CUB SCOUTS PRESENT: Chairman Porter acknowledged the presence
of Cub Scouts Pack #227. A spokesman for
the group asked the Commission if it would be possible to get
more playground equipment at the Springdale and Heil Park site.
Commissioner Duke stated that the City will provide more
playground equipment in the near future.
MINUTES: On motion by Duke and second by Boyle, the Minutes
of the Huntington Beach Planning Commission of
September 8, 28, and October 5, 1971, were accepted as
transcribed and mailed by the Secretary.
AGENDA ITEMS TO BE CONTINUED:
ZONE CASE NO. 71-40
Applicant: Huntington Beach Industrial Park
A change of zone from M1-A
Restricted Manufacturing District to R3-PD (15) Limited
Multiple Family Residence District - Planned Development
15 units per acre. The property consists of 35 acres of
land and is located on the west side of Graham Street, 130 ft.
north of the centerline of Edinger Avenue.
The Acting Secretary suggested
to the Commission that this zone case be continued to
January 18, 1972, to allow time for a subcommittee of the
Commission and City Council to meet with the developer to
determine a phasing program of development in the event the
zone case is approved.
Commissioner Duke, Bazil and
Chairman Porter were appointed to serve on said subcommittee.

In Conjunction With

Applicant: George Kachickas
To permit the
construction of a 150 unit apartment complex in the R3
Limited Multiple Family Residence District and R2 Two Family
Residence District. The subject property is located two
hundred (200) ft. southof Warne_r_Avenue_, 900 ft. east of
Bolsa Chica Street.
The Acting Secretary
informed the Commission that it was the staff's recommendation
that Conditional Exception No. 71-72 and Use Permit No. 71-41
be continued until after the City Council makes a final
decision on,Zone Case No. 71-20, Area "L" Mr. Harlow informed
the Commission that this continuance to the February 1, 1972
meeting will allow the Commission time to study alternate
street alignments for the area at a Study Session.

100 over a 5 year period on 4.59 acre parcel of land in the
M1 Light Industrial District. The subject property is
located one thousand (1000) ft. north of Talbert Avenue and
east of Gothard Street.
The Acting Secretary suggested
that this application be continued to February 15, 1972 to
allow time for the Commission to review the proposed Equestrian
Ordinance.
The applicant concurred with the
continuance.

present to speak in opposition, the hearing was closed.

Commissioner Bazil
stated that off -site improvements should be required even,
if a permanent office building is not constructed. Commis-
sioner Boyle stated that no hardship has been shown.
Commissioner Kerins stated that other properties across
the street were required to install off -site improvements.
A MOTION WAS MADE
BY DUE AND SECONDED BY KERINS TO DENY CONDITIONAL EXCEPTION
NO. 71-53 FOR THE FOLLOWING REASONS:
1. The applicant failed to demonstrate a hardship for said
request.
2. Eighteen (18) months of original conditional exception
was sufficient time.
3. There is an existing school located across the street
and is developed with all off -site improvements.
4. The applicant failed to comply with previous conditions
of approval.

CONDITIONAL EXCEPTION NO. 71-85 - Appeal
Applicant: Huntington Shorecliffs
To allow an existing
nonconforming sign to remain for a period of one year. The
subject property is located on the southwest corner of Frankfort
Street and Beach Boulevard in the R5 Office -Professional District.
The hearing was opened
to the audience.
George Shibata, attorney
representing the applicant, stated that this directional sign
was installed under supervision of the Building Department and
to require removal is unjust and places an undue hardship on
the applicant. Dr. Henry Kaufman opposed the request on
grounds that this said sign is too close to residences on
Frankfort Street.
There being no other
comment, the hearing was closed.

he feels the applicant has an economic hardship.
A MOTION WAS MADE BY BOYLE AND
SECONDED BY KERINS TO SUSTAIN THE BOARD OF ZONING ADJUSTMENTS
ON CONDITIONAL EXCEPTION NO. 71-85 AND DENY THE APPEAL FOR
THE FOLLOWING REASONS:
1. The location of the sign on the permit was improper.
2. The sign does not conform with Section 9763.1.5.2(c)3
of the Huntington Beach Ordinance Code.

CONDITIONAL EXCEPTION NO. 71-60
Applicant: Leonard 0. Lindborg
To permit the construction of
9 triplex developments (3 unit apartment) on lots, each having
5875 sq. ft. of lot area per unit in lieu of the required 2000 sq.
ft. of lot area per unit in the R2 Two Family Residence District.
The subject property is located between Palm Avenue and Acacia
Street and between 20th Street and 21st Street.
Commissioner Slates informed
the Commission that he would have to abstain from discussion
and action on this matter.
The hearing was opened to the
audience.
Roger Slates, 1701 Main Street
offered to answer questions.
There being no other comment
the hearing was closed.
Commission discussion followed.
Commissioner Bazil stated that
he feels this will be a good development because it conforms
to proposed revisions to the code. Commissioner Kerins
stated that he feels the city will get less density than
under the Land Use Intensity requirement. Commissioner Duke
stated that the applicant has not demonstrated hardship.

UPON THE FOLLOWING CONDITIONS:
1. The applicant shall dedicate the additional 2 1/2 ft'. of

2. The applicant shall enter into an agreement with the City
agreeing to participate in the assessment district presently
under consideration for this area.
3. All applicable City Ordinances shall be complied with.
4. Any oil operations shall be abandoned according to city
and state requirements.
5. When reviewing the plot plan, the Board shall require
additional landscaping within the patio areas.
AND FOR THE FOLLOWING REASONS:
1. This proposal will result in less density within this
project than under the proposed Land Use Intensity system
for this area.
2. It is the policy of the Commission to allow the additional
unit where 3/4 of the lot area needed has been met.

To permit the

The subject property is located on the west side of 19th
Street and 100 ft. north of Acacia Avenue.
Commissioner Slates
informed the Commission that he would have to abstain from
discussion and action on this matter.

SECONDED BY BAZIL TO APPROVE CONDITIONAL EXCEPTION NO. 71-61
UPON THE FOLLOWING CONDITIONS:
1. The applicant shall dedicate the additional 2 1/2 ft. of
right-of-way along the alley.
2. The applicant shall enter into an agreement with the City

two pole signs, 2 ft. x 10 ft. and 4 ft. x 6 ft. at an
automobile sales agency in the C4 Highway Commercial District.
The subject property is located on the west side of Beach
Boulevard between Slater Avenue and Warner Avenue.
Jim Palin, Associate Planner,
reviewed the proposed sign structure. Video tape of the
subject property was shown.

representing the applicant, explained the proposal. Mr.
Barham stated that the location is for safety to prevent
motorists from backing out into traffic to change drive-
ways on Beach Boulevard.

ZONE CASE NO. 71-27 (Referred back to the Planning Commission

A change of zone from
RA-0 Residential Agricultural District combined with oil
production to R2 Two Family Residence District. The subject
property is located east of Edwards Street and 660 ft. north
of Ellis Avenue.
The Acting Secretary
suggested to the Commission that this zone case be continued
to the March 7, 1971 meeting to be heard in conjunction with
Master Plan, Area "B".

COMMUNICATION: The Planning Commission received a letter
su mitte y Signal Properties, Incorporated, advising the
Commission that excavation and removal of fill from the
westerly portion of the Bolsa property was completed in
May, 1971. It was further stated that the Signal Properties
do not propose to borrow additional fill until further study
of this area is made.

STAFF IS INSTRUCTED TO WRITE A LETTER TO THE COUNTY BOARD OF
SUPERVISORS ASKING THAT THE CITY OF HUNTINGTON BE ADVISED
OF ANY REQUESTS FOR GRADING PERMITS.

THE MOTION CARRIED.
COMMUNICATION: The Planning Commission received a communication
from the Orange County Planning Commission regarding a proposed
zone case to change the zone from C2 (SR) "General Business
(Sign Restrictions)" District to the Cl (SR) "Local Business
(Sign Restrictions)" located on the north side of Broadway -
approximately 60 ft. southwest of Pacific Coast Highway in
Sunset Beach.
The Commission reviewed the
request.
It was the consensus of the
Commission that there was not that much difference between
the existing zone and the proposal.

Applicant: Classic Development Corporation
Located at the northwest
corner of Ellis Avenue and Huntington Street and consists
of 51 lots on 10.58 acres of land.

The Acting Secretary
informed the Commission that the developer has requested the
Planning Commission to reconsider their previous decision to
approve the applicant's request to withdraw said map on
December 21, 1971. Mr. Harlow informed the Commission that
upon learning that a new subdivision fee would be required
for resubmittal of a map on the R1 portion of the property
the developer requested reconsideration.

REVIEW: PERIMETER WALL LOCATION: Jim Palin, Associate
Tanner, informed the Commission that Condition No. 10 of
Use Permit No. 70-22 requires the Planning Commission approval
of the wall design and landscaping for Tentative Tract Map
No. 7155. Mr. Palin showed drawings of the proposed perimeter
wall location.
The Commission reviewed
the proposal.

THE MOTION CARRIED.
INFORMATION: The Planning Director informed the Commission
of the C ty Council's action pertaining to Planning Commission
matters.
COMMISSIONER KERINS: Commissioner Kerins suggested that the
Planning Commission establish a policy in the Planned
Residential Development ordinance to incorporate the Federal
Housing Administration's requirements.
It was the consensus
of the Commission that the staff investigate the suggested
requirements.
