Mr. Rowlands opened the meeting by stating that
the information reviewed will play an important role
in the development of the City's six year Capital
Improvements Program.
It was his desire that the Council and Planning
Commission meet fairly regularly to resolve the many
problems to be encountered.
1. 1971 Planning Commission Annual Progress Report
Ken Reynolds presented the 1971 Planning Commission
Annual Progress Report to the City Council for its
information.
2. Goals and Objectives
Mark Porter Mark Porter made a presentation using view graphs
which outlined approximately 65 projects which should
be undertaken by the City in the near future. There
are four primary categories that these projects fall
into:

a. Policy Plan
b. Master Plan Amendments
c. Special Studies
d. Code Amendments
Mr. Porter elaborated on the various projects
falling within these four categories.
Mayor Coen asked why the Bolsa Chica area was not
included in these projects.
Dick Harlow Dick Harlow commented that the Bolsa Chica area
is in the County. The City has asked the County to
coordinate with the City as to proposed development
of this area.

Councilwoman Gibbs felt there were at least three
high priority elements under Master Plan Amendments that
could be lumped together (i.e. open space, conservation
and trails) and accomplished at the same time.
Ken Reynolds responded that each of these amendments
is a separate element required by State law and must be
prepared separately.
Councilman Green pointed out that all zoning in
the City must reflect the Master Plan's intent by 1973.
Mr. Green also questioned the status of the RA zone.
Ken Reynolds pointed out that Huntington Beach is
out in front in this area in that zone changes are
presently being initiated.
Councilman Green pointed out the necessity of
adopting a Housing Element in order to qualify for
Federal funds.
Mr. Rowlands indicated the need for Federal funds
in many areas and the need to meet Federal qualifications.
He stated the City could receive in excess of $1.2
million annually if the Federal Revenue Sharing Program
is enacted.
Councilman Matney inquired what was happening to
the Meadowlark Airport study he had requested about 6
months ago.

ark Porter Mr. Porter stated that his latest information was
that Mr. Turner, the operator of the Airport, plans to
either terminate the lease or sell his interests to the
County.
Jerry Matney Councilman Matney remarked he would like to see
the Rl-PD zone eliminated. It is o.k. in the R2 and
R3 zones, but he felt it was a misuse of the Rl zone.
David Rowlands Mr. Rowlands commented that with CATV in the offing,
it would be desirable to require undergrounding of these
facilities as part of the subdivision map's requirements.
Bob Dingwall Bob Dingwall questioned what could be done about
existing R1 uses on M1 property. He felt it discouraged
legitimate industrial developers from locating in areas
where these old Rl homes are established.
�vid Rowlands Mr. Rowlands added that the City is looking into
obtaining EDA funds which would be used to prepare
• industrial sites.
Jerry Matney Councilman Matney agreed that it is e3sential for
the City to invest some funds in order to attract the
proper industries to the City.
Mrs. Gibbs Councilwoman Gibbs stated from a report that a
city would receive revenues from the following uses:
Industry $600/yr.
Commercial $2900/yr.
Rl $150/yr.
R3 $200/yr.
It was evident that the City should concentrate on
locating more industry and commercial uses in the City
to offset the high service costs to residential areas.
I!,ob Bazil Mr. Bazil suggested re-routing Gothard Street at
Main Street and creating some real usable industrial
land.
Jack Green Councilman Green inquired as to how long it would
take to prepare a special zone for service stations.

en Reynolds Ken Reynolds stated it could be prepared in a
matter of days if other projects could be delayed.
Jack Green Councilman Green instructed Mr. Rowlands to look
into this request and report back to the City Council
at its May 1st meeting. If the Council approves the
concept, it would then recommend that the Planning
Commission initiate the necessary action.
Dick Harlow Dick Harlow commented that Item #9 listed under
Special Studies (low priority) should include industrial
development and then be moved up in priority since it
conforms to the desire of the City Council to improve
upon our tax base.
Henry Duke Councilman Duke suggested a moratorium on all
R1-PD developments. He felt that before we get too
involved with these type of developments, we should
evaluate their impact upon the community.
•Ivin Coen Mayor Coen asked within what time frame will it
• take the City to accomplish some of these goals. This
would indicate their order of priority.
Joe Boyle Mr. Boyle asked what kind of housing and what income
housing does the City wish to attract. He felt the
Planning Commission needs guidelines from the City
Council in order to make better decisions.
3. Town Lot Study
Ken Reynolds Ken Reynolds reviewed several maps depicting the
town lot area.
He indicated the area has in excess of 40% dedicated
to streets and alleys.
There is insufficient parking for the guests at
the newer apartment developments.
Drainage problems are severe and oil blight remains
a serious problem.
Mr. Reynolds conducted a slide presentation which
was taken from the Police helicopter indicating the
present status of the area.

Some of the proposed solutions included a
circulation plan whereby numerous cross streets would
be eliminated and a court concept utilizing existing
streets as parking courts.
Mr. Reynolds suggested an assessment district
which would encompass the area between 17th and 23rd
Streets and Orange and Palm Avenues. The 1911
Improvement Act would be the tool for developing and
financing this project. It was estimated that it would
cost approximately $2,000 per 25 foot lot.
Councilman Duke commented that this plan assumes
there will be high density in this area.
There was a general feeling among the Council and
Commission that this concept was desirable and should be
pursued.
