TUESDAY, DECEMBER 14, 1971 - STUDY SESSION
COMMISSIONERS PRESENT: Slates, Bazil, Duke, Porter, Kerins,
Boyle, Higgins
COMMISSIONERS ABSENT: None
REVIEW OF LANDSCAPING: The Acting Secretary reviewed with
the Commission the revised landscaped plan as submitted by
Signal Landmark Incorporated, for Tentative Tract No. 5419
located at the northeast corner of Atlanta Avenue and Newland
Street. Mr. Harlow informed the Commission that the applicant
'has provided the required landscape areas along Atlanta Avenue,
Newland Street, Indianapolis Avenue and Magnolia Street. The
Commission also discussed maintenance of such landscaping
along the arterial highways.
The revised plan as submitted
by the applicant was reviewed by the Commission."
A MOTION WAS MADE BY DUKE AND
SECONDED BY BAZIL TO APPROVE THE LANDSCAPED PLAN AS AMENDED
AND UPON THE FOLLOWING CONDITIONS:
1. Magnolia Street shall be provided with 13 ft. landscaped
parkway area.
2. Intersections of arterial highway shall be developed to
City standards and maintained by the City.

A MOTION WAS MADE BY KERINS
AND SECONDED BY BAZIL TO INSTRUCT THE STAFF TO PREPARE A
RESOLUTION REGARDING MAINTENANCE OF LANDSCAPING ALONG ARTERIAL
HIGHWAYS.

DISCUSSION: MASTER PLAN OF LAND USE (AREA "B")
Northwest corner of Talbert Avenue and Newland Street
Tom White, representing h & B
Company, addressed the Commission and explained the pr(l)osed
development at the northwest corner of Talbert Avenue nad
Newland Street. Mr. White stated that this property, when
annexed_to'the city, came in as an R1 zone but as the property
to the north is zoned R2 and a portion developed with move -ins,

subject property could best be developed as a planned
residential development. Mr. White informed the Commission
that the proposed development will be a condominium develop-
ment with large patio areas. Commissioner Duke inquired
about recreational areas. Mr. White stated that 1/2 acre of
land will be provided for recreational facilities. Commis-
sioner Higgins stated that the Commission is only exploring
the use of the subject property and not giving the applicant
any indication as to what he can or cannot do with the
property. The Acting Secretary informed the Commission that
this item will be before them on December 21, 1971 meeting
for public hearing.
RESOLUTION NO. 71-1220
ORANGE COUNTY BOARD OF SUPERVISORS
The Planning Commission
reviewed Resolution No. 71-1220 adopted by the Orange County
Board of Supervisors on October 27, 1971, approving the Orange
County Preliminary Housing Element and the second and third
phases of the Housing Element Work Program.
A MOTION WAS MADE BY
KERINS AND SECONDED BY BAZIL TO INSTRUCT THE STAFF TO PREPARE
A RESOLUTION INCORPORATING ITEMS 1A, B(1) THROUGH (8) AND C(1)
THROUGH (4) AND SUBMIT BACK TO THE COMMISSION FOR ADOPTION.

DISCUSSION:
LANDSCAPING AND SCREENING OIL OPERATIONS IN LARGE
OIL FIELDS.
Richard Buhr, Standard
Oil Company, addressed the Commission and stated that he feels
landscaping can be provided without screening the ocean view
along Edwards Street. Mr. Buhr stated that the company's
intent is to screen each individual oil site either with a
block wall or a chain link fence, whichever the Commission
stipulates.
The Commission discussed
the landscaping and wall treatment at length.
A MOTION WAS MADE BY
BAZIL AND SECONDED BY SLATES TO ALLOW DRILLING OF FOUR NEW
WELLS -ON THE EDWARDS AND GARFIELD' SITE AND TO ALLOW ONE NEW
WELL ON THE THOMPSON LEASE AT ADAMS AVENUE AND BEACH BOULEVARD
AFTER STANDARD OIL COMPANY HAS SUBMITTED A LETTER ON INTENT
TO GUARANTEE ADEQUATE SCREENING AT EACH OIL OPERATION SITE.

DISCUSSION: CODE AMENDMENT RELATIVE TO PLANS AND CONDITIONS
OF APPROVAL FOR APPLICATIONS HEARD BY -THE BOARD
OF ZONING ADJUSTMENTS AND COMMISSION.
COMMISSIONER SLATES: Commissioner Slates was excused from
further participation at 4:55 P.M.
Jack Cleveland, Building
Director, discussed the problems of code enforcement with the
Planning Commission. Mr. Cleveland stated that e'nforcement
is difficult where conditions of approval required by the
Board of Zoning Adjustments and Planning Commission are not
clear and therefore administrative interpretation sometimes -
differs from what the Planning Commission is expecting.
Mr. Cleveland stated that if all conditions of approval are
more specific this will eliminate most of the enforcement
problems.
COMMISSIONER BAZIL: Commissioner Bazil was excused from
further participation at 5:15 P.M.
DISCUSSION: ASSESSMENT DISTRICT
Ed Selich, Planning Aide,
addressed the Commission and discussed the formation of
an assessment district for the installation of off -site
improvements within the area bounded by Goldenwest Street,
Palm Avenue, 17th Street and Orange Avenue.
The Planning Commission
endorsed the proposal.
A MOTION WAS MADE BY BOYLE
AND SECONDED BY HIGGINS TO INSTRUCT THE STAFF TO PURSUE
THE ASSESSMENT DISTRICT FOR OFF -SITE IMPROVEMENTS WITHIN
THE SUBJECT AREA AND TO EXPAND THE DISTRICT WHEREVER POSSIBLE.

CODE AMENDMENT NO. 71-33 (2nd Draft: 12-6-71)
"Care of Non -Related Amendment"
Jim Palin, Associate Planner,
reviewed Code Amendment No. 71-33 with the Commission and
stated that this amendment is being proposed because a
number of applicants for the care of non -related persons are
misinterpreting the ordinance code. Mr. Palin outlined a
number of other problems presented by the code as it now
exists.
Commission discussion followed.
It was the consensus of the
Commission for the staff to prepare a detailed report reviewing
these problems and to offer solutions.

DISCUSSION: PLANNING COMMISSION GOALS - 1972
The Commission reviewed
the suggested'Goals for 1972. The Acting Secretary suggested
that the Commission submit their priority list of Goals and
the staff would report back at the December 21, 1971 meeting.
DISCUSSION: COMMITTEE TO REVIEW PHOTOGRAPHS OF APARTMENT
PROJECTS -TO BE APPROVED PER NEW APARTMENT STANDARDS
Chairman Porter
appointed Commissioner Duke, Higgins, and Kerins to serve
as a committee to -review the photographs required by the
recently adopted apartment standards.
COMMISSIONER KERINS: Commissioner Kerins was excused from
further participation at 5:25 P.M. -
DISCUSSION: EXCAVATION OF-BOLSA PROPERTY
The Commission reviewed
various slides showing land excavation on the Signal Bolsa
Property. The Commission noted that there should be no more
excavation permitted at this°location and requested that the
staff ask City Council that they request the Board of Supervisors
not to allow further excavations on -site. '
