MINUTES: On motion by Patin and seconded by Spencer, the minutes of June 2,
9, 16, 23 and 30, 1971 were accepted as transcribed.
CONDITIONAL EXCEPTION NO. 71-78 (Continued)
Applicant: Melven Genser Outdoors Inc.
To permit the continuation and maintenance for
one year of an existing nonconforming sign. The subject property is located
on the north line of Warner Avenue, approximately 470 ft. westerly of Magnolia
Street in the At Agricultural District.
It was noted that this item was continued to
allow time for the Planning Commission to review application of this type
which was pending before them to form a policy with regard to nonconforming
signs and that the feeling of the Planning Commission was that the code should
be adhered to.

MCFARLAND TO DENY CONDITIONAL, EXCEPTION NO. 71-78 FOR THE FOLLOWING REASONS:
1. There has been ample amortization period since the effective date of the
Sign Ordinance, August 1969.
2. This action is pursuant to the Planning Commission policy that the first.
conforming sign on the same parcel of land would be the legal sign.

BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 71-80 WITH THE FOLLOWING
CONDITIONS:
1. Conditional Exception No. 71-80 shall become null and void October 20, 1972.
2. The existing 10 ft. x 24 ft. sign shall be boxed in.
3. If the copy is changed, the applicant has agreed to reduce the size of .
board to 10 ft. x 20 ft.
4. The existing sign in tandem shall be removed within 30 days.

3. It is not within the policy of the Planning Commission to allow this type
of request.

Applicant: Robert F. Nease
To permit the construction of a 52 unit
apartment building complex. The subject property is located on the east side
of Green Street, 330 ft. north of Warner Avenue in the R3 Limited Multiple
Family Residence District.
It was noted by the Board that elevations
are required which should be reviewed pursuant to the March 9 apartment
standards.

USE PERMIT NO. 71-44 (Continued)
Applicant: Downey Savings & Loan Assoc.
To permit the construction of a two-story
office building of approximately 9,600 sq. ft. in the C4 Highway Commercial
District. The subject property is located'on the southeast corner of Adams
Avenue and Brookhurst Street.
The -hearing was opened to the audience.
Tom Starrett, representing the applicant,
addressed the Board and explained the request. Revised plot plans were
submitted. It was noted that all requests of the Board had been met.
The following requirements of the H.B. Ordi-
nance Code were discussed with the applicant:
1. Brookhurst Street and Adams Avenue shall be dedicated and fully improved
to City standards at the time each parcel is developed. Improvements
shall include street trees, street signs, street lights, fire hydrants,
sewer and water main extensions.
2. Water supply shall be through the City of Huntington Beach's water system.
3. Sewage disposal shall be through the City of. 'Ountington Beach's sewage
system.
4. The property shall participate in the local drainage assessment district.
5. All utilities shall be installed underground.
6. Off-street parking facilities shall conform to Article 979.
There being no further comment, the hearing

SPENCER TO APPROVE USE PERMIT NO. 71-44 WITH THE FOLLOWING CONDITIONS:
1. The plot plan received October 20, 1971 shall be the approved layout.
2. The water, sewer, and fire hydrant system shall be approved by the
Department of Public Works and Fire Department.
3. Soil reports as required by the Building Department and the Department of
Public Works shall be submitted to the City prior to issuance of building
permits.

4. Fire alarm system conduit and appurtenances shall be installed by the
developer at locations and to specifications provided by the Fire
Department.
5. Parking compounds shall be screened with a combination of fencing and
landscaping. Said plan shall be approved by the Board of Zoning Adjust-
ments prior to the issuance of building permits.
6. No structures, other than those shown on the approved plot plan, shall be
constructed within the project.
7. All applicable City Ordinances shall be complied with.
8. Photos dated September 1969 (received October 20, 1971) shall set the
architectural design of the proposed structure.

To permit the drilling and operating for
the discovery or production of oil, gas, hydrocarbons and/or kindred sub-
stances in their natural state, including the installation and use of equip-
ment, structures, tools and other facilities incidental, necessary and
accessory to the drilling, production, repressuring and processing of sub-
stances produced by such wells for shipment to pipeline. The subject property
is located on the northwest corner of Garfield Ave. and Edwards St. in the
RA-0 Residential Agricultural District combining oil and RA-01 Residential
Agricultural District combining oil.

Applicant: Low's Liquor & Groceries
To permit a second free-standing pole sign of
134 sq. ft. in lieu of S. 9764.3.1.2 (a) which permits one (1) free-standing
sign for each detached building. The subject property is located on the east
side of Springdale St. and 240 ft. from the centerline of and north of Bolsa
Ave. in the C2 Community Business District.

PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 71-84 FOR THE FOLLOWING REASONS:
1. The applicant is providing a pole sign that will provide for additional
signing for the commercial complex, reducing clutter.
2. The applicant has submitted an estimate of costs and it poses an economic
hardship on the owner to consolidate and relocate the existing sign with
the proposed sign. The request complies with (a) through (e) of Section
9763.4.4 of the Huntington Beach Ordinance Code as required as findings by
the Board of Zoning Adjustments.

separation between dwelling and garage in lieu of the required 10 ft. separa-
tion. The subject property is located at 811 Alabama Ave. in the R3 Limited
Multiple Family Residence District.

2. This is in keeping with current policy of the Planning Commission to allow

3. The driveway does not exceed 100 ft. in depth and that the "0" rear and
interior side yard setbacks for the carports is encouraged by the City
to eliminate a 5 ft. trash area.

CONDITIONS:

2. All applicable conditions of Tentative Tract No. 7491 shall be complied
with.

City standards at the time each parcel is developed. Improvements shall

CONDITIONAL EXCEPTION NO. 70-33 (Referred to the Board for review at the
Applicant: Bill Williams request of the Building Department.)
This matter was brought before the board by
the chairman as a result of a public hearing before the City Council to con-
sider revocation of Conditional Exception 70-33. It was related to the board
that an agreement had been reached between Mr. Williams, the owner, and the
City Council with regard to fencing the total site and the possible relocation
of the exercise arena.
The board was asked to review the case and
determine the requirements for the fencing including location and type, and
the feasibility of relocating the arena.
It was the concensus of the board that a
field inspection, in the company of the owner, would be necessary in order to
render a decision.
