HomeMy WebLinkAbout1971-10-07MINUTES Council Chamber, Civic Center Huntington Beach, California Thursday, October 7, 1971 Mayor McCracken called the regular adjourned meeting of the City Council of the City of Huntington Beach to order at 5:30 P.M. The Pledge of Allegiance was given by all present in the Council Chamber. ROLL CALL Councilmen Present: Bartlett, Green, Matney McCracken Shipley (arrived at 6: 14 P.m.) Gibbs (arrived at 5:53 P.M.) Coen (arrived at 5:48 P.M. Councilmen Absent: Name INFORMAL SESSION - RECESS Mayor McCracken called an informal session of the Council to meet with the City Personnel Board, and called a recess of the Council at 5: 42 P.M. The regular adjourned meeting of the City Council was reconvened at 7:30 P.M. by the Mayor. EXECUTIVE SESSION - RECESS Mayor McCracken then called an Executive Session of the Council to discuss personnel matters; appointed the City Attorney to act as City Clerk; excused the City Clerk from sitting in on further pro- ceedings; and called a recess of the Council at 7:55 P.M. RECONVENE The regular adjourned meeting of the City Council was reconvened at 9:30 P.M. by the Mayor. Mayor McCracken requested that members of the press who might be in attendance be invited into the Council Chambers; however, no members of the press were available. MEO - RESOLUTION NO 3374 - ADOPTED The Acting City Clerk presented Resolution No. 3374 for reading by title - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING AND IMPLEMENTING A MEMORANDUM OF AGREEMENT WITH THE HUNTINGTON BEACH MANAGEMENT EMPLOYEES' ORGANIZATION AND MANAGEMENT PERSONNEL NOT INCLUDED WITHIN THE MANAGEMENT UNIT." On motion by Gibbs, Council waived further reading of Resolution No. 337# by the following vote: AYES: Councilmen: Shipley, Bartlett, Gibbs, Green, Matney, Coen, McCracken NOES: Councilmen: None ABSENT: Councilmen: None On motion by Shipley, Council passed and adopted Resolution No. 3374, subject to ratification by the Huntington Beach Management Fmployees' Organization, by the following roll call tote: AYES: Councilmen: Shipley, Bartlett, Gibbs, Matney, Coen, McCracken NOES: Councilmen: Green ABSENT: Councilmen: None> 133 Page #2 - Council Minutes - 10/7/71 DION NEUTRA BILL FOR ARCHITECTURAL SERVICES, RE: LIBRARY Councilwoman Gibbs discussed with Council the bill for architectural services in connection with plans for the new library. On motion by Green, Council directed that an audit of Mr. Neutra's books be conducted by the City so that a determination could be made as to whether the architect's methods of accounting are acceptable to the city, and whether or not Mr. Neutra's billings are acceptable to the city. The motion was passed by the following vote: AYES: Councilmen: Shipley, Bartlett, Green, Matney, Coen, McCracken NOES: Councilmen: Gibbs ABSENT: Councilmen: None c? DISCONTINUANCE OF COUNCII'MEETINGS AT MURDY PARK COMMUNITY CENTER Councilman Bartlett addressed Council and expressed dissatisfaction with the meeting held at Murdy Park Community Center on October 4th, because of costs involved, acoumtical problems, inconvenience of moving equipment, and method of voting which was required. On motion by Bartlett, Council directed that the City Clerk discon- tinue the scheduling of future Council meetings at the Murdy Park Community Center effective immediately, and further directed that notice thereof be given to all persons legally entitled thereto. The motion was passed by the following vote: AYES: Councilmen: Shipley, McCracken NOES: Councilmen: None ABSENT: Councilmen: None RECESS -- EXECUTIVE SESSION Bartlett, Gibbs, Green, Matney, Coen, Mayor McCracken called an Executive Session of the City Council to discuss personnel matters, and called a recess of the Council at 10: 05 P.M. The regular adjourned meeting of the City Council was reconvened at 10:20 P.M. by the Mayor. ADJOURNMENT On motion by Green, the regular adjourned meeting of the City Council of the City of Huntington Beach adjourned to 3.00 P.M. on Monday, October 11, 1971, in the Council Chamber.
