Bray To permit one parking space for every 400 sq. ft. of floor space in lieu of the pursuant 200 sq, ft., pursuant to Article 979. IN CONJUNCTION WITH USE PERMIT NO. 71-3 (Continued) Applicant: William C. Bray To permit the construction of a commercial building in the C4 Highway Commercial District. Subject property is located on the south side of Adams Avenue, approximately 125 ft. west of Huntington Avenue, extending south to Portland Street. The hearing was opened to the audience. William Bray, applicant, made a slide presentation of parking areas for similar type use in the city. Charles Geers, adjacent property owner and Frank Bray, spoke in favor of the rt° proposal. hearing was closed. There being no other comment, the Commission discussion followed. A MOTION WAS MADE BY KERINS AND SECONDED BY BAZIL TO CONTINUE CONDITIONAL EXCEPTION NO. 71-45 AND USE PERMIT NO. 71-3 TO SEPTEMBER 89 1971 TO ALLOW TIME FOR THE APPLICANT TO MEET WITH THE STAFF TO WORK OUT A PARKING REQUIREMENT OF ONE SPACE FOR EACH 300 SQ. FT. OF GROSS FLOOR AREA. ROLL CALL VOTE: AYES: Slates, Bazil, Higgins, Porter, Boyle, Kerins NOES: None ABSENT: Duke THE MOTION CARRIED. TOWN LOT STUDY,- CIRCULATION PLAN AND DEVELOPMENT PLAN Ed Selich, Planning Aide, reviewed a status report on the town lot study. Mr. Selich informed the Commission that because of the increased construction activity in the area, it is the consensus of the staff that the Commission should take action on the land use intensity, circulation plan and development standards for town lot area. Planning Commission August 24, 1971 Page 2 A MOTION WAS MADE BY BAZIL AND SECONDED BY BOYLE THAT THE STAFF PREPARE A CODE AMENDMENT ON THE ' DEVELOPMENT STANDARDS FOR TOWN LOTS AND SET SAME FOR A PUBLIC HEARING, ROLL CALL VOTE: AYES: Bazil, Boyle, Porter, Higgins NOES: Slates, Kerins ABSENT: Duke THE NOTION CARRIED. A FURTHER MOTION WAS MADE BY BAZIL AND SECONDED BY BOYLE TO APPROVE THE CIRCULATION PLAN AS PROPOSED AND INSTRUCT THE STAFF TO SET SAME FOR PUBLIC HEARING. ROLL CALL VOTE: AYES: Bazil, Higgins, Porter, Slates, Boyle, Kerins NOES: None ABSENT: Duke THE MOTION CARRIED, Additional Information: The Commission requested that the staff prepare a report on proposed densities which would be created by Land Use Intensity for further review at a later date. DISCUSSION: Guest Parking Requirement for Town Lot Area It was the consensus of the Commission to continue this item for further study. COMMISSIONER BAZIL: Commissioner Bazil was excused from further participation at 10:20 P.M. LETTER FROM HOME COUNCIL RE: SERVICE STATION LOCATIONS: The Commission received a letter submitted by the Home Council regarding service station locations and that the Planning Commission adopt a policy which would restrict the number to 2 of fuel dispensing facilities located at any intersection within Huntington Beach. A MOTION WAS MADE BY KERINS AND SECONDED BY SLATES TO INSTRUCT THE STAFF TO PREPARE A CODE AMENDMENT PERTAINING TO SERVICE STATION LOCATIONS. ROLL CALL VOTE: AYES: Higgins, Porter, Slates, Boyle, Kerins NOES: None ABSENT: Bazil, Duke THE MOTION CARRIED. DISCUSSION: Precise Plan of Alley Alignment and Required Setback Discussion was held pertaining to precise plan of alley alignment which would require an additional 5 f t. of right-of-way along the easterly line of the existing alley between Beach Boulevard and "A" Street on the south side of Warner Avenue and, also discussed establishing a 10 ft. setback line along the easterly line of said alley. ROLL CALL VOTE: AYESs Higgins, Porter, Slates, Boyle, Kerins NOES: None ABSENT: Bazil, Duke THE MOTION CARRIED. DISCUSSION : The Commission discussed the possibility of requiring an Administrative Review for apartment construction in the Town Lot Area because of the increased construction activity in the area. A MOTION WAS MADE BY BOYLE AND SECONDED BY KERINS TO INSTRUCT THE STAFF TO PREPARE A CODE AMENDMENT PERTAINING TO ADMINISTRATIVE REVIEW FOR TOWN LOT AREA.
