SIGN PERMIT NO. 72635 - Review for possible revocation Applicant: Huntington Shorecliffs Temporary directional sign located at the southwest corner of Beach Boulevard and Indianapolis Avenue. The hearing was opened to the audience. It was noted by the Board that this hearing was at the request of the City Attorney pursuant to the Ordinance that states a sign is allowed only within a model sales and complex area. This sign is not on their model site. Mr. Ellman, representing the applicant, and Mr. George Shibata, attorney, addressed the Board and explained the need for the sign. Mr. Shibata asked the Board why the sign is considered in violation of the code. He was advised the sign is located too close to a residential area, and would have to be relocated or removed. It was further noted that a Condi- tional Exception Application would have to be filed and approved to allow this sign at subject location. There being no further the hearing was closed. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO CONTINUE SIGN PERMIT NO. 72635 TO OCTOBER 20, 1971 AT THE REQUEST OF THE APPLICANT TO ALLOW TIME FOR THE APPLICANT TO FILE A CONDITIONAL EXCEPTION APPLICATION. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None_ THE 'ITEM WAS TABLED. CONDITIONAL EXCEPTION NO.•71-78 Applicant: Melven Genser Outdoor, Inc. To permit the continuation and maintenance for one year of an existing nonconforming sign. The subject property is located on the north line of Warner Avenue, approximately 470 ft. westerly of Magnolia Street in the Al Agricultural District. r to the audience. l The hearing was opened It was noted by the Chairman that there was a conforming sign located within 50 ft. ,of this sign. Mr. Ray Murphy and Mr. Forbes, representing the applicant, addressed the Board. Mr. Forbes stated that there is a capital value outstanding on this sign of $615.00. Mr'. Palin stated he felt it improper to act on this conditional exception because of the existing nonconforming sign on this same property and further that the Board should review the permit on said existing sign for revocation. There being no further comment, the hearing was closed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO CONTINUE CONDITIONAL EXCEPTION NO. 71-78 TO ALLOW TIME TO INVESTIGATE THE APPLICA- TION FURTHER. ROLL CALL VOTE: AYES: McFarland, Palin, Spencer NOES: None ABSENT: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 71-79 Applicant: Melven Genser Outdoor, Inc. To permit the continuation and maintenance for one year of an existing nonconforming sign. The subject property is located on the east line of Beach Boulevard and the north line of Atlanta Avenue in -the C4 Highway Commercial District. to the audience. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO DENY CONDITIONAL EXCEPTION NO. 71-79 FOR THE FOLLOWING REASON: 1. The sign can'be relocated, reduced in size and made to conform to ordinance code. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. CONDITIONAL EXCEPTIONAL No. 71-80 Applicant: Melven Genser Outdoor, Inc. i To permit the continuation and maintenance for one year of an existing nonconforming sign. -The subject property is located on the south line of Adams Avenue, approximately 300 ft. east of Brookhurst Street in the C4 Highway Commercial District. In Conjunction With CONDITIONAL EXCEPTION NO. 71-81 Applicant: Melven Genser Outdoor, Inc. To permit the continued use for one year of an existing nonconforming sign. The subject property is located on the south line of Adams Avenue, approximately 300 ft. east of Brookhurst Street in the C4 Highway Commercial District. These items were heard in conjunction because they are in the same location. The hearing was opened to the audience on both items. Mr. Forbes, representing the applicant, addressed the Board and stated that the capital investment outstanding on these boards is $840.00 and $1260.00 respectively. He stated they would relocate the signs, and requested a continuance for two weeks to investigate relocating the signs. There being no further comment, the hearing was closed. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY P.ALIN TO CONTINUE CONDITIONAL, EXCEPTION NO. 71-80 AND CONDITIONAL EXCEPTION NO. 71-81 TO OCTOBER 20, 1971 AT THE REQUEST OF THE APPLICANT TO ALLOW TIME TO INVESTIGATE RELOCATING THE SIGNS. -3- 10/6/71 - BZA Minutes: H. ADMINISTRATIVE REVIEW NO. 71-55 Applicant: Wm. S. Rader To allow the care of five (5) handicapped, non -related persons. The subject property is located 180 ft. north of the centerline of Springfield Street on the west side of Lake Street in the R2-0 Two Family Residence District combining oil. It was noted by the Secretary that this item had been posted on the agenda in error. USE PERMIT NO. 71-45 Applicant: LeRoy Collins To permit the construction of a Farmers' Market -type commercial development consisting of 80,000 sq. ft. of building on approximately 7.90 acres. The subject property is located on the southwest corner of Talbert Avenue and Beach Boulevard in the C4 Highway Commercial District. The hearing was opened to the audience. Mayor George McCracken, Don Jones and Mr. & Mrs. Collins addressed the Board and explained the request. Mr. McCracken stated that the proposed development would have a value in excess of one million dollars. The following require- ments of the Huntington Beach Ordinance Code were discussed with the applicant. 1. Talbert Avenue and Beach Boulevard shall be dedicated and fully improved to City and/or State standards at the time said parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water'main extensions. 2. Water supply.shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The water, sewer and fire hydrant system shall be approved by the Department of Public Works and Fire Department. S. The property shall participate in the local drainage assessment district. 6. All utilities shall be installed underground. 7. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE USE PERMIT NO. 71-45 WITH THE FOLLOWING CONDITIONS: 1. A revised plot plan shall be submitted to the Board of Zoning Adjustments for approval before issuance of building permits. 2. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to -issuance of building permits. 3. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifica- tions provided by the Fire Department. 4. Parking compounds shall be screened with a combination of fencing and landscaping. Said plan shall be approved by the Planning Department. 5. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 6. All applicable City Ordinances shall be complied with. 7. A Division of Land application, separating this parcel from the remaining property held under the same ownership, shall be filed with the City, approved and recorded.
