AGENDA ITEMS TO BE CONTINUED OR WITHDRAWN: TENTATIVE TRACT MAP NO. 7596 Subdivider: Larwin Company 806 lots on 92.5 acres of land, located on the south side of Garfield Avenue, and east of Newland Street. The Acting Secretary read a letter submitted by the developer, requesting continuance of Tentative Tract Map No. 7596 to March 7, 1972, in order to prepare layouts in conformance with requirements of the Planned Residential Development Ordinance. The subject property is located on the west side of Graham Street, 130 f t. north of the centerline of Edinger Avenue and consists of 35 acres of land. The Acting Secretary advised the Planning Commission that because of recent State Legislation, a Master Plan Amendment should be initiated and heard concurrently with the subject zone change. ZONE CASE NO. 71-52 Initiated by the Planning Commission To change the zone from Al Agricultural District to R1 Single Family Residence District. The subject property is a 9 acre parcel of land located on the west side of Magnolia Street, approximately 400 ft. north of Warner Avenue. The hearing was opened to the audience. One property owner addressed the Commission and stated that he would prefer that his property remain agricultural, i.e. farming because of the time required to phase out his business. There being no other comment the hearing was closed. Commission discussion followed. A MOTION WAS MADE BY SLATES AND SECONDED BY BAZIL TO WITHDRAW ZONE CASE NO. 71-52 FOR THE FOLLOWING REASONS: 1. The present Al zone conforms to existing use. 2. There is no pressing need for a change of zone on subject property. CONDITIONAL EXCEPTION NO. 71-93 - Appeal Jack Barham (Federal Sign Corporation) To permit the installation of a pole sign, 4 ft. x 6 ft. at an automobile sales agency in the C4 Highway Commercial District. The subject property is located on the west side of Beach Boulevard between Slater Avenue and Warner Avenue. The hearing was opened to the audience. W. E. Said sign does not conform to the ordinance. 3. The applicant has a legal right to place subject signs on the property in conformance with requirements of the Sign Code. A use permit to allow a restaurant at this address was conditionally approved by the Board of Zoning Adjustments on December 29, 1971. 2. The tentative map received January 5, 1972 shall be the approved layout. 2. Arrangements shall be made for the abandonment of Algonquin Drive through Lot 19. 3. The wall and landscaping along the frontage road on Davenport Drive and Algonquin Street shall be approved by the Department of Public Works and Planning Department. Plans for such,a wall and landscaped area shall include planters at locations as deemed necessary by the Department of Public Works and Planning Department. 4. The bulb on the frontage road at Courtney Lane and Davenport Drive shall be landscaped to Department of Public Works requirements. A MOTION WAS MADE BY SLATES AND SECONDED BY BOYLE TO APPROVE TENTATIVE TRACT MAP NO. 7601 UPON THE FOLLOWING t.ONDITIONS: L. The tentative i.:ap received December 23, 1971 shall be the approved layout. 1. That portion of the tentative map presently zoned M2-0 shall be rezoned to R1 prior to recordation of a final map on this property. In the event the zone change is not approved, the tentative map shall become null and void. 3. All oil equipment shall be removed and all oil wells shall be abandonedand removed according to Division of Oil and Gas and City regulations. 4. A slope easement shall be dedicated to accommodate the slope on the noz-th side of Ellis Avenue between Huntington Street and the Southern Pacific Railroad right-of-way to Department of Public Works requirements. 5. The slope included within the slope easement shall be landscaped to the Department of Public Works' requirements and the developer shall provide automatic irrigation facilities to Department of Public Works' requirements. The developer shall enter into an agreement with the Department of Public Works to maintain such landscaping until it is established. 6. A decorative masonry wall shall be constructed at the top of the slope along the slope easement. The design of such wall shall be approved by the Planning Department and Department of Public Works. 7. All standard conditions of approval for tentative tracts that are applicable shall be complied with. 8. The applicant shall obtain a letter from the property owner to the south agreeing to terminate Huntington Street south of Ellis Avenue to reduce the excessive length and avoid a four-way intersection. A MOTION WAS MADE BY KERINS AND SECONDED BY BOYLE TO RECOMMEND DENIAL OF ZONE CASE NO. 71-54 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. Said property can be developed R1. 2. The requested C4 zone is not in compliance with the Master Plan of Land Use. 3. The proposed site does not fit the criteria for service station locations. TENTATIVE TRACT MAP NO. 7703 Subdivider: La Cuesta 157 lots on 37.23 acres of land located on the south side of Banning Avenue, west of Brookhurst Street. The Commission reviewed the suggested conditions. Discussion followed. A MOTION WAS MADE BY SLATES TO APPROVE TENTATIVE TRACT MAP NO. 7703 WITH CONDITIONS. THAT MOTION WAS WITHDRAWN BY MR. SLATES. Commission discussion was held. Commissioner Kerins stated that he does not approve of the design as submitted and would like to see the applicant investigate a possible R1 planned residential development. Don Ayers, developer, stated that he prefers to construct single family detached homes on 6000 sq. f t. lots rather than a planned residential development. A MOTION WAS MADE BY KERINS AND SECONDED BY BOYLE TO CONTINUE THE DECISION ON TENTATIVE TRACT MAP NO. 7703 TO THE JANUARY 25, 1972, STUDY SESSION IN ORDER TO GIVE THE APPLICANT AN OPPORTUNITY TO REDESIGN SAID TRACT. Planning Commission Tuesday, January 18, 1972 Page No. 10 DISCUSSION The Acting Secretary informed the Commission that the staff contacted the Lusk Company about the possibility of providing an additional 5 ft. strip of landscaping along that portion of Goldenwest Street abutting their subdivision per the Commission's request. Mr. Harlow pointed out that the developer cannot provide the additional landscaping because they are too far along with the plans -and will be grading this week. It was the consensus of the Commis- sion not to require the additional 5 ft. of landscaping along Goldenwest Street as originally proposed. INVITATION TO THE COMMISSION: Richard Tom, architect, extended an invitation to the Planning Commission to tour a planned residential development in Westwood to see how property can be developed at a density of 35 units per acre. DISCUSSION - SITE PLANS The Acting Secretary discussed with the Commission the possibility of the Board of Zoning Adjustments reviewing -Site Plans along with Use Permit applica- tion at the time the use is permitted. A MOTION WAS MADE BY SLATES AND SECONDED BY BAZIL THAT THE BOARD OF ZONING ADJUSTMENTS REVIEW SITE PLAN APPLICATIONS AND FURTHER INSTRUCT THE STAFF TO PREPARE A CODE AMENDMENT TO IMPLEMENT THE CHANGE. SUCH AMEND'z MENT SHOULD INCLUDE CRITERIA FOR THE BOARD TO CONSIDER WHEN REVIEWING SUCH APPLICATIONS SUCH AS PROXIMITY TO SCHOOLS, CHARACTER OF THE NEIGHBORHOOD AND THE SURROUNDING NEIGHBORHOOD. DISCUSSION: PROPOSED ZONE CHANGE Jere Murphy, Associate Planner, discussed the possibility of initiating a zone change on Edison right-of-way located north of Atlanta Avenue and west of Magnolia Street from R2 Two Family Residence District to RA Residential Agricultural District. Planning Commission Tuesday, January 18, 1972 Page No. 11 COMMISSIONER SLATES: Commissioner Slates requested that the Planning Department change the sectional district maps by deliniating all Edision easements and public facilities so the public could read said maps more clearly. Mr. Slates further requested that the City present an Award of Merit to the William Lyon Company for the wall design around the perimeter of their subdivision at the southwest corner of Slater Avenue and Edwards Street. It was the consensus of the Commission that they would review said wall and discuss the matter at another meeting. The Commission further instructed the Planning Director to submit a survey of small lots in the vicinity of Edwards Street and Ellis Avenue and to consider including the lots within the non-structural blighted area into Phase III of the Central Park and forward said survey to the City Council for possible action.
