading of Resolution
No. 3354 and adopted same by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, Green, Coen, McCracken
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs, Matney
INFORMAL MEETING CALLED
Mayor McCracken called an informal meeting of the Council as a
Committee -of -the -Thole following the adjournment of this meeting
to hear a presentation regarding the new Management Information
Reporting System.

On motion by Shipley; the regular adjourned meeting of the.City
Council of the City of Huntington Beach adjourned at 8:30 P.M.
