DISCUSSION:' Master 'Plan Study Area"B"" Industrial zoning proposed for the lower -central industrial area. Jere Murphy, Associate Planner,, made a,presentition discussing setbacks in'the,M1 and-M1=A zones"by,controlling'landscaping within the -front yard setbacks. Commissioner-Bazil_felt a 15 ft. or 20-ft. setback should be'required along arterial highways and'that-structures should be of masonry construction.. It was -the consensus of the Commission that the -same requirements should'apply in all areas -of Civic Districts and -that provisions of the Ordinance Code --could be amended to require additional landscaping and setback -in -proportion to the parcel -size. USE -PERMIT -NO. 71=50 (Continued -from November 16'; 1971 Applicant: McKeon Construction Co. for decision) To -allow the construction of a 176•,unit,-Planned- Residential,Development on- an 11 acre - parcel of land -in the R2 Two Family'Residence District. The subject -property is located'on%the north side of Heil,Avenue and 410 ft. east of Algonquin,Street. Mr: Boyer, representing -the applicant`,,discussed-the layout and design -of the proposed development with -,the Planning -Commission: It was the -consensus of the- Commission=that th'e-,plot plan should -,reflect a number of tot lots and -private patios and'also that building plans be submitted showing minimum square-foot'requirements-for the units -.- A MOTION WAS MADE BY-HIGGINS-AND SECONDED BY DUKE,TO CONTINUE USE PERMIT NO. 71-50 TO DECEMBER 7, 1971 TO-ALLOW"THE APPLICANT -TIME TO,REVISE T111.IR PLOT PI,ANS- AND TO SUBMIT'BUILDING PLANS,AND-ELEVATIONS. -1- 11/23/71, - PC Minutes: H. REVIEW: I USE PERMIT NO. 70-43 (Condition No. 14) - Wall location and design Applicant: Signal Landmark Inc. The subject property is located at the northeast corner of Atlanta Avenue and Newland Street. Review held pursuant to Condition #14 of Use Permit No. 70-43. The Planning Commission reviewed the plan. The wall design and landscaping were discussed. The Commission also discussed possible policy regarding maintenance of landscaped areas along arterial highways. It was the consensus of the Planning Commission that a --committee should be appointed to study and recommend policy which would apply to this project and others of a similar nature. A MOTION WAS MADE BY SLATES AND SECONDED BY HIGGINS TO APPROVE THE WALL DESIGN AND LOCATION AS PRESENTED BY THE STAFF. ROLL CALL VOTE: AYES: Bazil, Slates, Duke, Porter, Kerins, Boyle, Higgins NOES: None ABSENT: None THE MOTION CARRIED. COMMISSIONER BAZIL: Commissioner Bazil was excused from his duties atP.R. ' A MOTION WAS MADE BY DUKE AND SECONDED BY KER'INS TO CONTINUE THE LANDSCAPING PLAN AND DISCUSSION TO DECEMBER 14, 1971. ROLL CALL VOTE: AYES: Slates, Duke, Porter, Kerins, Boyle, Higgins NOES: None ABSENT: Bazil THE MOTION CARRIED. Commissioners Porter, Higgins, and Duke were appointed to a committee to study'and recommend policy regarding planters along arterial highways. DISCUSSION: Establishment of Planning Commission policy for considering requests to continue Planning Commission agenda items to another meeting date. A 140TION WAS MADE BY SLATES AND SECONDED BY KERINS TO ADOPT RESOLUTION NO. 1080. -2- 11/23/71 - PC Minutes: H. B. DISCUSSION: Planning Commission meeting day. Ken Reynolds, Planning Director stating that a letter had been submitted by the City Clerk to the Acting City Administrator suggesting that the Planning Commission meeting date be changed to allow the City Council to continue their meeting, if necessary, to the following night. It was felt that the even Wednesdays would be the best meeting date for the Planning Commission from the standpoint of transmittals and allocation of staff time. The Planning Commission discussed the change of date. It was their consensus that the date could be changed in February to a Wednesday night meeting if the Council wished to pursue this matter. DISCUSSION: Planning Commission projects for 1972. The Commission discussed this matter. It was their consensus that the items be ranked within categories and discussed again at the December 14th study session. DISCUSSION: Letter received November 4, 1971 from Leadership Housing Systems, Incorporated, with regard to redesigning the eight numbers of the Apple Project on Warner Avenue.
