Applicant: Bill Langston
To permit the construction of
an auto sales and service facility on a 3.6 acre parcel of
land. The subject property is located on the east side of
Beach Boulevard, approximately 150 ft. south of Terry Avenue
in the C4 Highway Commercial District.
It was noted by the Acting
Secretary that a request had been received from the applicant
for a continuance of this item to April 26, 1972, to allow
time to submit a revised plot plan.

Applicant: I. C. R. Corporation
To permit a printing establish-
ment for multi -colored paper products within an existing
80,000 sq. ft. building on a 5.47 acre parcel of land in the
C4 Highway Commercial District. The subject property is
located on the north side of Terry Drive approximately
200 ft. east of Beach Boulevard.
The secretary informed the
Board that the city administrator had requested this item
be referred to the Planning Commission for action. The
hearing was not opened.

The chairman explained the
action to the audience and asked if there were an questions.
Mr. Thompson representing the
applicant addressed the Board and commented on the request
and an article that appeared in a local newspaper. Several
homeowners in the audience expressed concern over the use
of the building and asked questions of the Board with regard
to the procedure the application would follow beyond this
meeting.

Acting Secretary that the applicant had reque;3ted continuance
of this item to April 26, 1972. The staff also recommends
a continuance of Division of Land No. 72-13, Item No. 11 on
the agenda, to April 26, 1972 to be heard in conjunction
with Use Permit No.'72-22.

CONDITIONAL EXCEPTION NO. 72-25 - Continued
Applicant: Ken Rodgers (Coast Development Company)
To permit second floor
balconies of a proposed four-plex to project into the required
4 ft. front yard setback to within 2 in. of the front property
line and to within 6 in. of the exterior side yard setback.
The subject property is located at 304 17th Street in the
R4 Multiple Family Residence District.
The secretary reported that
this item had been continued to have a field survey conducted
on.the property to determine the relationship of the balconies
to the property lines.
Air. Spencer submitted a copy of
a survey plan that indicated the balconies in question
projected approximately 9 1/2 inches beyond the front property
line.
The hearing was opened to the
audience.
Ken Rodgers, applicant, and
Bill Wancott, architect representing the applicant, addressed
the Board. Mr. Wancott stated that the balcony projection
was permitted by the Uniform Building Code.
The chairman advised Mr. Wancott
that the Uniform Building Code did allow a projection over
the property line, however there is a requirement that all
other laws or ordinances must also be complied with.
It was the consensus of the
Board that action could not be taken on this application for
a balcony projection less than two inches from the property
line and that a legal opinion from the Attorney's Office
would be required to determine if the Board could act upon
a request to,project balconies over public property.
There being no further comment,
the hearing was closed.

To divide a legal
parcel of land into three separate parcels. The subject
property is located on the southeast corner of Atlanta
Avenue and Beach Boulevard on the C4 Highway Commercial
District.
It was noted that
this item,had been continued from a previous meeting to
allow time for the applicant to meet with the traffic
engineer to discuss traffic circulation in conjunction with
the drive -up window.
The hearing was
opened to the audience.
Mr. Stump,
representing the applicant, addressed the Board, explain-
ing he had not heard from the staff on the traffic circula-
tion within the existing shopping center.

EXISTING SHOPPING CENTER WITH THE TRAFFIC ENGINEER.

AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 72-29
FOR THE FOLLOWING REASONS:
1. The Ordinance Code would permit a fully enclosed garage
or carport at this location with a side for entry.
2. This type of structure would be more desirable to the
neighborhood.
3. This structure is to be utilized as an architectural
treatment for the existing residence to make it compatible
with the recently constructed apartment to the rear of
the lot.

one dwelling unit with a reduction in the minimum open space
dimension from 20 ft. to 19 ft. and a reduction in the total
minimum open space requirement from 900 sq. ft. to 589 sq.
ft. in conformance with proposed Code Amendment No. 71-23.
The subject property is located on the east side of 18th
Street approximately 35 ft. north of -Acacia Street in the R2
Two Family Residence District.
The hearing was opened to the

Michael O'Brien, applicant,
addressed the Board and explained the request.

AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCPPTION NO. 72-31
WITH THE FOLLOWING CONDITIONS:
1. The applicant shall participate in the assessment district
if one is formed for the area for street circulation and
street improvement.
2. The bedroom to be constructed over the garage shall not
be used as a separate dwelling unit.
AND FOR THE FOLLOWING REASONS:
1. The applicant has provided open space above that required
by Code Amendment No. 71-23 and it relates to the unit.
2. It is a 25 ft. lot and the Standards were adopted for
larger parcels.

Applicant: Standard Oil Company of California
To permit drilling
and operating for the purpose of discovery or production of
oil, gas, hydrocarbons and/or kindred substances in their
natural state, including the installation and use of equip-
ment, structures, tools and other facilities incidental,
necessary and accessory to the drilling, production, repres-
suring and processing of substances produced by such wells
for shipment to pipeline. The subject property begins at
a point from the intersection of the centerlines of Edwards
Street and Garfield Street, 1300 ft. south along the south-
erly prolongation of Edwards Street; thence 670 ft. west
at right angles to the northeast corner Island "J".
The hearing was

Dick Buhr,
representing the applicant, addressed the Board and
explained the request.
Requirements of the
Huntington Beach Ordinance Code were discussed with the
applicant.

BY PALIN AND SECONDED BY SPENCER TO APPROVE USE PERMIT NO. 72-23
WITH THE FOLLOWING CONDITIONS:
1. The'plot plan received April 5, 1972 shall be the
approved layout.
2. The water, sewer and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
3. The property shall participate in the local drainage
assessment district at the time each parcel is developed.
4. Article 968 of the Huntington Beach Ordinance Code shall
be complied with.

CONDITIONAL EXCEPTION NO. 72-26
Applicant: Orange Coast Advertising Company
To permit a temporary off -site
directional sign to be erected in tandem and 8 ft. from an
existing temporary directional sign in lieu of the require-
ment that signs not be in tandem and that they be at least
300 ft. apart. The subject property is located on the
southwest corner of Beach Boulevard and Terry Drive in the
C4 Highway Commercial District.
The hearing was opened to the
audience.
George Tintle, representing
the applicant, addressed the Board and explained the request,
stating he had attended Planning Commission meetings when
the Sign Ordinance was being changed and that he was assured,
at that time, that each case would be handled individually.
He also stated there was no possibility of relocating the sign.
It was the consensus of the
Board that a smaller directional signing could be worked out:
A lengthy discussion was held
with regard to the placement of the sign and that a low
profile directional sign could be used beneficially. .It was
the consensus of the Board that this request should be
discussed with the Planning Commission prior to taking action.
