The subject property is located at the northwest corner of Springdale St. and Brannen Dr. in the R1 Single Family Resi- dence District. The hearing was opened to the audience. Trent Wilson, representing the applicant, addressed the Board and explained the request. It was noted by the Board that as long as this sign is located within the model home and sales office complex, there is no need for this application as such signs are not subject to, the 200 ft. setback from a dwelling. It was a consensus of the Board that a legal opinion was required. The applicant agreed to a continuance. There being no further comment, the hearing was closed. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO CONTINUE CONDITIONAL EXCEPTION NO. 71-69 TO SEPTEMBER 22, 1971 FOR THE AFOREMENTIONED REASON. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 71-70 Applicant: Orange Coast Advertising To permit the continued use of an existing non -conforming subdivision directional sign for one year. The subject property is located on the south side of Slater Ave., west of Edwards St. in the R1 Single Family Residence District and RA Residential Agricultural District. The hearing was opened to the audience. Mr. Trent Wilson, representing the applicant, addressed the Board and explained the request. It was a consensus of the Board that this application should be withdrawn as the sign conforms with the Huntington Beach Ordinance Code at the present time as the dwelling units within the subject tract are not con- structed at this time. Mr. Wilson requested withdrawal of this application. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO ACCEPT THE APPLICANT'S REQUEST FOR WITHDRAWAL OF CONDITIONAL EXCEPTION NO. 71-70. Board of Zoning Adjustments September 150 1971 Page 2 CONDITIONAL EXCEPTION NO. 71-68 Applicant: Huntington Harbour Corp. To permit the change of copy on an existing temporary directional sign to include exposure for commercial development. The subject property is located 24 ft. north of Warner Ave., 26 ft. west of Algonquin St. in the Rl Single Family Residence District. The hearing was opened to the audience. Dale Dunn, representing the applicant, addressed the Board and explained the request. It was a consensus of the Board that the need for signing is apparent; however, the use of a directional sign would not necessarily fulfill the needs and that a permanent identification sign might better serve their needs. It was further noted that a year's time would be over -extending a non -conforming sign. Doris Lynn asked to view the plans. Mr. Dunn explained the signing and location to Mrs. Lynn. Mr. Dunn requested that the item be continued to the next meeting to allow time to study a permanent identification sign. There being no further comment, the hearing was closed. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO CONTINUE CONDITIONAL EXCEPTION NO. 71-68 TO SEPTEMBER 229 1971 AT THE REQUEST OF THE APPLICANT. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. USE PERMIT NO. 71-40 Applicant: Robert F. Nease To permit the construction of a 52 unit apartment building complex. The subject property is located on the east side of Green St., 330 ft. north of Warner Ave. in the R3 Limited Multiple Family Residence District. The hearing was opened to the audience. Roger Duplessis, representing the applicant, addressed the Board and explained the request. It was noted by the Board that a revised plan would have to be submitted before action could be taken on this request as sufficient detail was not shown. There being no further comment, the hearing was closed. Board discussion was held. The subject property is located 200 ft. south of Warner Ave., 900 ft. east of Bolsa Chica St. in the R3 Limited Multiple Family Residence District and R2 Two Family Residence District. audience. The hearing was opened to the Mr. Kachickas, Mr. Seiersen and Mr. Clendennen addressed the Board and explained the request. It was noted that the plan submitted did not contain sufficient information for Board action. Also that the Planning Commission had requested that no action be taken on any applications located in this area before the street configuration had been studied. Mr. Trester addressed the Board and questioned the height of the grades and drainage. He was informed that drainage of the property would be reviewed by the Department of Public Works. There being no further comment, the hearing was closed. Board discussion was held. A MOTION WAS.MADE BY PALIN AND SECONDED BY MCFARLAND TO REFER CONDITIONAL EXCEPTION NO. 71-72 AND USE PERMIT NO. 71-41 TO THE PLANNING COMMISSION MEETING OF OCTOBER 199 1971 FOR THE FOLLOWING REASON: 1. The Planning Commission has requested that the Board not take action on apartment developments until such time as they have reviewed street alignment in this area. Applicant: Mobil Oil Corporation To allow the rebuilding of two existing pump islands and three round steel canopies to an existing service station. The subject property is located on the southeast corner of Brookhurst St. and Garfield Ave. in the C4 Highway Commercial District. The hearing was opened to the audience. It was noted by the Acting Secre- tary that this item was continued to allow time for revision of the landscape plan and that said plans had been submitted. Lee Hanley, representing the applicant, addressed the Board and discussed the plans. There being no further comment, the hearing was closed. Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE USE PERMIT NO. 71-39 WITH THE FOLLOWING CONDITION: 1. Engineering.Co. To ,allow a, division of a legal parcel of land into three (3) separate legal parcels. The subject property is located on the east side of Bolsa Chica Road, approximately 900 ft. south of Warner Ave. Mr. Clendennon, represent- ing the applicant, addressed the Board and explained the request. Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE DIVISION OF LAND NO. 71-27 WITH THE FOLLOWING CONDITIONS: 1. Bolsa Chica St. shall be dedicated and fully improved to City standards. Los Patos Dr. shall be dedicated and fully improved at alignment and to grades as specified by the Department of Public Works. Improvements shall include street trees, street lights, fire hydrants, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system.---- 4. The water, --sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. Easements for utilities or walkways shall be provided to Department of Public Works standards. 6. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 7. The property shall participate in the local drainage assessment district at the time said parcel is developed. 8. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 9. All utilities shall be .installed underground. 10. Fire alarm system conduit and appurtenances shall be installed by the developer.at locations and to specifi- cations provided by the Fire Department. 11. A Parcel Map shall be filed wif-h-the City and recorded prior to framing inspection of any structures on any parcel. 12. The Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO DENY CONDITIONAL EXCEPTION NO. 71-71 FOR THE FOLLOWING REASONS: 1. It would set a precedent in this tract. 2. Applicant has not shown sufficient hardship. 3. There is sufficient area for a family room to be constructed in the rear yard to comply with the Huntington Beach Ordi- nance Code. To permit the construction of Los Angeles Times office and camper repair, parts, accessories and service. The subject property is located on the south side of Slater Ave., 170 ft. west of the centerline of Morgan Lane in the M1 Light Industrial District. George McCracken addressed the Board and explained the request. The following requirements of the Huntington Beach Ordinance Code were discussed: 1. Slater Ave. shall be dedicated and fully improved to City standards at the time each parcel is developed. Improve- ments shall include street trees, street lights, street signs, fire hydrants, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The water, sewer and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. All utilities shall be installed underground. 6. Off-street parking facilities shall conform to Article 979. Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 71-53 WITH THE FOLLOWING CONDITIONS: 1. Parking compounds shall be screened with -a combination of fencing -and landscaping. Said plan shall be approved by the Planning Department. 7. A Division of Land application, separating this parcel from the remaining property held under the same ownership shall be filed with the City, approved and recorded. Rott To allow the construction of a block wall to within 6 ft. of the front property line in lieu of the required 15 ft. setback. The sub,77'ect property is located on the north side of Vantage Dr., 7631 Vantage Dr. It was noted that the Code allows this type of construction. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 71-52 WITH THE FOLLOWING CONDITION: 1. The plot plan received September 7, 1971, shall be the approved layout. AND FOR THE FOLLOWING REASON: 1. Section 9104.5 of the Huntington Beach Ordinance Code allows this type of construction at the time of initial construction. CONDITIONAL EXCEPTION NO. 71-47 (Referred by the Planning Applicant: Ron Montgomery Commission for conditions as deemed necessary). To permit the construction of an addition to an existing office building for architectural and engineering purposes in the RA-0 Residential Agricultural District combined with oil production. Also, to permit an extension of time for the Variance No. 758 which allowed said use. The subject property is located on the south side of Garfield Ave., approximately 400 ft. east of Goldenwest St. This application was reviewed by the Board and conditions'discussed with Mr. Montgomery. Garfield Ave. shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street lights, street signs, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system at the time said parcel is devebped. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel is developed. 5. The water, sewer and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. The property shall participate in the local drainage assessment district at the time said parcel is developed. 7. Off-street parking facilities shall conform to Article 979. A revised parking plan shall be submitted. 8. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 9.
