Mayor McCracken called the Special Meeting of the City Council of
the City of Huntington Beach to order at 7:45 P.M.
The Pledge of Allegiance was given by all present in the Council
Chamber.
ROLL CALL
Councilmen Present: Shipley, Bartlett, Green, Matney, Coen, McCracken
Councilmen Absent: Gibbs
CALL FOR SPECIAL MEETING
The City Clerk read the Call for Special Meeting which had been
received and consented to by all Councilmen prior to 7:00 P.M.
on Monday, August 30, 1971, for the purpose of discussing and
taking action on City revenues:

Mayor McCracken stated that: this Special Meet_ing of the Ci ty Co�incll
had been called f'or the purpose of discussing and taking; action on

The A:;sistant City Admi.n. otrator pre,cented an outline of various
alternatives and recommendations offered by Administration to re-
solve the City's financial situation.
Considerable discussion was held concerning the proposal to in-
crease the park bond tax so that the park projects would be self-
supporting and would allow the proceeds from the utility tax reve-
nues to be used elsewhere.
The Assistant City Administrator explained that due to the Presiden-
tial wage and price freeze, fees for City services could not be
increased for the purpose of gaining new revenue.
Mrs. Rhoda Martyn, 17041 Courtney Lane, Huntington Beach, addressed
Council in favor of increasing the tax rate on the 1970 park bond
interest and redemption.
Mrs. Charlene Bauer, 16911 Bedford Lane, Huntington Beach, addressed
Council and stated that she believed increasing the tax rate on the
park projects was the most equitable method of raising the needed
revenue.
The City Librarian addressed Council and requested that Council con-
sider the increasing of the Library Fund Tax to provide books for
the Central Library.
Mrs. Margaret Ressner, Colchester Lane, Huntington Beach, addressed
Council regarding the tax burden presently being carried by the res-
idents of the City.
At the direction of Council, the City Clerk read Resolution No. 3361
in full - "A RESOLUTION OF THE CITY COUNCIL OF' THE CITY OF HUNTINGTON
BEACH FIXING THE TAX RATE FOR SAID CITY FOR THE FISCAL YEAR 1971-
1972 AND RESCINDING RESOLUTION NO. 3353."
On motion by Coen, Council adopted Resolution No. 3361 by the follow-
ing roll call vote:
AYES- Councilmen: Shipley, Bartlett, Green, Matney, Coen, McCracken
NOES: Councilmen: None
ABSENT: Councilmen: Gibbs
On motion by Coen, Council directed that additional moneys generated
in the Library Fund by the increase in tax rate from .11237 to
.15000, be used for the purpose of providing books for the new
Central City Lib rary.,and for no other purpose. The motion was passed
by the following roll call vote:
AYES: Councilmen: Ship7_ey, Bartlett, Green, Matney, Coen, McCracken
NOES: Councilmen: None
ABSENT: Councilmen: Gibb:
ADJOURNMENT
On motion by Bartlett, the Special Meeting of tf-e City Council of
