James Palin, Associate Planner,
reviewed with the Commission an overlay on Tentative Tract
No. 7512 which had been requested by the Subdivision Committee
to facilitate street access between Tract No. 7572 and Tract
No. 7512. Mr. Palin stated that said street alignment is
agreeable with the Department of Public Works.
Tentative Tract 7572 and street
alignment were discussed by the Planning Commission.
A MOTION WAS MADE BY BAZIL AND
SECONDED BY KERINS TO APPROVE TENTATIVE TRACT NO. 7572 WITH
THE FOLLOWING CONDITIONS:
1. The Tentative Map received October 11, 1971 shall be the
approved layout.
2. A plot plan showing the placement of the home on lots 1,
36, 44, 45 and 53 shall be submitted to the Planning
Commission for approval prior to issuance of building
permits.
3. A plan showing the landscaping and irrigation facilities
at the end of the culs-de-sac shall be submitted to the
Planning Commission for approval prior to recordation of
a final map.
4. A six (6) ft. high masonry wall shall be constructed along
the west property line unless a masonry wall exists in
which case the determination for a wall shall be made by
the Planning Department.

reviewed with the Commission the landscaping along the arterial
highways. Vu-graphs were shown. It was noted that this map
was reviewed by the Recreation and Parks Department and that
the park site location with street frontage was acceptable.
George Putnam, representing the
applicant, discussed the layout with the Planning Commission.

A MOTION WAS MADE BY
KERINS AND SECONDED BY BAZIL TO -APPROVE TENTATIVE TRACT NO.
7489 WITH THE FOLLOWING CONDITIONS: -
1. The tentative map received October 19, 1971 shall be the
approved layout.
2. A soil report prepared by an approved soils engineer
shall be submitted to the Department of Public Works
prior to recordation of any portion of the tract and
all portions of the land not satisfactory for building
shall be excluded. -
3. The design of the block wall along Edwards Street,
McFadden Avenue and Goldenwest Street shall be approved
by the Department of Public Works and Planning Department.
4. The planter areas along the arterial highways shall be
constructed and laiidscaped-by the developer per Department
of Public Works and Planning Department requirements._
Plans for such planter areas shall include standard
planters at the corners where local streets intersect
with the arterial highways; a large planter at the
intersection of McFadden Avenue and Edwards Street and
a planter shall be provided along the north side of lots
237 and 238 similar to the planter on Goldenwest Street.
5. The 4.2 acre parcel of land located south of McFadden
Avenue and west of Goldenwest Street shall be dedicated
to the City. Such dedication shall not reduce the
amount of fees to be paid for park and recreational
facilities.
6. Improvement of the 4.2 acre parcel shall be accomplished
in a manner approved by the Recreation and Parks Depart-
ment. Such improvement shall be reviewed by the Orange
County Health Department.
7. That portion of the street right-of-way adjacent -to the
west boundary of the existing school site shall be
vacated prior to recordation of a final map.
8. The 20 ft. wide area between lots 100 and 109 shall be
designated as a lettered lot and dedicated to the City.
9. All standard conditions of approval for -Tentative Tracts
that are applicable shall be complied with.

CONDITIONAL EXCEPTION NO. 70-50 (Review pursuant to Condition #9
Applicant: John R. Turner of the Conditions of Approval)
Condition No. 9 required that
Conditional Exception No. 70-50
shall be reviewed by the Planning Commission during the month
of October, 1971 to determine whether or not additional conditions
should be required. However, in the event the Planning Commission
determines that added safety precautions should be -imposed, said
conditional exception may be reviewed prior to October 31, 1971.
In case of a review by the Planning Commission, the applicant
shall be notified in writing at least 10 days prior to the review.
To permit a 500 ft. expansion to
an existing runway at the Meadowlark Airport. Also, to allow
two existing trailers to be used for temporary office and flight
school. The subject property is located on the north side of
Warner Avenue, east of Bolsa Chica Street in the R1 Single
Family Residence District.
Video tape showing the blast
fence, pole line and cyclone fence was shown.
The hearing was opened to the
audience.
There was no one present to
represent the applicant.
Ken Hawk, property owner, spoke
in opposition, stating there was no aesthetic value to the
blast fence.
It was noted there was a report
from the Police Department relative to the type of reports
received from the public.
Thomas Ward, property owner,
spoke with regard to the obstruction lighting. He felt
lighting should be on the south end as well as the north end
of the runway.
It was noted by Chairman Porter
that the determination of this item should be continued to
November 2, 1971.
It was suggested that reflectors
be located on the red lights on Heil Avenue.
There being no further comment,
the hearing was closed.
The Commission held a discussion.

Additional Information: The Planning Commission discussed
Zone Change No. 71-31 as it relates to Areas "C" through "J"
and that the City Council referred the matter back to the
Planning Commission for further consideration to consider
commercial zoning along 17th Street. The Planning Commission
felt there will be a need for some commercial zoning in this
area; however, there were many factors that should be considered
first.
In order to make known the
Planning Commission's position on this matter, the Commission
felt it advisable to adopt a resolution of intent to rezone
commercial property; and to enumerate the conditions upon
which commercial zoning would be granted.
The Staff was instructed to
prepare a resolution of intent to approve commercial zoning
along 17th Street.
ZONE CASE NO. 71-35
Applicant: Signal Oil and Gas Company_
A change of zone from C3 General
Business District and C3-0 General Business District combined
with oil production to C3-01 General Business District
combined with oil production. The -subject property is bounded
by 18th Street to the east, Pacific Coast Highway to the south,
19th Street to the west and the alley between Pacific Coast
Highway and Walnut Street to the north.
Video tape was shown of the subject
area.
The hearing was opened to the
audience.
Bill Woods, representing the
applicant, addressed the Commission, stating that there are
approximately 55 existing wells within the unit involved in
this water flood program. Mr. Woods stated that several of
these existing wells will be used as temporary injection wells
for the water flood and that these wells will ultimately be
replaced with new wells located within the oil operation
site. Also, the number of wells presently producing in this
unit will be replaced by new wells in the oil operation site
over a period of time. The ultimate intent is to eliminate
all existing wells and have all new production occurring from
the proposed oil operation site.

Archibald stating an opinion in favor of this proposal.

Mr. John Klug, property
owner, addressed the Commission and spoke in favor of this,-,,,
request. He felt there is a need in Huntington Beach for homes
selling in the $20,000 bracket.
Milt Elliott, a
property owner in Huntington Beach, addressed the Commission,
speaking in opposition, stated the school served by this area
was greatly overcrowded.

comment, the hearing was closed.

applicant, addressed -the Commission and made a presentation
of his proposed project.

property owner, addressed the Commission and discussed the
proposed structures on the crest of the property with regard
to his privacy if this development was constructed.
Mr. Kachickas stated
he would be willing to move the structures in question back
more than 40 ft. from the R1 area and also the crest of the
hill would be lowered.
Robert Allen, adjacent
property owner, asked for clarification on the zone case and
spoke in opposition to opening access up to the R1 area. Mr.
Allen also stated that his privacy would be infringed upon
if subject development is approved.

Said code amendment proposes to
repeal Article 913 (R1-PD5) and to clarify the yard require-

This item was previously discussed
with the Planning Commission at which time the Commission
requested the staff to contact Ocean View School District to
determine their position on subject request. It was pointed
out to the Planning Commission that the school district did
not take an official stand. The Acting Secretary was directed
to receive and file the legal notice on Zone Change R-206.
LETTER FROM LEADERSHIP HOUSING SYSTEMS. INC.
Regarding numbers on apartments.
Chuck Beck, representing
Leadership Housing Systems, Inc., addressed the Commission
and stated that the numbers on buildings were used as graphic
architectural effect. He felt the signing follows the intent
of the ordinance.
Commissioner Slates and Commis-
sioner Bazil felt the numbers do not fall under the Sign
Ordinance. The City Attorney was asked for an opinion.
Will Mevis, Deputy City Attorney,
stated he felt the Sign Ordinance was not applicable to the
numbers in question.

Street. The Commission discussed the cluttered effect of
having utility lines on both sides of the street at these
locations.

request. He stated they would bring the boards into conformity
with the code but there is no way to relocate the boards and
get the proper spacing between the boards. Mr. Forbes stated
