Monday, December 13, 1971
Mayor Pro-Tempore Matney called the regular adjourned meeting of the
City Council of the City of Huntington Beach to order at 7:30 P.M.,
and announced that Mayor McCracken was absent due to illness.
The Pledge of Allegiance was given by all present in the Council
Chamber.

Councilmen Present: Shipley, Bartlett, Gibbs, Green, Matney, Coen
Councilmen Absent: McCracken
EXECUTIVE SESSION CALLED
The Mayor Pro-Tempore called. an Executive Session of the Council to
discuss personnel matters and pending litigation.
RECESS
Mayor Pro-Tempore Matney called a recess of the Council at 7:37 P.M.
RE CONVENE
The meeting was reconvened. at 8:53 P.M. by the Mayor Pro-Tempore.

PLANNING COMMISSION RESOLUTION NO 10 - DEFERRED
The Clerk presented Planning Commission Resolution No. 1079, endorsing
the Housing Goals as set forth in the Southern California Associ-
ation of Government's Housing Elements which had been adopted by the
Planning Commission on November 9, 1971. He informed Council that
this item had been deferred from the meeting of December 6, 1971.
Mayor Pro-Tempore Matney directed that this item be continued to the
December 20, 1971 Council meeting.
RES NO 3404 - ADOPTED - CO1 QLENCES - CAPTAIN USSHER
The Clerk read Resolution No. 3404 by title - "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH EXPRESSING REGRET OF THE
CITY OF HUNTINGTON BEACH AT THE DEATH OF CAPTAIN ARLAND USSHER, JR."
On motion by Shipley, Council waived further reading of Resolution
No. 3404, and adopted same b'y the following .roll call vote:
AYES: Councilmen: Shipley,
NOES: Councilmen: None
ABSENT: Councilmen: McCracken

INFORMAL MEETING CALLED
Bartlett, Gibbs, Green, Matney, Coen
Mayor Pro-Tempore Matney called an informal meeting of the Council as
a Committee -of -the -Whole to hear a presentation from the City Man-
agement Team regarding Phase III of the Central City Park
RECESS
The Mayor Pro-Tempore called a recess of Council at 8:57 P.M.
During the Informal Session, the City Management Team made a complete
presentation regarding Phase III of the Central City Park.
RECONVENE
The meeting was reconvened at 10:17 P.M. by the Mayor Pro-Tempore.

EXPANSION - PHASE III - CENTRAL CITY PARK
During discussion on the City Management Team presentation, it appeared
to be the consensus of opinion of the Council that the City look to
acquiring only those properties within the Phase III Area which are
endangered by private development, and give a direction to staff to
further study revenue sources on the remainder of the property. .
On motion by Coen, Council directed that the expansion of Phase III
of the Central City Park be Limited. to the immediate acquisition of
Parcels A and D, with ultimate acquisition of Parcels B and C. The
motion was passed by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, Gibbs, Green, Matney, Coen
NOES: Councilmen: None
ABSENT: Councilmen: McCracken
On motion by Coen, Staff was directed to re-evaluate Parcel 1, or
parts thereof, in connection with the ultimate development of Phase ITI.
The motion was passed by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, Gibbs, Green, Matney, Coen
NOES: Councilmen: None
ABSENT: Councilmen: McCracken
On motion by Coen, Council directed the staff to analyze the feasi-
bility of acquiring and developing a golf course in the Phase III
Area, as opposed to possible acquisition of the existing Meadowlark
Golf Course. The motion was passed by the following vote:
AYES: Councilmen: Shipley, Bartlett, Gibbs, Green, Matney, Coen
NOES: Councilmen: None
ABSENT: Councilmen: McCracken
REQUEST FOR PERMISSION TO tE ABSENT FROM STATE - GRANTED
On motion by Gibbs, Councilman Shipley was granted permission to be
out of the State from December 17, 1971 to January 2, 1972, by the
following vote:
AYES: Councilmen: Shipley, Bartlett, Gibbs, Green, Matney, Coen
NOES: Councilmen: None
ABSENT: Councilmen: McCracken
INFORMAL MEETING CALLE� - INTERVIEWS
Mayor Pro-Tempore Matney called an informal meeting of the Council as
a Committee -of -the --Whole for December 18, 1971 at 8:30 A.M., in the
Administrative Annex, to conduct interviews of applicants for the po-
sition of City Administrator.
ADJOURNMENT
On motion by Green, the regular adjourned meeting of the City Council
of the City of Huntington Beach adjourned at 10:32 P.M. The motion
was passed by the following vote:
AYES: Councilmen: Shipley,
NOES: Councilmen: None
ABSENT: Councilmen: McCracken
