The subject property is a 1.6 acre parcel of land located on the north side of Warner Avenue, approximately 400 ft. west of Magnolia Street. It was noted by the Acting Secretary that a letter had been received from the property owner requesting that the zone change not be made because he has been in "intensified agriculture" since 1958 and this zone change would impose a hardship on him. ZONE CASE NO. 71-39 - Continued Applicant: Derby Land Company A change of zone from R1 Single Family Residence District to R2 Two Family Residence District. The subject property is located at the northwest corner of Newland Street and Talbert Avenue. Jere Murphy, Associate Planner, showed vu-graphs of the subject property. The hearing was opened to the audience. Tom White, representing the applicant, presented plot plans to the Commission showing the setback treatment on Talbert Avenue. He pointed out there was a 20 f t. setback to the wall on Talbert Avenue which provided more landscaping. Mr. White also informed the Commission that the plans reflect a density of 14 units per acre. There was no one present to speak in opposition. There being no further comment the hearing was closed. 1 Commission discussion was held. It was the consensus of the Commission that a planned development of 14 units per acre was too high a density for the area. The area should remain R1 due to the R1 influence to the south and its location on Talbert Avenue. The Planning Commission instructed the staff to initiate a zone change on the three acre parcel of land abutting the subject property to the north to R2 PD (10) because said parcel was included with the development plan submitted by the applicant. ZONE CASE NO. 71-42 Applicant: Classic Development Corporation A change of zone from M2-0 and M2-01 Heavy Industrial District combined with oil production to R2-PD Two Family Residence District - Planned Residential Development Suffix and R2-PD-01 Two Family Residence District - Planned Residential Development Suffix combined,with oil production. The subject property is located on the south side of Ellis Avenue and west of Huntington Street. Dick Harlow, Assistant Planning Director, reviewed with the Commission vu-graphs of surrounding zoning, land uses and a topographic map -of the area. The hearing was opened to the audience. Commissioners Porter and Kerins felt this area should be studied further. Bill Wren, representing the applicant, agreed to a continuance and requested it be heard concurrently with Phase II of Study Area "B". There being no further comment, the hearing was closed. The subject property is located south of the proposed Talbert Avenue alignment, approximately 1300 f t. west of Edwards Street. In Conjunction With ZONE CASE NO. 71-45 Applicant: Signal Bolsa Corporation A change of zone from RA Residential Agricultural District to R2-PD Two Family Residence District - Planned Residential Development Suffix. The subject property is located -a!' -he southwest corner of the prolongation of Graham Street and Slater Avenue, consisting of 39.366 acres of -land. The hearing was_ opened to the audience on these three zone cases -at the same time. - - George Stringer, representing the applicant, addressed the Commission and explained the request. Mr. Stringer stated that these zone changes were being requested pursuant to their original R2 request heard�by the Commission in June 1971. Also, the R2 PD areas will be well bufferred from existing R1 and will result in a well planned mixture of land uses for the area. Mr. Stringer informed the Commission that they are having a traffic study -prepared. There,being no further. comment, the hearing was closed.
