AGENDA ITEMS -TO BE CONTINUED OR WITHDRAWN: CONDITIONAL EXCEPTION NO. 71-54 - Continued Applicant: Robert Kerr To permit the boarding of 11 horses on a 16,800 sq. f t. parcel of land in the R2 Two Family Residence District. The subject property is located on the east side of Blanton Street approximately 135 ft. south of Prairie Drive, legally described as Tract No. 349, Block D, Lots 13 and 15. The Acting Secretary informed the Commission that the staff has requested continuance of this application pending the outcome of the proposed Equestrian Standards. A MOTION WAS MADE BY SLATES AND SECONDED BY BOYLE TO CONTINUE CONDITIONAL EXCEPTION NO. 71-54 TO MARCH 21, 1972 FOR THE FOREGOING REASON. CONDITIONAL EXCEPTION NO. 71-55 - Continued Applicant: Frank Merrell To permit the operation of a commercial horse boarding stable for 30 horses on a 4.06 acre parcel of land in the R3 Limited Multiple Family Residence District. The subject property is located on the northeast corner of Slater Avenue and Nichols Street. The Acting Secretary informed the Commission that the staff has requested continuance of this application pending the outcome of the proposed Equestrian Standards. Mr. Harlow stated, however, the applicant has requested withdrawal of his application. DISCUSSION - Building Elevations - Urbanetics Financial Corp., Family Affair Development - Warner and Edwards It was noted by the Acting Secretary that a representative for the developer was present and would like to discuss the project with the Commission. Mick Parker, represent- ing the developer, addressed the Planning Commission. He stated that the buildings were constructed of metal and because of this the elevations were changed after approval by the Commission. Mr. Parker also stated the Building Department has stopped all inspections on the project. It was noted by the Acting Secretary that the building elevations were not the same as had been approved therefore, the Building Department issued a "stop building order". Mr. Parker submitted renderings of the proposed elevations and the elevations existing in the field. Daniel McFarland, Building Department, stated the buildings do not conform to approved plans, therefore, exterior inspections were stopped however, work could continue on the interior of the building. A lengthy discussion was held with regard to the approved renderings and the project as it is developing. Commissioner Slates felt a Plot Plan Amendment application should be filed, the staff would submit a report and then the Commission would be in a position to act on this application. COMMISSIONER BAZIL: Commissioner Bazil arrived at 2:05 P.M. and assumed his duties. It was the consensus of the Planning Commission that the building should be as originally approved. A letter from the applicant should be submitted stating why they cannot comply with the original elevation if this is to be considered on a new application. The Plot Plan Amendment may be referred up by the Board of Zoning Adjustments for the February 29, 1972 Planning Commis- sion Study Session. Porter, Kerins, Boyle REVIEW - Building Elevations for Tentative Tract No. 5257 - Covington Brothers located at the northwest corner of Warner Avenue and Gothard Street. James Palin, Associate Planner, reviewed this item with the Planning Commission. An overall rendering showing landscape treatment along Warner Avenue and rear elevations was reviewed. It was pointed out that revisions were made on the northwesterly building because of the requirement that they increase the street widths. Dan McFarland, Building Depart- ment, reviewed working drawings and elevations with the Commission. A MOTION WAS MADE BY SLATES AND SECONDED BY KERINS TO APPROVE THE BUILDING ELEVATIONS AS PRESENTED ON THE WORKING DRAWINGS, FOR TENTATIVE TRACT NO. 5257. ROLL CALL VOTE: AYES: Slates, Bazil, Duke, Porter, Kerins, Boyle NOES: None ABSENT: Higgins THE MOTION CARRIED. The Planning.Commission commended the developer on his elevations and treatment on Warner Avenue. DISCUSSION: Metropolitan Water Districts Switchyard and Corridor Ken Reynolds, Planning Director reviewed with the Commission the-results''of the City.Council meeting of February 7, 1972. He then continued by giving the Planning Commission some background information with regard to the Metropolitan Water District's proposed site for a switchyard and utility corridor. Mr. Reynolds stated that he had presented the Planning Commission's .resolution to the Board of Supervisors on February 2. The County Planning Commission recommended approval of the site acquisition to the Board of Supervisors. The City Council indicated Monday, February 7, that the State Attorney's office should intervene in the matter. The question of a meeting with the Planning Commission was never raised at the City Council meeting. The Council felt the subject should be further investigated by Metropolitan Water District. -3- 2/8/72 - PC Minutes: H. B. Planning Commission Tuesday, February 8, 1972 Page No. 4 Excerpts from the Bechtel report were discussed briefly. It was felt the City Council should be requested to ask Metropolitan Water District to update the land use and environmental study of the proposed area. Further discussion was held with regard to the location of subject project and the need for an environmental study at some future time. Mr. Reynolds reiterated that the main items to come from the City Council meeting were (1) that there would be a meeting between now and March 1st to discuss the project and, (2) a transmittal should be made to Metropolitan Water District for updating the land use and environment study. A MOTION WAS MADE BY KERINS AND SECONDED BY BOYLE TO REQUEST A JOINT MEETING OF THE CITY COUNCIL, PLANNING COMMISSION AND METROPOLITAN WATER DISTRICT TO DISCUSS THE TOTAL PROJECT INCLUDING A COMPLETE ENVIRONMENTAL IMPACT STUDY BEFORE THE MARCH 1st DEADLINE. DISCUSSION: Proposed revisions to the Planned Residential Development Ordinance A lengthy discussion was held with regard to changes proposed. It was the consensus of the Commission that in no case should density be increased 'or any given area or zone. A MOTION WAS MADE BY KERINS AND SECONDED BY BOYLE TO ADOPT AN,INTERIM POLICY IMPOSING THESE STANDARDS AS AMENDED. Policy is as follows: 9311.2 Maximum Density: This section is intended to set forth the maximum density of a planned residential development. It should be recognized that the other design criteria also has a significant part in determining whether this density can be achieved. In no case shall a plan be approved that does not meet the intent of the Planned Resi- dential criteria. 9312.1 Minimum Size: The intent of this section is to assure —that a superior living environment is provided and the Planned Residential Development operates efficiently and without imposing an undue financial burden on persons residing therein. -4- 2/8/72 - PC Minutes: H. Planning Commission Tuesday, February 8, 1972 Page No. 5 9312.4 Maximum Site C�ov�era e�: The intent of this section is to maximize the amount of open space within a Planned Residential Development. 9312.5 Setback from a Public Street: The intent of this section is to provide an aesthetically pleasing street scene. 9312.6 Setback from Interior Pro ert� Line: The intent of this section is to maximize the separation of a Planned Residential Development from other uses due to the different life styles. 9312.8 Minimum Distance Between Buildin s: The intent of this section is to avoid congestion caused by inadequate building separation. 9312.17 Recreation, Leisure & Open Space Areas: The intent of this section is to set forth the minimum amount of recreation, leisure and open space for a Planned Residential Development that is adequate in size, utility and accessibility. 9312.18 Landscaping: The intent of this section is to provide or a superior living environment through the use of plant materials and decorative design elements. ADDED: 1. Circulation Flan - A preliminary circulation plan providing or separation of pedestrian and vehicular traffic shall be submitted for consideration along with the Use Permit application. A'detailed plan shall be approved by the Planning Department prior to i.ssuance of a building permit or recordation of a final tract map. The intent of this section is to minimize the potential conflicts between vehicular and pedestrian traffic. The vehicular circulation plan shall be designed to avoid dividing recreation areas and open space. The pedestrian circulation plan shall provide for pedestrian access to all units and to all recreation areas. Also, access to living units from parking areas and abutting streets shall be through pleasantly landscaped areas and not through alley -like approaches. 2. Walkway Lighting - The developer shall install a lighting system along all major walkways. Such lighting system shall be approved by the Department of Public Works. 3. Vehicular Storage Areas - Areas shall be set aside for storage of boats, trailers, recreation vehicles and other large vehicles. Such areas shall be enclosed or screened from view by a six (6) foot high fence or wall and shall be maintained in a neat and orderly manner. -5- 2/8/72 - PC Minutes: ff. B. Planning Commission Tuesday, February 8, 1972 Page No. 6 Consideration should be given to adjacent use and the area should be situated in such a manner as to maintain a com- patible relationship between uses on the same property and ajdacent property. 4. Recreation Areas - Portions of the Open Space areas shall e esigne or and suitably improved to serve the recrea- tional needs of the residents. Such areas shall be allocated as follows: The Staff will present information regarding this at the study session. Each such area shall contain 10,000 sq. ft. with a minimum dimension of 50 ft. and a minimum average dimension of 100 ft. Such area shall be measured 20 ft. away from a building wall with ground floor windows or doors and 5 ft. where windows or doors are not provided. Special attention shall be given to the placement of tot lots which shall be arranged at convenient locations. Recreation areas shall include facilities such as: Swimming pools, tennis courts, basketball courts, putting greens, playground equip- ment, volleyball courts, lawn bowling, outdoor cooking facilities, etc. Clubhouse facilities shall be provided in one of the recreation areas. Such clubhouse shall be of sufficient size to accomodate meetings held by the membership of the homes association and shall contain other facilities usually associated with a clubhouse such as kitchen faci- lities, recreation areas, workshops, lounge, etc. S. Private Patios and Balconies - Private patios shall be provided or each goun loor unit. The minimum area for such patios shall be as follows: Unit Type Minimum Area Minimum Dimension Bachelor, Single and 1 Bedroom 200 sq.ft. 12 ft. Two (2) Bdrms. 250 sq.ft. 12 ft. Three (3) Bdrms. 300 sq.ft. 13 ft. Four (4) or More Bdrms. 400 sq.ft. 14 ft. ' Each unit above the ground floor shall have a private balcony containing at least sixty (60) sq. f't. with a minimum clear dimension of six (6) ft. Such balcony or patio shall relate to the living area of the unlit it is designed to serve. -6- 2/8/72 - PC Minutes: 11. B. Planning Commission Tuesday, February 8, 1972 Page No. 7 Balconies that are required for entrance or exit shall not be considered as satisfying this requirement except where such entrance or exit is for the sole use of the unit it serves. 6. Add to 9313 Common Areas (Home or Community Associations: Conditions, Covenant and Restrictions The total number of votes allocated to rental units shall not exceed forty nine (49%) percent of the total vote of the association. 7. On -site Trees - On -site trees equivalent to one (1) thirty (30) inc ox tree for each residential unit shall be pro- vided. Additional trees and shrubs shall also be planted to provide a well balanced landscape plan. For the purpose of this section the equivalent to a thirty (30) inch box tree shall be other s»ecimen material as approved by the Planning Department. 8. Housing Types - Developments larger than fort (40) areas in size shall provide a mixture of residential dwelling types including detached, attached and multi -story dwellings. 9. Site Plan - A site plan showing landscaping, lighting, maintenance and storage facilities, pedestrian ways, patio areas, recreation and open space areas, traffic circulation, parking and living units shall be submitted with the use permit application. A plan showing elevations, materials, graphics and color, shall also be submitted with the use permit application. 1. Section 9312.4 Site Coverage: The maximum building coverage of the site on which the development is located shall not exceed forty (40%) percent of the gross acreage being developed, exclusive of land area being set aside for private streets and alleys, and the right-of-way of public streets and alleys. 2. Section 9312.9 Private Streets or Driveways In order to provide sufficient driveway widths for traffic flow and maneuverability, the following standards shall apply: The design of the private streets sahll be such that an alley -like appearance is not created. Section 9312.9 Recreation, Leisure and Open Space Area Minimum square footage of usable open space for recreation and leisure use shall be as follows: District R1 R2 R3 Sq. Ft./Unit 1200 800 600 In addition to meeting all other design criteria, attempts should be made to maximize the number of units that abut the usable open space. MC DONNEL DOUGLAS - Missile Silo Dan McFarland, Building Department, informed the Planning Commission that McDonnel Douglas Corporation'had requested a permit to build an under- ground missile silo. The Building Department requested approval of the Planning Commission because of the unusual request. felt that this use, was in order. The Planning Commission CHAIRMAN PORTER: Chairman Porter excused himself from Further duty at 4:40 P.M., turning over the chair to Vice Chairman Duke. CODE AMENDMENT NO.. 71-19 - Specific Plan A discussion was held with regard to the Specific Plan and its purpose. This application would,alleviate the applicant's need to show cause for hardship. It was the consensus of the Commission that no increase in density would be allowed. It was the consensus of the Planning Commission that the staff should revise the Specific Plan pursuant to the discussions on the permitted uses and bring back for further review at a later study session. -8- 2/8/72 - PC Minutes: H. MISCELLANEOUS: The Acting Secretary advised the item could be heard at their A letter from Huntington Beach Company requesting the Planning Commission to reconsider their action on Zone Case No. 71-42 - Classic Development Company.
