HomeMy WebLinkAbout1971-09-14MINUTES Council Chamber, Civic Center Huntington Beach, California Tuesday, September 14, 1971 Mayor McCracken called the regular adjourned meeting of the City Council of the City of Huntington Beach to order at 8:15 P.M. The Pledge of Allegiance was given by all present in the Council Chamber. ROLL CALL Councilmen Present: Shipley, Bartlett, Gibbs, Matney, Coen, McCracken ( Green arrived at 8:22 P.M. } Councilmen Absent: None Mayor McCracken announced that Councilman Green was expected shortly and in the interim period Council would hear a report from the City Clerk. COUNCIL MEETINGS - MURDY� COMMUNITY CENTER The City Clerk informed Council of the difficulties which had been encountered in making the Murdy Community Center operational for the conduct of future Council meetings. He stated that the facility's acoustics were excellent; however, an expenditure of approximately $150 to $300 would be necessary for the purchase of microphone mixers to be used even as a temporary installation, and informed Council that professional services would be necessary for the in- stallation of the sound equipment. Following discussion between the Council and City Clerk, it was determined that the regular Council meeting of September 20, 1971, would be held in the Council Chamber and that the regular meeting of October 4. 1971, would be scheduled on an experimental basis, at the.Murdy Community Center. Councilman Green arrived at the meeting. REPORT - MAYOR McCRACKEN - PACIFIC COAST FREEWAY Mayor McCracken reported that the Pacific Coast Freeway Council Com- mittee had met with representatives from the cities of Newport Beach and Costa Mesa and that the City of Newport Beach has an alternate route which they plan to submit to the State along with another route proposed by the City of Costa Mesa. He stated that it had been recommended that each city send delegates to a meeting which is to be held with State officials in Ventura, California, for the purpose of requesting the State Division of Highways to postpone their decision on a route and work with the affected cities to select a route acceptable to all concerned. On motion by Gibbs, Council authorized Councilmen Shipley and McCracken to attend the meeting with the State in Ventura, California, with reasonable expenses allowed. The motion was passed by the following vote: AYES: Councilmen: Shipley, Bartlett, Gibbs, Green, Matney, Coen, McCracken NOES: Councilmen: None ABSENT: Councilmen: None 92 Page #2 - Council Minutes - 9/14f71 EXCAVATION PERMIT - BROOKHURS11 STREET SEWER ALIGNMENT A motion was made by Councilman Coen, that tl',: City as a Council, authorize the appropriate Department Heads 1C.0 issue the excavation permit upon proper application by the County Sanitation District, and to comply with the Court order in all other respects. The motion was passed by the following vote: AYES: Councilmen: Shipley, Bartlett, Gibbs, Green, Matney, Coen, McCracken NOES: Councilmen: None ABSENT: Councilmen: None MAYOR McCRACKEN - COUNCIL MOTE OF CONFIDENCE Councilman Coen spoke regarding the recent article in a local. news- paper which gave the erroneous implication that the Mayor of the City of Huntington Beach was lacking the full support of his fellow Council members. Each Council member in turn testified as to their satisfaction with the manner in which Mayor McCracken has attended to the duties of Mayor. On motion by Coen, Council extended a vote of confidence to Mayor McCracken for the exemplary manner in which he has conducted him- self while serving as Mayor of the City of Huntington Beach, by the following roll call vote: AYES: Councilmen: Shipley, Bartlett, Gibbs, Green, Matney, Coen NOES: Councilmen: None ABSENT: Councilmen: None ABSTAIN: Counc ilmen: McCracken Councilman Matney then spoke at length concerning the possible harmful repercussions which could occur in a city as a result of irresponsible newspaper reporting. Mayor McCracken expressed his appreciation to Council For their vote of confidence. COAST COMMUNITY COLLEGE DISTRICT Councilman Coen stated -"hat he would report on the recent meeting of the Coast Community College District Council Committee, as he would not be in attendance at the September 201, 1971, Council meeting due to religious reasons. Councilman Coen reported that it was the recommendation of the com- mittee and the representatives from other cities that their respect- ive City Councils be informed that action taken by the committee relative to the formation of the Coast Community College District would have a result on the tax base of each city. Councilman Coen requested and was granted permission to send let"ters to this effect to the participating cities. 31 APPOINTMENTS - INTERGOVERNMENTAL COMMITTEE Councilman Coen stated that he had been informed of the existence of the Intergovernmental. Committee which was fo.,'med to give cities within the County a vehicle to work with in est::tblishing and keeping open communications between cities. He stated 1,hat the committee is composed of two councilmen from each city serving on a semi -permanent basis. On motion by Green, Councilman Coen was appoint,.d to serve as the City's representative tc:, the Intergovernmental Committee with Calm- cilman Shipley serving as alternate. The motion wa; assed by the following vote: AYES: Councilmen: Shi,)ley, Bartlett, Gibbs, Green, Mat*sey, Coet, McCracken NOES: Councilmen: None ABSENT: Councilmen: None 93 Page #3 - Council Minutes - 9/14/71 AD HOC COMMITTEE REPORT - SANTA ANA RIVtR-SANTIAGO CREEK GREENBELT PLAN Councilman Shipley reported on the meeting of the Ad Hoc Committee on the Santa Ana River -Santiago Creek Greenbelt Plan, which was held for the purpose of selecting a Coordinator for the plan. He stated that the County had requested that if an appointment is made from the City of Huntington Beach, it would be preferable that the person's salary and/or expenses be funded through the Federal "PEP" program. The Council requested a report from staff on this matter. EXECUTIVE SESSION CALLED Mayor McCracken called an Executive Session of the Council at 8:47 P.M. to discuss personnel matters. RECESS Mayor McCracken called a recess of the Council at 8:47 P.M. RECONVENE The meeting was reconvened at 11:35 P.M. by the Mayor. A-%- - 3 9 The City Council of the City of Huntington Beach has given the present City Administrator, Doyle Miller, notice of his intended removal from that office as of October 18, 1971. Mr. Miller has also been sus- pended from duty as of 5:00 P.M. on September 14, 1971. The City Council has directed the Personnel Director of the City to commence a nation-wide search through the State Personnel Board to find a new City Administrator. The Assistant City Administrator has been appointed Acting City Administrator pro tem until further Council direction. ADJOURNEMNT On motion by Green, the regular adjourned meetin of the City Council of the City of Huntington Beach adjourned at 1IN5 P.M.
