Commissioner Bazil suggested that a 4 ft. sidewalk be provided with a 2 ft. bicycle strip. Mr. Harlow suggested that a final map not be recorded on that property , in the vicinity of Bolsa Chica Street and Los Patos Avenue until a satisfactory street alignment can be agreed to by the staff and developer and a precise plan alignment of Bolsa Chica Street has been determined. A MOTION WAS MADE BY SLATES AND SECONDED BY BAZIL TO APPROVE _TENTATIVE TRACT MAP NO. 7495 UPON THE FOLLOWING CONDITIONS AS AMENDED: 1. The tentative map received August.24, 1971, shall be the approved layout. 2. The Orange County Flood Control District Channel shall be fenced to flood control district and city standards. A 6 ft. high decorative masonry wall shall be constructed along the north side of the Slater Channel and along the rear of lots-669 and 670. A 6 ft. high chain link fence shall be constructed between the Slater Channel and Slater Avenue. 3. All oil equipment shall be removed and all oil wells shall be abandoned and removed according to Division,of,Oil,and Gas and City regulations. 4. The right-bf-way for all cul-de-sac streets shown with 46 ft. of right-of-way shall be increased to 48 ft. S. A 10 ft. x 10 ft. corner cut-off shall be provided at the rear exterior corner of all reversed corner lots. This triangular area shall be included as a portion of the adjacent lot. 6. No final map shall be recorded on that property in the vicinity of Bolsa Chica Street and Los Patos Avenue until a satisfactory street alignment can be agreed to between the staff and the developer and until the precise align- ment of Bolsa Chica Street has been determined. The determination for the alignment for Bolsa Chica Street shall be included as a part of a study for the Master Plan of Arterial Streets and Highways for this entire area. The study shall be conducted by the land owner and shall include a plan for alignment of Edwards Street.' 7. That portion of Talbert Avenue shown as a local street between Edwards Street and the new alignment of Talbert Avenue shall be improved to Department of Public Works and Planning Department requirements. These improvements shall include dedication of the vehicular access rights to said street, and construction of planters at the intersection of Talbert Avenue and Hallport Lane. -2- 9/21/71 - PC Minutes: H. The width of Edwards Street shall be increased to 45 ft. from centerline and a continuous strip of landscaping, shall be provided along this tract boundary. The location and configuration of the pending High School site within this subdivision shall be worked out between Huntington Beach City staff and representatives of the School District. 10. All standard conditions of approval for tentative tracts that are applicable shall be complied with. The Tentative Map received August 31, 1971, shall be the approved layout. 2. The Flood Control Channel shall be fenced to flood control district standards. 3. A permit shall be obtained from the Flood Control District for any work within the Talbert Channel right-of-way. 4. All existing oil wells within the subdivision shall be abandoned and removed in accordance with the requirements of City Oil Code and the State Division of Oil and Gas. S. A drainage easement over the Farnsworth property to the northwest shall be dedicated to the City prior to re- cordation of a final tract map for this subdivision. 6. Telephone conduit shall be stubbed to the nearest telephone vault at the northwest corner of Atlanta Avenue and Bushard Street to facilitate installation of a fire 31arm box. 7. In Conjunction With USE PERMIT NO..71-36 Applicant: Godfrey & Associates, Inc. 1 lot subdivision on 8.27 acres of land, located on south of Atlanta To allow the construction of a 105 unit planned residential development on an 8.27 acre parcel of land in the R2 Two Family Residence'District and R2-0 Two Family Residence District combined with oil production. The hearing was opened to the audience. - _ Mr. Godfrey, applicant, explained the proposal. James Palin, Associate Planner, made a presentation regarding the street alignment of Hillhead Drive and Lochlea Street. Mr. Palin stated that the Subdivision Committee discussed with the developer the pending precise plan of street alignment for this area and it was their consensus that proper access could be provided to this area by terminating Lochlea Street in a cul-de-sac at the northwest corner of this proposed development. Three property owners addressed the Commission and requested that'a street align= ment be approved for the area as the 105 unit complex will create a traffic problem. There being no,other comment the hearing was closed. Commission discussion followed. - Commissioner Bazil stated that he would like to see a -change in the street pattern. Commissioner Duke stated that the street alignment should be resolved before voting on this development. Roger Sullivan; engineer for the developer and Bud Harris, associates with Godfrey, Inc. stated that they will submit a new plan indicating a new street pattern and requested that the new plan -be acted on at the next meeting. In Conjunction With USE PERMIT NO. 71-37 Applicant: Huntington Harbour Corporation To permit a 234 unit planned residential development on a 10.1 acre parcel of land with 40,500 sq. ft. of open space in lieu of the required 70,200 sq. ft. in the R3 Limited Multiple Family Residence District. Jim Palin, Associate Planner, reviewed with the Commission open space, building coverage and design layout of the proposed development. The hearing was opened to the audience. Don Byrnes, representing the applicant, explained the proposal. One property owner opposed the develop- ment. There being no other comment the hearing was closed. A MOTION WAS MADE BY SLATES AND SECONDED BY KERINS TO APPROVE USE PERMIT NO. 71-37 UPON THE FOLLOWING CONDITONS AS AMENDED: 1. The tentative tract map and plot plan received August 20, 1971, shall be the approved layout. 2. All streets within the project except the street separating lots 1 and 2 shall be_p rivate. The design of the inter- section of private streets with_the public streets shall _ be approved_ hy_Department -of -Puhlic _Works-. - - - 3. Tree planting equivalent to one 30 inch box tree per unit shall be provided. A plan showing the tree planting and landscaping shall be approved by the Planning Department. 4. Provisions shall be made to provide facilities for storage of equipment and materials required by the association for maintenance of the project. Such area shall be shown on the plot plan prior to the issuance of building permits. S. The 40,000 sq. ft. parcel of land abutting this parcel on the northwest and owned by Huntington Harbour Corp. shall be included in this project as open space. 6. Dale Heinly, attorney, representing the applicant explained the request. Three property owners addressed the Commission and opposed the proposed zone change. This property is a prime industrial land and is properly zoned at this time. 2. This parcel is suited for industrial development and the industrial classification should be preserved to avoid the possible erosion of this area as a vital part of the City's industrial base. Identification for the travel section of the park shall be limited to the pole sign as shown on the plan submitted to the Commission on August 17, 1971. Final location of said sign shall be determined between the applicant and Board of Zoning Adjustments. 3.
