Applicant: Bill Martini
To permit on -premise sale and
consumption of alcoholic beverages in an existing building
in the C4 Highway Commercial District. The subject property
is located on the west side of Bushard St., approximately
160 ft. south of Banning Ave.
It was noted by the Acting Secre-
tary that a letter had been received from the applicant
requesting withdrawal of Use Permit No. 71-52.

Applicant: Edward C. Sukla
To allow the division of a legal
parcel of land into two legal parcels of land. The subject
property is located on the north side of Pacific Coast High-
way, approximately 285 ft. northwesterly of the intersection
of Pacific Coast Highway and Anderson St. in the C2 Community
Business District.
Mr. Sukla addressed the Board
and discussed the request and reviewed with the Board a
revised plot plan as requested.

AND SECONDED BY PALIN TO APPROVE DIVISION OF LAND NO. 71-30
WITH THE FOLLOWING CONDITIONS:
1. The plot plan received November 2, 1971 shall be the
approved layout.
2. Pacific Coast Highway shall be dedicated and fully
improved to City, County and/or State standards at the
time each parcel is developed. Improvements shall include
street trees, street signs, street lights, fire hydrants,
sewer and water main extensions.

3. Water supply shall be through the City of Huntington
Reach's water system at the time each parcel is developed.
4. Sewage disposal shall be through the City of Huntington

6. All utilities shall be installed underground at the time
each parcel is developed.
7. All applicable City Ordinances shall be complied with.
8. A Parcel Map shall be filed with the City and recorded
prior to framing inspection of any structures on any parcel.
9. Reciprocal easements to provide a 25 ft. turning radius
for 'the parkin on the south side of Sam's Sea Food
'Restaurant and or a lot line adjustment to facilitate
turning radius for such parking.
10. The Division of Land shall not be effective until an
agreement is signed and recorded agreeing to the conditions
listed above.

ADMINISTRATIVE REVIEW NO. 71-55
Applicant: Mr. & Mrs. Wm. S. Rader
To allow the care of five
handicapped nonrelated persons. The subject property is located
at 1819 Lake St. in the R2-0 Two Family Residence District com-
bining oil.
The hearing was opened to
the audience. -
Mr. & Mrs. Rader addressed
the Board and explained the request. It was explained that
some of their charges were from the Veterans' Administration
and they would not give written authority for placement. Also,
that some were charges from the County Welfare Department.
It was noted by the Board
that this application was not proper since it was not accom-
panied by letters of authorization from the organizations'
placing the charges in Mrs. Rader's home.
Mrs. Presson, property
owner, addressed the Board, speaking in opposition to the
request. She stated that this request had been heard by the
Planning Commission -and the City Council and that as many as
13 persons had resided at one time at the address.
There being no further
comment, the hearing was closed.

CONDITIONAL EXCEPTION NO. 71-93
Applicant: Jack Barham (Federal Sign Corp.)
To permit the -installation of two
pole signs, 2-ft. x 10 ft. and 4 ft. x 6 ft. at an automobile
sales agency. The property is located on the west side of
Beach Blvd. between Slater Ave. and Warner Ave. in the C4
Highway Commercial District.
The hearing was opened to the
audience.
Ed Ruoff, Jack Barham and Sid
Wasserman, representing the applicant, addressed the Board
and explained the need for the sign to direct traffic from
Beach Blvd. into the sales area. It was stated that this
type of signing was required of their dealership and was the
standard national advertising for this automobile agency.
Considerable discussion was held
between the applicant and the Board with regard to the sign
being needed to direct traffic into the facility. The need
for directional signs to distinguish the service and sales
areas was acknowledged and the applicant advised that such
signs are allowed by the sign code.
It was the consensus of the Board
that the sign in question was an advertising structure and
could not be considered as an entrance sign.

SECONDED BY PALIN TO DENY CONDITIONAL EXCEPTION NO. 71-93 FOR
THE FOLLOWING REASON:
1. There was not sufficient hardship demonstrated as the
sign could be placed at a different location on subject
property and conf6rm with the Sign Ordinance.

To permit the construction and
operation of a service station. The subject property is
located on the northeast corner of Pacific Coast Highway and

The hearing was opened to the
audience.
Mr. A. Y. Olds and Mr. Lopez,
representing the applicant, addressed the Board and explained
the request. Landscaping, type of material on building and
lighting were discussed with the applicant.
There being no further comment, the
hearing was closed.

THE FOLLOWING CONDITIONS:

13. Driveway locations shall be to the Department of Public
Works requirements.
14. The building is to have an earthy colored slump stone veneer
with Mission tile roof.

To allow the construction
of a 20 unit apartment complex in the R3 Limited Multiple Family
Residence District. The subject property is located on the south
side of Atlanta Ave., approximately 1000 ft. west of Newland St.
The hearing was opened to the
audience.
Bob Williams addressed the
Board and.explained the request.'
It was noted that the com-
plex meets the new Apartment Standards and complies with the '
required open space. Also, that each unit will have a private
balcony or private patio.
The architectural features
were reviewed by the Board.
The following requirements
of the Huntington Beach Ordinance Code were discussed with the
applicant:
1. Atlanta Ave. shall be dedicated and fully improved to City
standards at the time each parcel is developed. Improve-
ments shall.include street trees, street signs, street
,lights, fire hydrants, sewer and water main extensions.
2. Water supply shall be through the City of Huntington Beach's
water system.
3. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
4. All utilities shall be installed underground.
5. Off-street parking facilities shall conform to Article 979.

AND SECONDED BY PALIN TO APPROVE USE PERMIT NO. 71-54 WITH
THE FOLLOWING CONDITIONS:
1. The plot plan received November 3, 1971 shall be the
approved layout.
2.' The water, sewer and fire hydrant system shall be approved
by the Department of Public Works and Fire Department.
3. The property shall participate in the local drainage
assessment district.
4. Soil reports as required by the Building Department and
the Department of Public Works shall be submitted to the
City prior to issuance of building permits.
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
6. The structural street section of all private drives
shall be approved by the Department of Public Works.
7. All applicable City Ordinances shall be complied with.
8. Design of structure and elevations shall be substantially
the same as -approved this date.

Highway Commercial District.
The hearing was opened to the
audience.
Ron Sommerfield and Daryl Dearth,
representing the applicant, addressed the Board and explained
their request.
It was noted that this application
was filed in error as all signs -within the request are permitted
by ordinance; however, it was a requirement of Use Permit No.
71-11 that all signs be reviewed by the Board of Zoning Adjustments.
The applicant requested withdrawal
of this application.

Applicant: Raymond Maxey
To permit a mobilehome sales
facility pursuant to S. 9430.2 and S. 9472.1. The subject
property is located on the west side of Beach Blvd., approxi-
mately 300 ft. north of Warner Ave. in the C4 Highway Commer-
cial District.
The hearing was opened to the
audience.
Don Jones and George McCracken,
representing the applicant, addressed the Board and explained
the request.
It was noted by the Board that
the only time a mobile office can be used is where construc-
tion has started on the permanent structure. Mr. McCracken
was informed that a mobilehome used for a sales office would
require Planning Commission approval of a Conditional Excep-
tion application.
The following requirements of
the Huntington Beach Ordinance Code were discussed with the
applicant:
1. Beach Blvd. shall be dedicated and fully improved to
City and/or State standards at the time each parcel is
developed. Improvements shall include street trees,
street signs, street lights, fire hydrants, sewer and
water main extensions.
2. Water supply shall be through the City of Huntington

To allow for commercial uses in a
neighborhood shopping center. The subject property is
located at the southeast corner of Bolsa Chica St. and
Heil Ave. in the C2 Community Business District.
Jack Tarr and John Guiltinan, represent-
ing the applicant, addressed the Board and explained the request.
Screening walls, landscaping and parking layout were discussed
with the applicant.
The following.requirements of the
Huntington Beach Ordinance Code were discussed with the
applicant:
1. Bolsa Chica St. and Heil Ave. shall be dedicated and
fully improved to City standards at the time each parcel
is developed. Improvements shall include street trees,
street signs, street lights, fire hydrants, sewer and
water main extensions.

and, to permit a zero sideyard setback in lieu of the required
15 ft. setback. The subject property is located south of
Research Dr. between Commerce and Computer Lanes in the MI -A
Restricted Manufacturing District.

audience.
Mr. George Lusk, applicant,
addressed the Board and requested continuance of-Contitional
Exception No. 71-92 for 60 days to allow time to prepare
