WEDNESDAY, AUGUST 25, 1971 BOARD MEMBERS PRESENT: Lovejoy, Lipps, Palin BOARD MEMBERS ABSENT: None MINUTES: On motion by Palin and second by Lovejoy the minutes of the Huntington Beach Board of Zoning Adjustments for April_7, 1971 were accepted as transcribed. AGENDA ITEMS TO BE CONTINUED OR WITHDRAWN: ADMINISTRATIVE REVIEW NO. 71-49 (Continued) Applicant: Rev. Richard P. Lucas To permit temporary use of an__._ existing building for church services in the R5 Office Profes- sional District. The subject property is located.on the north- west corner of Garfield Avenue and Gothard Street. Reverend Richard P. Lucas addressed the Board. It was noted that the Department of Public Works would require dedication and improvements if this application were approved. It was suggested that because of the temporary nature of this request and past uses of this property, Rev. Lucas should approach the City Council with this request. Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY LOVEJOY TO CONTINUE ADMINISTRATIVE REVIEW NO. 71-49 TO SEPTEMBER 8, 1971 TO ALLOW THE APPLICANT ORAL COMMUNICATION WITH THE CITY COUNCIL. ROLL CALL VOTE: AYES: Lovejoy, Lipps, Palin NOES: None ABSENT: None THE MOTION CARRIED. DIVISION OF LAND NO. 71-26 Applicant: Frank H. Green To permit the division of a legal parcel of land into three separate parcels. The subject property is located on the east side of Sims Street, north side of Los Patos Drive, 320 f t. south of Orion Avenue. Frank Green addressed the Board and explained his request. The Board pointed out to Mr. Green that because of the extreme depth of the proposed divi- sion, it would cause future problems to the owner and the City. Other and better ways of dividing this property were pointed out. Mr. Green was agreeable to continue this item for one week to attempt to work out a more advantageous division of land. -1- 8/25/71 - BZA Minutes: 11. B. A MOTION WAS MADE BY PALIN AND SECONDED BY LIPPS TO CONTINUE DIVISION OF LAND NO. 71-26 TO SEPTEMBER 1, 1971. ROLL CALL VOTE: AYES: Lovejoy, Lipps, Palin NOES: None ABSENT: None CONDITIONAL EXCEPTION NO. 71-42 (a) - Referred back to the Board Applicant: Huntington by the Sea for action and conditions To permit two pole signs for identifying the name of a residential development in lieu of the requirement to attach an identifying sign to a masonry wall: S.9764.1.3 and S. 9764.1.4. The subject property is located on the northwest corner of Newland Street and Pacific Coast Highway in the R5 Office -Professional District. The hearing was opened. Walter Alvey, Frank Navarro and Sam Navarro, representing the applicant, addressed the Board and explained their request. It was stated that there was a real problem because their signs could not be seen until vehicles had gone past them and this caused a traffic problem as well as an inconvenience. It was noted that the Planning Commission found that the travel trailer section was a commercial use and as such should have the benefit of commercial signing, Article 976 of the Ordinance Code. Also that although the park is in the RS zone therefore non -conforming, it should conform to the signing for mobilehome parks. It was pointed out that at the time the Planning Commission had their discussion, the applicant agreed to remove the existing signs at both locations and to reconstruct one sign on the travel trailer location and one sign on the mobilehom_e park, which sign would be a wall sign of raised letters affixed to the masonry wall. The applicants requested that the staff further study their need and make a field trip to the location. There being no further comment, the hearing was closed. Board discussion was held. The subject property is located at 709 Delaware Avenue in the R2 Two Family District. AND CONDITIONAL EXCEPTION NO. 71-58 (Continued) Applicant: Leonard 0. Lindborg To permit private open space areas with a minimum dimension of 11 ft. in lieu of the re- quired 20 ft. to satisfy the open space requirement for a triplex: The subject property is located at 711 Delaware Avenue in the R2 Two Family Residence District. The hearing was opened to the audience on both items. Mr. Lindborg, applicant, addressed the Board and made a presentation of his proposal. He answered questions of persons in the audience, explaining the parking concept which was of some concern to adjacent property owners. Mary Kooyers asked that the petition she had submitted be withdrawn. the hearing was closed. There being no further comment, Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY LIPP_S TO APPROVE CONDITIONAL EXCEPTION NO. 71-57 AND CONDITIONAL EXCEPTION NO. 71-58 FOR THE FOLLOWING REASONS: 1. The applicant has provided 650 sq. ft. plus of open space within one area and has provided open space areas which total more than 1200 sq. ft. 2. There shall be no fence, structure, or landscaping constructed or maintained over 3 1/2 ft. high within a 10 ft. by 10 ft. triangular area at the intersection of driveways and streets or within a 25 ft. by 25 ft. triangular area at the intersection of streets. 7. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 8. All private streets shall meet the minimum standards for apart- ment developments as adopted by the Planning Commission. 9. The structural street section of all private drives shall be approved by the Department of Public Works. 10. All applicable City Ordinances shall be complied with. Carl Wieland To permit the construction of a room addition to an existing dwelling to set back 6 ft. 8 in. in lieu of the required 10 ft. rear yard setback. The subject prop- erty is located at 15421 Baffin Circle in the R1 Single Family Resi- dence District. The hearing was opened to the audience. It was noted by the Acting Secretary that a room addition could be constructed in conformance to the code, and there seems to be no justification. Mr. Wieland, applicant and Mr. Miller, property owner, addressed the Board and explained the -request. The 15 ft. 4 in. proposed add -on is excessive with a minimum of 6 ft. 8 in. setback. 2. The dwelling was constructed when a 22 ft. setback was required. 3.
