The subject property is located north of Newman Avenue, 140 ft. east of Cameron Street in the R5 Office -Professional District. It was noted by the Acting Secretary that the applicants had requested a continuance of this item to allow time to submit a conditional exception application and revise the plot plan. It was noted by the Acting Secretary that the applicant had requested a continuance of this item to March 1, 1972. The subject property is located at the southwest corner of Goldenwest Street and Clay Avenue in the R1-0 Single Family Residence District combining oil. Bill Lusk, applicant, addressed the Board and explained the request. It was noted that revised plot plans had been submitted pursuant to the Board's recommendations. These plans were reviewed with the applicant. Board discussion followed. The subject property is located southwest of Goldenwest Street and Ellis Avenue in the RA-0 Residential Agricultural District combining oil. The hearing was opened to the audience. There was no one present to represent the applicant. It was noted by the Board that a revised plot plan had been submitted pursuant to the Board's request and that said plan conforms to the Board's recommendations. The plot plan received February 22, 1972 as amended shall be the approved layout. 2. The applicant shall comply with all conditions of approval of Conditional Exception No. 70-S6 within 30 days or March 24, 1972. 3. The applicant shall comply with the Oil Field Department requirements for abandoning oil operations on the site. 4. A MOTION WAS MADE,BY MCFARLAND AND SECONDED BY PALIN TO APPROVE USE PERMIT NO. 72-10 WIT11 THE FOLLOWING CONDITIONS: 1. The plot plan received February 16, 1972 shall be the approved layout. 2. Adains Avenue shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Said plan shall be approved by the Board of Zoning Adjustments. 11. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 12. All applicable City Ordinances shall be complied with. 13. A landscape plan including the treatment fronting on Adams Avenue shall be submitted to the Planning Department prior to framing inspection. DIVISION OF LAND NO. 72-5 - Continued Applicant: Scottfield Building Corporation To cause a consolida- tion of legal building sites into one legal parcel of land. The subject property is located on the northeast corner of Garfield Avenue and Stang Lane in the R3 Limited Multiple Family Residence District. There was no one present to represent the applicant. It was noted that this item had been continued to allow time for the applicant to revise his plot plan. A revised plan has been submitted and it now'conforms with the recommendations of the Board. CONDITIONAL EXCEPTION NO. 72-11 Applicant: Josph R: Rizzo To permit the outside storage of 84 tires, 48 tires to be behind the 50 ft. front yard setback and the remaining 36 tires to be within .25 ft. of the front property line, in lieu of a 16 tire display allowed by an Administrative Review application. The subject property is located on the north side of Warner Avenue, 200 ft. from the east side of Beach Boulevard in the C4 Highway Commercial District. audience. Board of Zoning Adjustments Wednesday, February 23, 1972 Page No. 6 It was noted by the Board that the Planning Commission reviewed the storage of tires in 1968 and it was determined that 10 was the only acceptable number. Since that time the Service Station Standards have been adopted. It was deemed that there were other ways to advertise tires without displaying them outdoors. It was the consensus of the Board that some provisions should be made to store the tires outside the structure but shielded from the.street. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE CONDITIONAL EXCEPTION NO. 72-11 WITH THE FOLLOWING CONDITIONS: 1. The applicant shall provide a solid fenced enclosure on the westerly side of the building to accommodate storage of tires and screen from view on all sides. 2. CONDITIONAL EXCEPTION NO. 72-12 Applicant: Brian M. Harrington To permit the construc- tion of an addition to an existing dwelling causing a reduction in the required open space from 900 sq. ft. to 798 sq. ft. with an additional 512 sq. ft. of open space provided upon another portion of the lot having a minimum dimension of 16 ft. The subject property'is located at 7632 Alhambra Drive in the R1 Single Family Residence District. The hearing was opened to the audience. Pink Maddox, representing the applicant, addressed the Board and explained the request. It was noted that a floor plan would be required. The overall open space dimensions were discussed. PLOT PLAN AMENDMENT NO. 72-5 Applicant: James Floyd - Urbanetics ..., To allow changes to be made to the building elevations of a 286 unit apartment development previously approved by the City. The subject property is located on the northwest corner of Edwards Street and Warner Avenue in the R3 Limited Multiple Family Residence District. The hearing was opened to the audience. It was noted by the Board that the Planning Commission directed the Board to review this application and make recommendations.at the February 29,'1972 Study Session. Ed Maltz and Mick Parker, representing the applicant, addressed the Board and reviewed the changes to the elevations for the 286 unit apartment development. Mr. Parker stated that their reasons for changing the,elevations were that they were now esthetically more pleasine and that thev had a desire to have a continuous architectural vocabulary throughout the project. He stated that because of the use of many materials on the original elevations, the orginal project did not read as well as the present proposed elevations. He also stated that because of the diversification of the materials within the original project there was a "jazzy" vocabulary throughout. -8- 2/23/72 - BZA Minutes: H. B. Board of Zoning Adjustments Wednesday, February 23, 1972 Page No. 9 Mr. Parker submitted to the Board a schematic landscape plan for their entrance drive on Warner Avenue which indicates the use of specimen -type sycamores at subject location and also along frontages on Warner Avenue and Edwards Street. In his review of the new elevations, Mr. Parker indicated that they propose utilizing plant-ons around all doors and windows with a rough -sawn textured "111" plywood siding between the upper windows and the ground floor sliding glass doors. This treatment would afford a continuity of design between those structures on the perimeter and the three-story structure within the center of the project. These elevations also included box planters upon the entrance balconies containing a sufficient sized specimen plant to help break the building elevations within the front of the units on Warner Avenue and Edwards Street. The applicant also indicated that because of the difference in elevation of the two-story buildings on Edwards Street they would have difficulty in constructing the entrance arch as originally proposed. The new elevations show a modification of the arch which was designed to help screen the back of the interior structures at that location. Mr. Parker stated that the gray concrete block now visible at the stairway entrances on Warner Avenue and Edwards Street would be removed and replaced with a split -faced concrete block of identical texture to the existing block at those locations. Mr. Parker also indicated that there were technical difficulties with the working drawings and the elevations which were originally submitted to the Planning Commission for review. These difficulties included the treatment and location of the roof eyebrows and the treatment of the planter as shown on the entry balconies. It was the consensus of the_. Board that the developer address himself further to additional treatment of the sides of the units at both entrances and that some design be incorporated at these locations to esthetically improve the appearance. The Board also indicated to the applicant that his schematic landscape plan should be revised to indicate types of materials which may be planted within 5 ft. of the public right-of-way subject to the Department of Public Works Landscape Standards. It was the consensus of -,the Board that structurally all revisions proposed by the developer could physically be made to the structures as they now exist. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 72-11 Applicant: Huntington Harbour Sales Corporation To permit the use of four units as temporary sales models. The subject property is located on the east side of Pacific Coast Highway, approximately 498 ft. north of the intersection of Warner Avenue in the R3 Limited Multiple Family Residence District. Dale Dunn and James Porter, representing the applicant, addressed the Board and explained the request. The Board reviewed a proposed off -site identification sign as shown on the plan received February 16, 1972. It was the consensus of the Board that the proposed sign is not permitted under Section 9764.1.2 of the Huntington Beach Ordinance Code as said sign is not affixed to a masonry wall, however it could be allowed as a temporary identification for the model complex. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 72-11 WITH THE FOLLOWING CONDITIONS: 1. Section 9730.25.4 of the Huntington Beach Ordinance Code shall be complied with. 2. Only the signs shown on the plot plan received February 16, 1972 shall be approved for the model complex.
